This interim final rule allows a TRICARE retail network pharmacy to be an authorized provider for the administration of three TRICARE-covered vaccines in the retail pharmacy setting. The three immunizations are H1N1 vaccine, seasonal influenza vaccine, and pneumococcal vaccine. In addition, this interim final rule solicits public comment on also including other TRICARE-covered immunizations in the future for which retail network pharmacies will be authorized providers. As part of DoD preparations for a possible public health emergency involving H1N1 influenza this fall and winter, this is being issued as an interim final rule.

Under the provisions of the Federal Advisory Committee Act of 1972 (title 5, United States Code (U.S.C.), Appendix, as amended) and the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended) the Department of Defense announces that the Uniform Formulary Beneficiary Advisory Panel (hereafter referred to as the Panel) will meet on January 14, 2010. During the meeting the Panel will review and comment on recommendations made to the Director, TRICARE Management Activity, by the Pharmacy and Therapeutics Committee regarding the Uniform Formulary.

The National Security Agency hereby gives notice of its intent to grant the University of Maryland a revocable, non-assignable, exclusive license to practice the following Government-Owned invention as described in U.S. Provisional Patent Application Serial No. 61/ 119,848 entitled: ``RF Power Harvesting Circuit Design,'' filed 04 December 2008, and any related non-provisional patent application and all Letters Patent issuing thereon, and any continuation, continuation- in-part or division of said non-provisional patent application and any reissue or extension of said Letters Patent, in the field of RF Power Harvesting Technologies. The above-mentioned invention is assigned to the United States Government as represented by the National Security Agency.
