DoD is publishing this notice to announce that this Federal Advisory Committee meeting of the DoD MFRC is cancelled and will be rescheduled at a later date. Findings of Research Misconduct
Findings of research misconduct have been made against Shaker Mousa, Ph.D., M.B.A., FACC, FACB (Respondent), who was a Professor, Chairman, and Executive Vice President of the Pharmaceutical Research Institute, Albany College of Pharmacy and Health Sciences (ACPHS). Respondent engaged in research misconduct in research supported by U.S. Public Health Service (PHS) funds, specifically National Cancer Institute (NCI), National Institutes of Health (NIH), grant R21 CA135245 and National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), NIH, grant R01 DK052798. The administrative actions, including supervision for a period of four (4) years, were implemented beginning on May 15, 2024, and are detailed below.

Privacy Act of 1974; System of Records
In accordance with the Privacy Act of 1974, the DoD is modifying and reissuing a current system of records titled, "Adjunct Faculty Information Database, DSCA 04." This system of records was originally established by the Defense Security Cooperation Agency to collect and maintain records on adjunct faculty members on assignment with the Defense Institute of International Legal Studies (DIILS). This system of records notice (SORN) name is changing from "Adjunct Faculty Information Database" to "Adjunct Faculty Information Records." In addition to the name change, this system is being updated to incorporate the DoD standard routine uses. The DoD is also modifying various other sections within the SORN to improve clarity or update information that has changed.

Findings of Research Misconduct
Findings of research misconduct have been made against Darrion Nguyen (Respondent), who was formerly a Laboratory Technician, Division of Pediatric Neurology and Developmental Neuroscience, Baylor College of Medicine (BCM). Respondent engaged in research misconduct in research supported by U.S. Public Health Service (PHS) funds, specifically Office of the Director (OD), National Institutes of Health (NIH), grant DP5 OD026428-01 and National Institute of Neurological Disorders and Stroke (NINDS), NIH, grant K12 NS098482-01. The questioned research was included in a PHS-funded research project progress report (RPPR), specifically DP5 OD026428-04 submitted to OD, NIH. The administrative actions, including supervision for a period of three (3) years, were implemented beginning on May 14, 2024, and are detailed below.

TRICARE; Removal of Certain Temporary Regulation Changes Made in Response to COVID-19
The ASD(HA) is issuing this direct final rule to remove certain temporary regulation changes put in place in response to the coronavirus disease 2019 (COVID-19) pandemic that were automatically terminated by the end of the President's national emergency and the associated Health and Human Services (HHS) Public Health Emergency (PHE). This rule is being published as a direct final rule as the Department does not expect to receive any adverse comments. If such comments are received, and are significant, this direct final rule will be withdrawn and a proposed rule for comments will be published.

Defense Industrial Base Adoption of Artificial Intelligence for Defense Applications; Notice of Availability
The DoD Office of Industrial Base Resilience seeks public comment on actions it can take to enable the Defense Industrial Base (DIB) to continue to adopt artificial intelligence (AI) for defense applications. Feedback from the public will guide the DoD in developing policies, initiatives, and resource distribution to ensure support for the DIB in integrating AI into defense systems. Public comments will also be used to formulate PA&T's Trusted AI Defense Industrial Base Roadmap.
Science and Technology Reinvention Laboratory Personnel Demonstration Project Program
STRLs may implement innovative approaches to attract and retain exceptional talent who are participating in Demo projects. The flexibilities described herein allow the STRLs to better manage their workforce by authorizing: flexible extended temporary promotion and temporary reassignment for supervisory and team leader positions; a recruitment incentive in the form of time-off awards (time off from duty without loss of pay or charge to leave); retention counter-offers for high performing employees in scientific, technical, or administrative positions; and certain awards management authorities for STRL directors. The flexibilities and procedures described herein are in addition to and do not supersede or cancel flexibilities described in previously published STRL Federal Register Notices (FRNs).
