Hypertension Summit
The U.S. Department of Health and Human Services' Office on Women's Health (OWH) is providing notice of a virtual Hypertension Summit focused on innovations and evidence to bridge practice gaps in the field of hypertension treatment and prevention. Civil Monetary Penalty Inflation Adjustment
The Department of Defense is issuing this final rule to adjust each of its statutory civil monetary penalties (CMP) to account for inflation. The Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (the 2015 Act), requires the head of each agency to adjust for inflation its CMP levels in effect as of November 2, 2015, under a revised methodology that was effective for 2016 and for each year thereafter.
TRICARE Expansion of the Department of Defense and Department of Veterans Affairs Hearing Aid Ordering Model to Private Sector Care for Active Duty Service Members Receiving Care Through the Supplemental Health Care Program
The Acting Assistant Secretary of Defense for Health Affairs (ASD(HA)) issues this notice of demonstration to authorize the Defense Health Agency (DHA) to expand the DoD and Department of Veterans Affairs (VA) Hearing Aid Program (HAP) utilized throughout the Military Health System to a limited segment of the private sector care network of the TRICARE Managed Care Support Contractors (MCSCs). The intent is to replicate, to the fullest extent possible, the VA's Community Care Network model for delivery of prescribed hearing aids and associated devices to Veterans, for Active Duty Service Members (ADSMs) receiving care through the Supplemental Health Care Program (SHCP) in designated states, as well as to qualifying Prime Active Duty Family Members (ADFMs) diagnosed with profound hearing loss. This demonstration will be effective for the period of two years and conducted in three tiered phases: Phase One covers ADSMs in the state of California from January 1, 2023 until the completion of the demonstration; Phase Two covers ADSMs in the state of Texas from January 1, 2024 until the completion of the demonstration; and Phase Three covers qualifying Prime ADFMs in the states of California and Texas from July 1, 2024 through completion of the demonstration. These changes are intended to standardize the hearing aid ordering process and reduce the cost variability for hearing aids and associated devices prescribed for treatment under TRICARE by private sector care providers in network.

Listening Session on Intimate Partner Violence
The U.S. Department of Health and Human Services Office on Women's Health (OWH) is announcing a virtual listening session on the impact that COVID-19 has had on intimate partner violence (IPV). The purpose of the listening session is to exchange information about this topic and seek input from stakeholders and subject matter experts on an individual basis. Privacy Act of 1974; Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA); DOT/FMCSA 010-Drug and Alcohol Clearinghouse (Clearinghouse)
In accordance with the Privacy Act of 1974, the Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) proposes to modify and reissue an existing system of records notice titled ``DOT/FMCSA 010, Drug and Alcohol Clearinghouse (Clearinghouse)''. This system of records allows FMCSA to collect and maintain records on commercial motor vehicle (CMV) drivers subject to the commercial driver's license (CDL) and commercial learner's permit (CLP) regulations who have received verified positive DOT drug or alcohol test results, refuse such testing, or otherwise violate FMCSA's drug and alcohol use prohibitions. The Clearinghouse also collects and maintains records on the completion of substance abuse programs as part of the return-to-duty process, as well as forms evidencing drivers' consent to the release of information. In addition, the Clearinghouse collects and maintains records of queries of the system conducted by employers, or service agents acting on their behalf, and State Driver Licensing Agencies (SDLAs). The information in this system is used to enhance compliance with drug and alcohol use and testing regulations by identifying drivers who have committed drug and alcohol violations that render them ineligible to operate a CMV.

Privacy Act of 1974; Department of Transportation, Federal Aviation Administration, DOT/FAA 811, FAA Health Information Records
In accordance with the Privacy Act of 1974, the Department of Transportation (DOT) proposes to rename, update, and reissue an existing system of records notice currently titled DOT Federal Aviation Administration (FAA) system of records DOT/FAA 811, ``Employee Health Record System.'' This system of records notice (hereafter referred to as ``Notice'') previously covered FAA employees only. FAA employee occupational health care records and Health Awareness Program records are currently covered under the Office of Personnel Management (OPM)/ Government (GOVT)10 Employee Medical File System Records SORN (80 FR 74815November 30, 2015). The updated Notice covers the FAA's collection, use, and maintenance of non-occupational health records on federal employees, as well as FAA contractors and members of the public, such as students, interns and training and research participants, who receive emergency medical services at either the Civil Aerospace Medical Institute (CAMI) Occupational Health Clinic located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK, or the FAA Headquarters (HQ) Health Unit located in the HQ building in Washington, DC. Additionally, it covers FAA's collection of participation status (i.e., eligible, ineligible) on members of the public who engage in research and training programs at the agency. Any medical records collected in the course of these research or training programs is outside the scope of this Notice. The data collected in the system is a combination of health information and Personally Identifiable Information (PII) which is used to provide proper medical care and case management.
Findings of Research Misconduct
Findings of research misconduct have been made against Ritankar Majumdar, Ph.D. (Respondent), who was a postdoctoral fellow in the intramural program of the Laboratory of Cellular and Molecular Biology (CMB), Center for Cancer Research (CCR), National Cancer Institute (NCI), National Institutes of Health (NIH). Respondent engaged in research misconduct in research supported by U.S. Public Health Service (PHS) funds, specifically the NCI Intramural Research Program. The administrative actions, including supervision for a period of three (3) years, were implemented beginning on August 15, 2022, and are detailed below.
Delegations of Authority; Correction
The U.S. Department of Agriculture (USDA) is correcting a final rule that appeared in the Federal Register on July 26, 2022. The document amended the delegations of authority of the Secretary of Agriculture and other general officers of the Department. This document corrects an error in the amendatory instructions for one of the delegations in the final rule.

In accordance with the Privacy Act of 1974, the Department of Transportation (DOT) intends to modify and re-issue a DOT Federal Aviation Administration (FAA) system of records notice titled, ``DOT/ FAA 830Representatives of the Administrator.'' This system of records notice (hereafter referred to as ``Notice'') covers FAA records collected and maintained in support of FAA's management and oversight of individuals applying to become or are Representatives of the Administrator ``designees.'' Modification of DOT/FAA 830 is necessary due to changes and consolidation of the systems and processes used to manage designee programs.

In accordance with the Privacy Act of 1974, the Department of Defense (DoD) is establishing a new Department-wide system of records titled, ``DoD Historical Records,'' DoD-0014. This system of records covers DoD's maintenance of records about individuals in the Department of Defense (DoD) historical system, the purpose of which is to collect, preserve, and present the history of the components within the DoD to support agency leadership and to inform the American public. Additionally, DoD is issuing a Direct Final Rule, which exempts this system of records from certain provisions of the Privacy Act, elsewhere in today's issue of the Federal Register.

The Department of Defense (DoD or Department) is giving concurrent notification of a new Department-wide system of records titled ``DoD Historical Records,'' DoD-0014, and this rulemaking, which exempts portions of this system of records from certain provisions of the Privacy Act of 1974, as amended, because of national security requirements. This rule is being published as a direct final rule because the Department does not expect to receive any adverse comments. If such comments are received, this direct final rule will be withdrawn and a proposed rule for comments will be published.

DOI is revising this notice to update the title of the system, update all sections of the system notice, propose new and modified routine uses, and provide general administrative updates to the remaining sections of the notice. Additionally, DOI is publishing a notice of proposed rulemaking (NPRM) elsewhere in the Federal Register to exempt this system of records from certain provisions of the Privacy Act. This modified system will be included in DOI's inventory of record systems.
