National Language Service Corps (NLSC)

This rule establishes the National Language Services Corps (NLSC) in the Code of Federal Regulations by describing the program and its responsibilities pursuant to the National Defense Authorization Act for Fiscal Year 2013, Section 954. This Section authorized the Secretary of Defense to establish the NLSC to respond to federal agencies' needs for language skills in emergencies or surge requirements. Once a federal agency identifies a need, NLSC members are advised of the potential assignment. If an individual is interested and available, he or she will go through a screening and selection process as discussed in the rule. The decision to use NLSC rests with the requesting agency and support agreements must be established before work can begin.

Notice is hereby given that the Office of Research Integrity (ORI) has taken final action in the following case: Girija Dasmahapatra, Ph.D., Virginia Commonwealth University: Based on the report of an inquiry conducted by Virginia Commonwealth University (VCU), the willingness of the Respondent to settle this matter, and analysis conducted by ORI in its oversight review, ORI found that Dr. Girija Dasmahapatra, former Instructor, Department of Internal Medicine, VCU, engaged in research misconduct in research supported by National Cancer Institute (NCI), National Institutes of Health (NIH), grants R01 CA063753, R01 CA093738, and R01 CA100866. ORI found that false data were included in the following eleven (11) publications:

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/U.S. Citizenship and Immigration Services-010 Asylum Information and Pre-Screening System of Records.'' This system of records allows the Department of Homeland Security/U.S. Citizenship Immigration Services to collect and maintain records pertaining to asylum applications, credible fear and reasonable fear screening processes, and applications for benefits provided by section 203 of the Nicaraguan Adjustment and Central American Relief Act. As a result of a biennial review of this system, Department of Homeland Security/U.S. Citizenship and Immigration Services is updating this system of records notice to: (1) Clarify that data originating from this system of records may be stored in a classified network; (2) provide an updated system location; (3) include follow-to-join (derivative) asylum information as a category of records; (4) expand the categories of records for benefit requestors, beneficiaries, derivatives, accredited representatives (including attorneys), form preparers, and interpreters; (5) remove routine use K because it was duplicative; (6) add two new routine uses K and L to permit the sharing of information with the Departments of State and Health and Human Services, respectively; (7) update the retention schedules to include additional systems; (8) add name and date of birth combination and receipt number to retrieve records; and (9) update record source categories to include accredited representatives (including attorneys), interpreters, preparers, and USCIS personnel. Transition Assistance Program (TAP) for Military Personnel

This rule establishes policy, assigns responsibilities, and prescribes procedures for administration of the DoD Transition Assistance Program (TAP). The goal of TAP is to prepare all eligible members of the Military Services for a transition to civilian life, including preparing them to meet Career Readiness Standards (CRS). The TAP provides information and training to ensure Service members leaving Active Duty and eligible Reserve Component Service members being released from active duty are prepared for their next step in life whether pursuing additional education, finding a job in the public or private sector, starting their own business or other form of self- employment, or returning to school or an existing job. Service members receive training to meet CRS through the Transition GPS (Goals, Plans, Success) curricula, including a core curricula and individual tracks focused on Accessing Higher Education, Career Technical Training, and Entrepreneurship. All Service members who are separating, retiring, or being released from a period of 180 days or more of continuous Active Duty must complete all mandatory requirements of the Veterans Opportunity to Work (VOW) Act, which includes pre-separation counseling to develop an Individual Transition Plan (ITP) and identify their career planning needs; attend the Department of Veterans Affairs (VA) Benefits Briefings I and II to understand what VA benefits the Service member earned, how to apply for them, and leverage them for a positive economic outcome; and attend the Department of Labor Employment Workshop (DOLEW), which focuses on the mechanics of resume writing, networking, job search skills, interview skills, and labor market research.

The Defense Travel Management Office is publishing Civilian Personnel Per Diem Bulletin Number 300. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 300 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

In accordance with the Privacy Act of 1974, the Department of Homeland Security proposes to update, rename, and reissue a current Department of Homeland Security system of records titled, ``Department of Homeland Security/U.S. Customs and Border Protection-021 Arrival and Departure Information System.'' This system of records allows the Department of Homeland Security/U.S. Customs and Border Protection to collect and maintain records on individuals throughout the immigrant and non-immigrant pre-entry, entry, status management, and exit processes. The Department of Homeland Security/U.S. Customs and Border Protection is updating this system of records notice to make the following changes/updates: (1) Addition of a new category of records; (2) updated routine uses; and (3) administrative updates to reflect the transfer of the entry-exit program from the Office of Biometric Identity Management, an office within Department of Homeland Security, National Protection and Programs Directorate, to the U.S. Customs and Border Protection in accordance with the Consolidated and Further Continuing Appropriations Act of 2013. With the publication of this updated system of records, the Department of Homeland Security will retire the former version of the system of records titled, ``Department of Homeland Security/National Protection and Programs Directorate001 Arrival and Departure Information System of Records,'' and complete the transfer of the entry/exit program to U.S. Customs and Border Protection. Additionally, this notice includes non-substantive changes to simplify the formatting and text of the previously published notice. The exemptions for the existing system of records, published in the Final Rule dated December 4, 2009 (74 FR 63944) will continue to be applicable for this updated system of records notice, and this system will be continue to be included in the Department of Homeland Security's inventory of record systems.
