FEDVIP: Extension of Eligibility to Certain Employees on Temporary Appointments and Certain Employees on Seasonal and Intermittent Schedules; Enrollment Clarifications and Exceptions for Changes in Enrollment

The Office of Personnel Management (OPM) is finalizing provisions to expand eligibility for enrollment in the Federal Employees Dental and Vision Insurance Program (FEDVIP) to additional categories of Federal employees, and certain Postal employees. This rule also updates the provisions on enrollment for active duty service members who become eligible for FEDVIP as uniformed service retirees pursuant to the National Defense Authorization Act of 2017 (fiscal year 2017 (FY17) NDAA). In addition, this rule adds exceptions to decrease an enrollment type and to cancel an enrollment for certain enrollees who may become eligible for dental and/or vision services from the Department of Veterans Affairs (VA). Lastly, the rule also includes technical corrections and clarifications to the part.

The Office of Personnel Management (OPM) is proposing regulations to implement changes authorized by the National Defense Authorization Act (NDAA) for Fiscal Year 2019 governing the selection of candidates from competitive lists of those who are eligible. These changes will provide expanded flexibility to agencies in the selection of candidates under delegated examining procedures. These changes also affect how agencies select candidates for excepted service appointments.

The Office of Personnel Management (OPM) is issuing a proposed rule to revise the table of reduction factors for early commencing dates of survivor annuities for spouses of separated employees who die before the date on which they would be eligible for unreduced deferred annuities. The annuity factor for spouses of deceased employees who die in service when those spouses elect to receive the basic employee death benefit in 36 installments under the Federal Employees' Retirement System (FERS) Act of 1986 remains unchanged. These proposed revisions are necessary to ensure that the tables conform to the economic and demographic assumptions adopted by the Board of Actuaries and published in the Federal Register on April 14, 2023, as required by law.

This notice informs the public of the opportunity to provide input on the Human Capital Federal Integrated Business Framework Business Standards (HC-FIBF) and the Human Capital Information Model version 5.2 (HCIM v5.2). The HC-FIBF contains proposed service activities, business capabilities, and service measures for Agency Human Capital Strategy, Policies, and Operation Plan; Employee Accountability; Labor Relations; Human Capital Analytics and Employee Records; Agency Human Capital Evaluation; and Personnel Action Request (PAR) Processing (Human Capital Business Reference Model (HCBRM) Functions A1, A7-A10, and X1), and standard data elements for HCBRM Functions A1, A7-A10. The HCIM v5.2 contains the Registry, Domain Values, and Systems and Forms Mapping products, along with Release Notes that detail the specific updates included in HCIM v5.2. HCIM v5.2 focuses on HCBRM Functions A1 and A7-A10. This input will be used in formulation of business standards for Federal human capital management.
