Revised Notice of Public Meeting

Legal Process: Testimony by Employees and Production of Records
The Presidio Trust proposes a regulation, limited to the Presidio Trust's organization and management, governing access to Presidio Trust information and records in connection with legal proceedings in which neither the United States nor the Presidio Trust is a party. This proposed rule will establish guidelines for use in determining whether Presidio Trust employees (as defined in the proposed rule) will provide testimony or records relating to their official duties. It also will establish procedures for requesters to follow when making demands on or requests to a Presidio Trust employee for official documents or to provide testimony. This proposed rule will standardize the Presidio Trust's practices, promote uniformity in decisions, conserve the ability of the Presidio Trust to conduct official business, preserve its employee resources, protect confidential information, provide guidance to requestors, minimize involvement in matters unrelated to the Presidio Trust's mission and programs, avoid wasteful allocation of agency resources and avoid spending public time and money for private purpose.

Presidio Trust Management Plan Main Post Update Supplemental Environmental Impact Statement
Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as amended (Pub. L. 91-190, 42 U.S.C. 4321 et seq.) and in response to public comment, the Presidio Trust (Trust) is notifying interested parties that it will supplement the June 2008 Draft Supplemental Environmental Impact Statement (SEIS) for the Presidio Trust Management Plan (PTMP) Main Post Update. The supplement will identify and discuss the environmental impacts of a preferred alternative that combines elements of alternatives previously analyzed in the draft SEIS.
Notice of Receipt of and Availability for Public Comment on an Application for Wireless Telecommunications Facilities Site
This notice announces the Presidio Trust's receipt of and availability for public comment on an application from Omnipoint Communications, Inc. d/b/a T-Mobile for a temporary wireless telecommunications facilities site (``Project'') in The Presidio of San Francisco. The proposed location of the Project is below the Highway 101 overpass adjacent to Doyle Drive, in the vicinity of 1158 Gorgas Avenue. The Project involves (i) licensing a 28' x 22' area (``Site''), (ii) placing a trailer with a cellular facility on wheels (``COW'') measuring approximately 27' x 8' on the Site, (iii) installing an 8'- high chain link fence with slats within a portion of an area already enclosed by a 12'-high chain link fence, and (iv) accessing electricity and telephone connectivity from 1158 Gorgas Avenue through surface conduit covered with an asphalt curb or crowned and sloped covering. The COW will host (a) a galvanized steel tower approximately 50' tall, holding six antenna, three of which will be located at approximately 42' and three of which will be located at approximately 47', each measuring less than 56'' x 14'' x 4'', (b) radio equipment, and (c) all other equipment necessary to operate the Project, including an equipment cabinet measuring approximately 5.5' high x 4' x 3'. By Federal Register notice of August 1, 2008 (73 FR 45092), the Presidio Trust (Trust) extended the Environmental Protection Agency-calculated 45-day time period for public review of the Draft Supplemental Environmental Impact Statement (SEIS) to September 19, 2008. The previous deadline for comments was July 31, 2008. By Federal Register notice of September 15, 2008 (73 FR 53295), the Trust (i) further extended the time period for public review of the SEIS to October 20, 2008, and (ii) announced a public meeting of the Trust Board of Directors scheduled for October 14, 2008. By Federal Register notice of October 10, 2008 (FR 60368), the Trust (i) further extended the time period of public review of the SEIS to November 17, 2008, and (ii) announced the postponement of the public meeting of the Trust Board of Directors to November 13, 2008. The deadline for comments was July 31, 2008. By this notice, the Presidio Trust (Trust) is extending the public comment period to September 19, 2008. Although the time for comments has been extended, the Trust requests that interested parties provide comments as soon as possible.

Notice To Terminate the Environmental Impact Statement Process, Public Museum at the Presidio; and Notice of Intent To Prepare a Supplemental Environmental Impact Statement and Conduct Scoping, Proposed Changes to the May 2002 Presidio Trust Management Plan, Main Post District
Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as amended (Pub. L. 91-190, 42 U.S.C. 4321 et seq.) and in response to public comment, the Presidio Trust (Trust) is notifying interested parties that it will: (1) Terminate the Environmental Impact Statement (EIS) process for the Presidio Museum in the Main Post district of the Presidio of San Francisco, California (Presidio), (2) supplement the final EIS for the May 2002 Presidio Trust Management Plan (PTMP) to consider proposed changes in the actions analyzed for the Main Post district in the original NEPA document; and (3) engage in a scoping process to seek public input on the supplemental EIS. The supplemental EIS will address the environmental impacts of various proposals that would modify previous Trust decisions regarding the Main Post district. The public scoping process will determine the range of actions, alternatives and impacts to be considered in the supplemental EIS.

Pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as amended (Pub. L. 91-190, 42 U.S.C. 4321 et seq.), the Presidio Trust (Trust) is notifying interested parties that it will prepare an environmental impact statement (EIS) for a proposed museum at the Presidio (proposed action) and engage in a scoping process to seek public input. The EIS will address the significant environmental impacts of constructing a new public museum and related structures totaling approximately 100,000 square feet within the Main Post district of the Presidio of San Francisco (Presidio), California. The public scoping process will determine the range of actions, alternatives and impacts to be considered in the EIS.

Management of the Presidio
The Presidio Trust (Trust) was created by Congress in 1996 to manage most of the former U.S. Army post known as the Presidio of San Francisco, California. Pursuant to law, administrative jurisdiction of approximately 80 percent of this property (Area B) was transferred to the Trust on July 1, 1998. On June 30, 1998, the Trust adopted final interim regulations establishing the basic requirements for the management of Area B. By this rulemaking, the Trust is giving notice of its adoption of those final interim regulations, which were published on June 30, 1998 at 63 FR 35694, as final regulations.
Debt Collection
The Presidio Trust published a proposed rule in the Federal Register on August 4, 2005 (70 FR 44870-44878) concerning debt collection in connection with the area under the administrative jurisdiction of the Presidio Trust. The public comment period on the proposed rule closed on September 19, 2005. No comment was received by the Presidio Trust. This final rule adopts debt collection regulations to conform to the Debt Collection Improvement Act of 1996, the Federal Claims Collection Standards, and other laws applicable to the collection of nontax debts owed to the Presidio Trust.

Notice of Receipt of and Availability for Public Comment on an Application for Wireless Telecommunications Facilities Site; The Presidio of San Francisco, California
This notice announces the Presidio Trust's receipt of and availability for public comment on an application from New Cingular Wireless PCS, LLC for installation of a wireless telecommunications facilities site (``Project'') in The Presidio of San Francisco. The proposed location of the Project is the south side of the MacArthur Tunnel. The Project involves (i) installing a 32-foot pole with two sets of antennae panels and power and telecommunications panels, (ii) placing the associated telecommunications equipment within three cabinets on a concrete pad, and (iii) mounting two antennae on the south face of the MacArthur Tunnel wall. Power and telecommunications service will be brought to the site via underground trench. Comments: Comments on the proposed project must be sent to Steve Carp, Presidio Trust, 34 Graham Street, P.O. This rule proposes to adopt debt collection regulations to conform to the Debt Collection Improvement Act of 1996, the Federal Claims Collection Standards, and other laws applicable to the collection of nontax debts owed to the Presidio Trust.
