Citizens Coinage Advisory Committee; Meeting
Pursuant to United States Code, Title 31, section 5135(b)(8)(C), the United States Mint announces the Citizens Coinage Advisory Committee (CCAC) public meeting scheduled for November 19, 2010. Date: November 19, 2010. Time: 8 a.m. to 12 p.m. Location: 8th Floor Board Room, United States Mint, 801 9th Street, NW., Washington, DC 20220. Subject: Review and discuss reverse candidate designs for the 2011 American Eagle Platinum Coin program, reverse candidate designs for the 2011 First Spouse Coins and Medals honoring Eliza Johnson and Lucy Hayes, and the proposed theme for the 2012 Native American $1 Coin Reverse. Interested persons should call 202-354-7502 for the latest update on meeting time and room location. In accordance with 31 U.S.C. 5135, the CCAC: [dec221] Advises the Secretary of the Treasury on any theme or design proposals relating to circulating coinage, bullion coinage, Congressional Gold Medals, and national and other medals. [dec221] Advises the Secretary of the Treasury with regard to the events, persons, or places to be commemorated by the issuance of commemorative coins in each of the five calendar years succeeding the year in which a commemorative coin designation is made. [dec221] Makes recommendations with respect to the mintage level for any commemorative coin recommended.
Notification of United States Mint Silver Eagle Bullion Coin Premium Increase
The United States Mint is increasing the premium charged to Authorized Purchasers for American Eagle Silver Bullion Coins, a program authorized under 31 U.S.C. 5112(e). The United States Mint will increase the premium charged to Authorized Purchasers for American Eagle Silver Bullion Coins, from $1.50 to $2.00 per coin, for all orders accepted on or after October 1, 2010.

Pursuant to United States Code, Title 31, section 5135(b)(8)(C), the United States Mint announces the Citizens Coinage Advisory Committee (CCAC) public meeting scheduled for October 26, 2010. Date: October 26, 2010. Time: 9 a.m. to 4 p.m. Location: 2nd Floor Conference Center (Room A), United States Mint, 801 9th Street, NW., Washington, DC 20220. Subject: Review and discuss reverse candidate designs for the 2012 America the Beautiful Quarter-Dollar Coins, designs for the Arnold Palmer Congressional Gold Medal, and designs for the New Frontier Congressional Gold Medal. Interested persons should call 202-354-6700 for the latest update on meeting time and room location. In accordance with 31 U.S.C. 5135, the CCAC: Advises the Secretary of the Treasury on any theme or design proposals relating to circulating coinage, bullion coinage, Congressional Gold Medals, and national and other medals. Change to “Procedures To Qualify for Bulk Purchase of Silver Bullion Coins”
The United States Mint has revised the requirements to become an Authorized Purchaser of American Eagle Silver Bullion Coins. The revised qualification requirements are documented in the revised ``Procedures to Qualify for Bulk Purchase of Silver Bullion Coins.'' This document can be accessed at https://www.usmint.gov/ consumer/index.cfm?action=AmericanEagles. These changes apply to new applications effective immediately. Significant modifications include the addition of the America the Beautiful Silver Bullion Coin\TM;\ Program to the Background section, clarifications to the ``Purpose'' section and ``Marketing Support'' section, and adjustments to the ``Experienced Market-Maker in Silver Bullion Coins'' section and ``Tangible Net Worth'' section. Changes to the accounting certification requirements and agreement terms and conditions are also incorporated. A new section has been added entitled ``Right to Temporarily Refrain from the Review of New Applications'' during periods in which the allocation of a bullion product is required. Other minor changes have been made that provide further clarifications to various production descriptions and/or the silver bullion coin program in accordance with 31 U.S.C. 5112(e)&(f).
Senior Executive Service Combined Performance Review Board (PRB)
Pursuant to 5 U.S.C. 4314(c)(4), this notice announces the appointment of members of the Combined Performance Review Board (PRB) for the Bureau of Engraving and Printing (BEP), Financial Management Service (FMS), Bureau of the Public Debt (BPD), United States Mint (USM), Alcohol and Tobacco Tax and Trade Bureau (TTB) and Financial Crimes Enforcement Network (FINCEN). The Board reviews the performance appraisals of career senior executives below the level of bureau head and principal deputy in the bureaus, except for executives below the Assistant Commissioner/Executive Director level in the Financial Management Service and Bureau of the Public Debt. The Board makes recommendations regarding proposed performance appraisals, ratings, bonuses, pay adjustments and other appropriate personnel actions. Composition of Combined PRB: The Board shall consist of at least three voting members. In the case of an appraisal of a career appointee, more than half of the members shall consist of career appointees. The names and titles of the Combined PRB members are as follows:
