The Department of Homeland Security (DHS) is correcting a notice that was published in the Federal Register on March 7, 2005, at 70 FR 11017 which announced the holding of a meeting for the purposes of receiving reports and briefings, and member deliberations. In the ADDRESSES section to the notice, DHS inadvertently omitted the identification of the appropriate DHS docket number associated with the notice. DHS would like to announce that the DHS docket number for submitting comments via to this notice is DHS-2005-0019. Directions for submitting comments using this method are outlined within 70 FR 11017.

The Department of Health and Human Services is correcting a direct final rule that appeared in the Federal Register on January 3, 2005 amending its acquisition regulation (HHSAR). Significant adverse comments were not received and the direct final rule became effective on March 4, 2005. The final rule is being corrected to address non- adverse comments received in response to the direct final rule.

The Bureau of Indian Affairs (BIA) and the Office of Hearings and Appeals (OHA), Department of the Interior (the Department), are revising their regulations dealing with the probate of Indian trust estates to reflect an organizational change. The Department is consolidating the probate adjudication functions previously handled by attorney decision makers in BIA and by administrative law judges and Indian probate judges in OHA into a new Probate Hearings Division within OHA. As a result, this rule transfers various regulatory provisions dealing with attorney decision makers from BIA's regulations to OHA's.

The Homeland Security Advisory Council (HSAC) will hold a meeting for the purposes of receiving reports and briefings, and holding member deliberations. The HSAC will receive reports from: the HSAC Task Force on Intelligence and Information Sharing and State Fusion Centers, Chaired by Governor Mitt Romney, Governor of Massachusetts; the HSAC Task Force on Private Sector Information Sharing, Chaired by Mayor Patrick McCrory, Mayor of Charlotte, North Carolina; the HSAC Task Force on Critical Infrastructure Protection and Resilience, Chaired by Dr. Ruth David, CEO of Analytic Services, Inc.; and the HSAC Task Force on the Prevention of Weapons of Mass Effect Attacks on American Soil, Chaired by Dr. Lydia Thomas, CEO of Mitretek Systems. Additionally, the HSAC will receive detailed briefings covering specific critical infrastructure vulnerabilities, interdependencies, infrastructure resilience, and vulnerability mitigation. The HSAC will also hold roundtable deliberations and discussions among HSAC members.

The Defense Science Board Task Force on Mobility will meet in closed session on March 17, 2005, in Arlington, VA. This Task Force will identify the acquisition issues in improving our strategic mobility capabilities. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At this meeting, the Defense Science Board Task Force will review: the part transport plays in our present-day military capabilitythe technical strengths and weaknesses the operational opportunities and constraints; the possible advantage of better alignment of current assets with those in production and those to be delivered in the very near future; how basing and deployment strategiesCONUS-basing, prepositioning (ashore or afloat), and seabasingdrive our mobility effectiveness; the possible advantages available from new transport technologies and systems whose expected IOC dates are either short term ( 12 years) or, separately, the long term ( 25 years). App. 2), it has been determined that this Defense Science Board Task Force meeting concerns matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meeting will be closed to the public.

These meetings will now be closed. Due to inclement weather the meeting on February 24, 2005 was canceled and rescheduled for March 2, 2005. Air Carrier Access Act Aircraft Inspection and Certification Initiative

Beginning on March 7, 2005, the Federal Aviation Administration (FAA) will be assisting the Office of the Secretary (OST) in verifying that the aircraft accessibility requirements of the Air Carrier Access Act (ACAA) and its implementing regulations, 14 CFR Part 382 (Part 382), are being met by U.S. certificated and commuter air carriers. FAA inspectors, in the normal course of their duties, will be performing on-site inspections of U.S. airline aircraft that are subject to the design requirements of the ACAA and Part 382, which prohibit discrimination against disabled air travelers in air transportation. The FAA will also take steps to verify that these requirements are met when new aircraft enter the U.S. airline fleet.

The Joint Advisory Committee on Nuclear Weapons Surety will conduct a closed session on March 30th, 2005 at the Institute for Defense Analyses, Alexandria, VA. The Joint Advisory Committee is charged with advising the Secretaries of Defense and Energy, and the Joint Nuclear Weapons Council on nuclear weapons surety matters. At this meeting the Joint Advisory Committee will receive classified briefings on nuclear weapons safety and security. In accordance with the Federal Advisory Committee Act (Pub. L. 92- 463, as amended, Title 5, U.S.C. App. II, (1988)), this meeting concerns matters sensitive to the interests of national security, listed in 5 U.S.C. The Defense Science Board Task Force on Identifying and Sustaining U.S. Department of Defense/UK Ministry of Defence Defense Critical Technologies (Study) will meet in closed session on April 1, 2005, at Strategic Analysis, Inc., 3601 Wilson Boulevard, Arlington, VA. This Task Force will develop a methodology to identify unique defense technologies as well as commercially developed technologies needing augmentation to fulfill defense niche areas, and then apply the methodology to develop a list of defense critical technologies. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force should focus its effort on high leverage, differentiated and transformational technologies. The Study may then use this list of defense critical technologies to further assess the tools available to the U.S. DoD or UK MoD to develop its critical technology needs. Some of the considerations the Study should examine include mechanisms to develop niches in pre-existing technologies, foster new technology until the commercial marketplace takes over, or develop technology without any expectation of commercial development; the analysis should include a review of the applicable acquisition/business case. Finally, the Study should consider the impact of technology development in other countries and the implications that this may have on Anglo-U.S. unique needs. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. App. 2), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, these meetings will be closed to the public.

Strengthening America's Communities Advisory Committee

On February 9, 2005, the President's Domestic Policy Council requested the Secretary of Commerce (the ``Secretary'') to form the Strengthening America's Communities Advisory Committee (the ``Committee''). The objectives and duties of the Committee will be to provide advice and recommendations to the Secretary, and to develop a comprehensive written report of policy parameters to assist in implementing the President's Strengthening America's Communities Initiative (the ``Initiative''), including advising on its legislation, regulations and other guidance. The Committee's report will encompass all aspects of the envisioned Initiative, including policy findings and declarations, organizational structure, eligibility, program delivery, monitoring and performance measures. The Committee is expected to deliver its report to the Secretary by May 31, 2005. This notice seeks nominations for persons to serve on the Committee. The Committee is intended to have a balanced membership from diverse backgrounds and geographical regions, including the private sector, state, local and tribal government officials, community-based organizations, academia and the research community. Nominees should possess an extensive knowledge of, and background in, the fields of rural or urban economic, social and community development. Nominees should also possess economic, social and community development policy experience, leadership and organizational skills. The SUPPLEMENTARY INFORMATION section of this notice provides additional Committee and membership information, as well as the evaluation criteria for selecting members and the specific instructions for submitting nominations.
