A developer who fails to pay when due, after written notice by the department, the required filing, registration or inspection fees is liable in a civil action brought by the attorney general on behalf of the department for a penalty in an amount equal to the unpaid fees. The department may suspend or revoke a registration for which any filing, registration or inspection fees are unpaid, after written notice by the department.
