The State of Alaska and the department, its agents, and employees are not liable for any claims arising out of activities conducted under a permit or certificate issued under this chapter, brought by the holder or owner of it or any third party. Neither this chapter nor any permit or certificate issued under it is intended as a waiver of sovereign immunity or of the state's immunity under the 11th amendment to the United States Constitution.
