This notice is in accordance with OMB Circular A-11, Section 210.3 (b), Consultation and Outreach, which requires that the NTSB solicits comments on the proposed strategic plan to be published by December 2009. All interested parties are invited to submit comments regarding this proposed strategic plan. As background, NTSB's 2007-2012 strategic plan was published February 9, 2007. The proposed strategic plan updates the original plan, incorporating lessons learned from three years of performance management at the agency. The revised plan includes similar strategic goals as the original plan, plus 17 enhanced strategic objectives and 28 key performance indicators to measure overall success of agency objectives. In addition, the proposed strategic plan includes an updated analysis of environmental factors affecting the agency, and a discussion of data reliability and evaluation methodology. Notification and Reporting of Aircraft Accidents or Incidents and Overdue Aircraft, and Preservation of Aircraft Wreckage, Mail, Cargo, and Records
The NTSB is proposing to amend its regulations concerning notification and reporting requirements with regard to aircraft accidents or incidents. The existing regulations (49 CFR 830.5) do not include certain events that the NTSB has determined to be necessary. The NTSB anticipates that these proposed amendments will enhance aviation safety by providing the NTSB with direct notification of events that involve safety concerns, thereby enabling the NTSB to conduct investigations, identify necessary corrective actions in a timely manner, and work to prevent transportation accidents.
Notification and Reporting of Aircraft Accidents or Incidents and Overdue Aircraft, and Preservation of Aircraft Wreckage, Mail, Cargo, and Records
On March 31, 2008, the NTSB published a Notice of Proposed Rulemaking to amend its regulations concerning notification and reporting requirements with regard to unmanned aircraft accidents, found at 49 Code of Federal Regulations (CFR) Part 830, ``Notification and Reporting of Aircraft Accidents or Incidents and Overdue Aircraft, and Preservation of Aircraft Wreckage, Mail, Cargo, and Records.'' This Notice of Proposed Rulemaking is available at 73 FR 16826 (Mar. 31, 2008). The NTSB is publishing this notice to inform the public that it is extending the comment period for the Notice of Proposed Rulemaking to September 30, 2008.
Privacy Act of 1974, as Amended; Addition of New Systems of Records and Revisions to Existing Systems of Records
The NTSB previously published notices describing the systems of records it maintains pursuant to the Privacy Act of 1974. The NTSB will add 21 new systems of records. This notice also revises and republishes nine existing systems of records to update various system elements and to reference the routine uses listed in Appendix A, below. The NTSB publishes this notice for comment on these actions.
Proposed Information Collection Activity: Submission for OMB Review, Comment Request
The NTSB is announcing that it has submitted an Information Collection Request (ICR) to the Office of Management and Budget (OMB) for approval, in accordance with the Paperwork Reduction Act. This ICR describes a voluntary web site that the NTSB proposes to use to obtain feedback from the public regarding the NTSB Web site. This Notice informs the public that they may submit comments concerning the NTSB's proposed collection of information to the NTSB Desk Officer at the OMB.

The NTSB is proposing to amend its regulations concerning notification and reporting requirements with regard to aircraft accidents or incidents. The existing version of the definitions section does not address unmanned aircraft accidents; therefore, the NTSB proposes to update the definitions section in order to define ``unmanned aircraft accident.''
Proposed Information Collection Activity: Submission for Office of Management and Budget (OMB) Review; Comment Request
The NTSB is announcing an opportunity for public comment on the proposed collection of voluntary feedback regarding the public NTSB Web site. Under the Paperwork Reduction Act of 1995 (PRA), Federal agencies must publish notice in the Federal Register concerning each proposed collection of information and subsequently allow 60 days for public comment in response to each notice. This notice solicits comments concerning the NTSB's proposed collection of information and feedback, via a voluntary survey available on the NTSB Web site, concerning the navigation, utility, and site design of the NTSB Web site.

Public Availability of Information
The NTSB is updating its regulations regarding the availability of information. This amendment updates the NTSB regulations that implement the Freedom of Information Act (FOIA) and Privacy Act, notifies the public of changes in the NTSB's Freedom of Information Act processing procedures and, in general, advises the public on the availability of information from NTSB accident investigations.
