The U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register on July 20, 2012 (77 FR 42771), ``License Renewal for the Dow Chemical TRIGA Research Reactor,'' to inform the public that the NRC is considering issuance of a renewed Facility License No. R-108 for Dow Chemical Company which would authorize continued operation of the Dow TRIGA Research Reactor. The notice provided the NRC staff's review of the Environmental Assessment and Finding of No Significant Impact for the Dow TRIGA Research Reactor. This action is necessary to (1) correct a typographical error in Section II.A., ``Radiological Impact;'' and (2) provide the public with supplemental information regarding the U.S. Court of Appeals Waste Confidence Ruling and NRC staff review of the ruling showing the non- applicability to research and test reactor licensing.

The U.S. Nuclear Regulatory Commission (NRC) is publishing a supplement to the draft plant-specific Supplement 46 to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS), NUREG-1437, regarding the renewal of operating license NPF-86 for an additional 20 years of operation for Seabrook Station, Unit 1 (Seabrook). The NRC will incorporate the contents of the supplement, and any comments received thereon, into the final plant-specific supplement to the GEIS for Seabrook. Seabrook is located 13 miles south of Portsmouth, New Hampshire. Possible alternatives to the proposed action (license renewal) include no action and reasonable alternative energy sources.

Content Specifications and Shielding Evaluations for Type B Transportation Packages
The U.S. Nuclear Regulatory Commission (NRC) is issuing Regulatory Issue Summary (RIS) 2013-04, ``Content Specifications and Shielding Evaluations for Type B Transportation Packages.'' This RIS clarifies the NRC's use of staff guidance in NUREG-1609, ``Standard Review Plan for Transport Packages for Radioactive Material,'' for the review of content specifications and shielding evaluations included in the Certificates of Compliance (CoC) and safety analysis reports (SARs) for Type B transportation packages. The RIS does not impose any additional regulatory requirements on NRC licensees.
Revisions to the Petition for Rulemaking Process
The U.S. Nuclear Regulatory Commission (NRC) is proposing to amend its regulations to streamline its process for addressing petitions for rulemaking (PRMs). The proposed amendments are intended to improve transparency and make the PRM process more efficient and effective.
License Amendment for Anadarko Petroleum Corporation, Bear Creek Facility, Converse County, Wyoming
The U.S. Nuclear Regulatory Commission (NRC) is considering the issuance of a license amendment to Source Materials License SUA- 1310 issued to Anadarko Petroleum Corporation (APC or the licensee) to authorize alternate concentration limits (ACLs) at its point of compliance (POC) wells and the deletion of License Condition (LC) No. 47 for its Bear Creek Uranium Mill facility in Converse County, Wyoming. The NRC has prepared an environmental assessment (EA) for this proposed action in accordance with its regulations. Based on the EA, the NRC has concluded that a Finding of No Significant Impact (FONSI) is appropriate with respect to the proposed action. The amendment will be issued following the publication of this document.
Qualification Tests for Safety-Related Actuators in Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is issuing for public comment draft regulatory guide (DG), DG-1235, ``Qualification Tests for Safety-Related Actuators in Nuclear Power Plants.'' DG-1235 is proposed Revision 1 of RG 1.73, dated January 1974. This revision endorses, with clarifications, the enhanced consensus practices for qualifying safety-related actuators, and actuator components, in Nuclear Power Generating Stations in order to demonstrate their ability to perform their intended safety functions under all required conditions as described in the Institute of Electrical and Electronics Engineers (IEEE) standard 382-2006, ``Standard for Qualification of Safety-Related Actuators for Nuclear Power Generating Stations.''
Final License Renewal Interim Staff Guidance LR-ISG-2012-01: Wall Thinning Due to Erosion Mechanisms
The U.S. Nuclear Regulatory Commission (NRC) is issuing the final License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2012-01, ``Wall Thinning Due to Erosion Mechanisms.'' This LR-ISG revises an NRC staff-recommended aging management program (AMP) in NUREG-1801, Revision 2, ``Generic Aging Lessons Learned (GALL) Report,'' and the NRC staff's aging management review procedure and acceptance criteria contained in NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR), to address wall thinning due to various erosion mechanisms for piping and components within the scope of the Requirements for Renewal of Operating Licenses for Nuclear Power Plants. This LR-ISG changes the recommendations in GALL Report, Revision 2, AMP XI.M17, ``Flow- Accelerated Corrosion,'' based on the staff's review of several license renewal applications' flow-accelerated corrosion AMPs and stakeholder input.

Compliance With Information Request, Flooding Hazard Reevaluation

Personnel Access Authorization Requirements for Nuclear Power Plants
The U.S. Nuclear Regulatory Commission (NRC) is publishing for comment a notice of receipt of a petition for rulemaking (PRM) filed with the Commission by Ellen C. Ginsberg on behalf of the Nuclear Energy Institute (NEI or the petitioner) on January 25, 2013. The petition was docketed by the NRC on February 4, 2013, and has been assigned Docket No. PRM-73-16. The petitioner requests that the NRC amend its regulations to limit the scope of third-party review of licensee decisions denying or revoking an employee's unescorted access at their facility. The petitioner seeks to ensure that such decisions cannot be overturned by any third party. The petitioner also requests an expedited review of this petition based on pending arbitration cases that will be affected by NRC action on this petition. The NRC has reviewed the petitioner's request for an expedited review of this petition and has determined that the petition should be expedited due to the aforementioned pending arbitration cases. Therefore, the NRC is limiting the public comment period to 45 days. While 75 days is the normal duration for NRC technical rules, the NRC believes that 45 days provides sufficient time for stakeholders to comment.
List of Approved Spent Fuel Storage Casks: HI-STORM 100, Amendment No. 8; Corrections
On February 17, 2012 (77 FR 9515), the U.S. Nuclear Regulatory Commission (NRC) published a direct final rule amending its spent fuel storage regulations by revising the Holtec International, Inc. (Holtec) HI-STORM 100 Cask System listing within the ``List of Approved Spent Fuel Storage Casks'' to include Amendment No. 8 to Certificate of Compliance (CoC) No. 1014. The direct final rule was effective on May 2, 2012 (77 FR 24585; April 25, 2012). The NRC has made non-substantive corrections to the technical specifications (TS) and the NRC's Safety Evaluation Report (SER) for the Holtec HI-STORM 100 Cask System, Amendment No. 8. The purpose of this document is to provide notification that the NRC is amending its regulations by revising the Holtec HI-STORM 100 Cask System listing within the ``List of Approved Spent Fuel Storage Casks'' to include notification that Amendment No. 8 to CoC No. 1014 was corrected on November 16, 2012.
Application and Amendment to Facility Operating License Involving Proposed No Significant Hazards Consideration Determination; San Onofre Nuclear Generating Station, Unit 2
The U.S. Nuclear Regulatory Commission (NRC) is considering issuance of an amendment to Facility Operating License No. NPF-10, issued to Southern California Edison (SCE, the licensee), for operation of the San Onofre Nuclear Generating Station (SONGS), Unit 2. The proposed amendment makes a temporary change to the steam generator management program and the license condition for maximum power. For the duration of Unit 2, Cycle 17, the proposed amendment would change the terms ``full range of normal operating conditions'' and ``normal steady state full power operation'' and restricts operation to 70 percent of the maximum authorized power level. ``Full range of normal operating conditions'' and ``normal steady state full power operation'' shall be based upon the steam generators being operated under conditions associated with reactor core power levels up to 70 percent Rated Thermal Power (2406.6 megawatts thermal).

Additional Synthetic Drug Testing
The U.S. Nuclear Regulatory Commission (NRC) will consider the issues raised in a petition for rulemaking (PRM), PRM-26-8, submitted by Mr. Thomas King (the petitioner) in the NRC's rulemaking process. The petitioner requested that the NRC amend its Fitness for Duty program regulations to amend drug testing requirements to test for additional synthetic drugs currently not included in the regulations. The NRC determined that the issues raised in the PRM are appropriate for consideration in an ongoing rulemaking on Drug and Alcohol Testing. The NRC is not instituting a public comment period at this time.

Aging Management of Internal Surfaces, Service Level III and Other Coatings, Atmospheric Storage Tanks, and Corrosion Under Insulation
The U.S. Nuclear Regulatory Commission (NRC) requests public comment on the Draft License Renewal Interim Staff Guidance (LR-ISG), LR-ISG-2012-02, ``Aging Management of Internal Surfaces, Service Level III and Other Coatings, Atmospheric Storage Tanks, and Corrosion under Insulation.'' The draft LR-ISG proposes to revise NRC staff-recommended aging management programs (AMP) and aging management review (AMR) items in NUREG-1801, Revision 2, ``Generic Aging Lessons Learned (GALL) Report,'' and the NRC staff's AMR procedure, acceptance criteria, and AMR items contained in NUREG-1800, Revision 2, ``Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants'' (SRP-LR) to address new recommendations related to internal surface aging effects of components, and atmospheric storage tanks within the scope of the Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The ISG also includes new recommendations to address Service Level III and Other coatings and corrosion under insulation.
Installation of Radiation Alarms for Rooms Housing Neutron Sources
The U.S. Nuclear Regulatory Commission (NRC) is denying a petition for rulemaking (PRM), PRM-73-15, dated September 15, 2011, which was filed with the NRC by George Hamawy (the petitioner). The petitioner requested that the NRC amend its regulations to require the installation of radiation alarms for rooms housing neutron sources.
Station Blackout Mitigation Strategies
The U.S. Nuclear Regulatory Commission (NRC) is requesting comment on the draft regulatory basis document to support the potential amendment of its regulations concerning nuclear power plant licensees' station blackout mitigation strategies. Appendix A of the draft regulatory basis provides a discussion of rule language concepts that the NRC staff is considering for this potential rulemaking. In addition, Appendix A contains a set of questions soliciting stakeholder feedback in areas that would support the NRC staff in developing a proposed rule. The issuance of this draft regulatory basis document is one of the actions stemming from the NRC's lessons-learned efforts associated with the March 2011 Fukushima Dai-ichi Nuclear Power Plant accident in Japan.
