The Nuclear Regulatory Commission (NRC) is withdrawing a direct final rule that would have revised the NUHOMS[supreg]-24P, -52B, -61BT, -32PT, -24PHB, and -24PTH cask system listing within the list of approved spent fuel storage casks to include Amendment No. 8 to the Certificate of Compliance (CoC). Agency Information Collection Activities: Proposed Collection; Comment Request
The NRC is preparing a submittal to OMB for review of continued approval of information collections under the provisions of the Paperwork Reduction Act of 1995 (44 U.S.C. chapter 35). Information pertaining to the requirement to be submitted: 1. The Title of the Information Collection: 10 CFR part 74, ``Material Control and Accounting of Special Nuclear Material (SNM);'' NUREG-1065, Rev. 2, ``Acceptable Standard Format and Content for the Fundamental Nuclear Material Control (FNMC) Plan Required for Low Enriched Uranium Facilities;'' NUREG/CR-5734, ``Recommendations to the NRC on Acceptable Standard Format and Content for the Fundamental Nuclear Material Control Plan Required for Low-Enriched Uranium Enrichment Facilities;'' and NUREG-1280, Rev. 1, ``Standard Format and Content Acceptance Criteria for the Material Control and Accounting (MC&A) Reform Amendment.'' 2. Current OMB Approval Number: 3150-0123. 3. How Often the Collection is Required: Submission of the FNMC plan is a one-time requirement which has been completed by all current licensees. However, licensees may submit amendments or revisions to the plans as necessary. In addition, specified inventory and material status reports are required annually or semi-annually. Other reports are submitted as events occur. 4. Who is Required or Asked to Report: Persons licensed under 10 CFR part 70 who possess and use certain forms and quantities of SNM. 5. Abstract: 10 CFR part 74 establishes requirements for material control and accounting of SNM, and specific performance-based regulations for licensees authorized to possess, use, and produce strategic special nuclear material, and special nuclear material of moderate strategic significance and low strategic significance. The information is used by NRC to make licensing and regulatory determinations concerning material control and accounting of special nuclear material and to satisfy obligations of the United States to the International Atomic Energy Agency (IAEA). Abstract: 10 CFR part 32 establishes requirements for specific licenses for the introduction of byproduct material into products or materials and transfer of the products or materials to general licensees or persons exempt from licensing. It also prescribes requirements governing holders of the specific licenses. Some of the requirements are for information which must be submitted in an application for a specific license, records which must be kept, reports which must be submitted, and information which must be forwarded to general licensees and persons exempt from licensing. In addition, 10 CFR part 32 prescribes requirements for the issuance of certificates of registration (concerning radiation safety information about a product) to manufacturers or initial transferors of sealed sources and devices. The purpose of this model is to permit the NRC to efficiently process amendments that propose to revise CE TS required action end state requirements. Louisiana Energy Service's Proposed National Enrichment Facility; Notice of Availability of Final Environmental Impact Statement
Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) is issuing a Final Environmental Impact Statement (FEIS) on the proposed construction, operation, and decommissioning of the National Enrichment Facility (NEF), a gaseous centrifuge uranium enrichment facility, near Eunice, New Mexico. The FEIS is being issued as part of the NRC's decision-making process on whether to authorize Louisiana Energy Services (LES) to construct, operate, and decommission the proposed NEF. The proposed NEF would produce enriched uranium-235 (235U) up to 5 weight percent by the gas centrifuge process with a nominal production of 3 million separative work units per year. The enriched uranium would be used in commercial nuclear power plants. The FEIS discusses the purpose and need for the proposed NEF, and reasonable alternatives to the proposed action, including the no-action alternative. The FEIS also discusses the environment potentially affected by the proposed action, presents and compares potential environmental impacts resulting from the proposed action and its alternatives, and identifies the mitigation measures proposed by LES to eliminate or lessen the potential environmental impacts. Based on the evaluation in the FEIS, the NRC environmental review staff has concluded that the proposed action will generally have small to moderate effects on the public and the existing environment. This FEIS reflects the final analysis of environmental impacts of LES's proposal and its alternatives, including the consideration of public comments received by the NRC.
Export and Import of Radioactive Materials: Security Policies
The Nuclear Regulatory Commission (NRC) is amending its regulations pertaining to the export and import of radioactive materials. The amendments implement recent changes to the nuclear and radioactive material security policies of both the Commission and the Executive Branch. The final rule takes into account provisions in the International Atomic Energy Agency (IAEA) Code of Conduct on the Safety and Security of Radioactive Sources (Code of Conduct) concerning the import and export of radioactive sources, and the supplemental IAEA Guidance on the Import and Export of Radioactive Sources (Guidance document) on internationally harmonized guidance for the import and export of radioactive sources. The amendments provide for enhanced tracking of certain exports and imports of radioactive sealed sources and bulk material for certain radionuclides. The amended regulation includes new specific export and import license requirements, advance notification procedures prior to shipment, verification of the recipient facility's licensing status, and review of the adequacy of the receiving country's controls on radioactive sources. The amendments apply to a small number of radioactive materials when exported or imported in amounts exceeding clearly defined International System (SI) limits. The amended regulation provides the Commission with flexibility to treat each export and import license application on a case-by-case basis, with the ability to accommodate the still evolving domestic and international security measures for radioactive material.

The Nuclear Regulatory Commission (NRC) is amending its regulations revising the BNG Fuel Solutions Corporation Ventilated Storage Cask (VSC-24) System listing within the ``List of approved spent fuel storage casks'' to include Amendment No. 5 to Certificate of Compliance Number (CoC No.) 1007. Amendment No. 5 will change the certificate holder's name from Pacific Sierra Nuclear Associates to BNG Fuel Solutions Corporation. No changes were required to be made to the VSC-24 Final Safety Analysis Report nor its Technical Specifications.
