Proposed Agency Information Collection Activities; Comment Request
In accordance with the Paperwork Reduction Act of 1995 and its implementing regulations, the Federal Railroad Administration (FRA) hereby announces that it is seeking approval of the following information collection activities. Before submitting these information collection requirements (ICRs) for clearance by the Office of Management and Budget (OMB), FRA is soliciting public comment on specific aspects of the activities identified below.
Notice of Information Collection Approval
This notice announces the Office of Management and Budget (OMB) approval of the information collection request (ICR) OMB No. 2105-0552, ``Reports by Carriers on Incidents Involving Animals During Air Transport'' and provides a specific compliance date of Wednesday, June 15, 2005, for carriers to begin submitting monthly reports to the Department of Transportation's Aviation Consumer Protection Division (ACPD) on incidents involving the loss, injury, or death of an animal during air transport.
Privacy Impact Assessment and Privacy Policy
Pursuant to the E-Government Act of 2002, the Department of Homeland Security, Bureau of Customs and Border Protection, is publishing a privacy impact assessment and privacy policy concerning the Advanced Passenger Information System.
Regulatory Review
On January 26, 2005, the Department of Transportation (DOT) published a notice of regulatory review explaining its intent to conduct a review of its existing regulations and its current Regulatory Agenda. As part of this review, the Department announced that it would hold a public meeting to discuss and consider the public's comments. We are now publishing the agenda for that meeting.
Intergovernmental Advisory Committee
The Department of Agriculture, in consultation with the Department of the Interior, intends to renew the Intergovernmental Advisory Committee (IAC). This renewal is in response to the continued need for the IAC to provide intergovernmental advice on coordinating the implementation of the Record of Decision of April 13, 1994, for Management of Habitat for Late-Successional and Old-Growth Forest Related Species Within the Range of the Northern Spotted Owl. The IAC also provides advice and recommendations to promote integration and coordination of forest management activities between Federal and non- Federal entities.
Display of Joint Operations in Carrier-Owned Computer Reservations Systems Regulations
The Department's rules currently prohibit each airline that owns, controls, or operates a computer reservations system (``CRS'' or ``system'') from denying system access to two or more carriers whose flights share a single designator code and discriminating against any carrier because the carrier uses the same designator code as another carrier. The Department recently determined that its comprehensive rules governing CRS operations should be terminated because they are no longer necessary. The Department is initiating this proceeding to consider whether it should also terminate the rules governing the treatment of code-sharing airlines by airlines that own, control, or operate a system.
