Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service is preparing an Environmental Impact Statement for the Grand Ditch Breach Restoration, Rocky Mountain National Park, Colorado. This effort will result in ecological restoration of the area affected by the 2003 Grand Ditch Breach. Alternatives to be considered will likely include a combination of the following: Allowing natural (passive) restoration to occur where appropriate; stabilizing steep, unstable slopes with an engineered solution; removing deposited sediment and redistributing it through the impacted area or elsewhere; removing dead timber from the impacted area and/or using it in the restoration process; regrading and recontouring areas to restore appropriate morphology and function; native plant restoration with appropriate, locally gathered plant materials; may require the use of motorized equipment such as chainsaws, heavy lift helicopters, and earthmoving equipment; may require temporary fencing to protect native plant restoration areas.

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) announces the availability of a Draft Environmental Impact Statement for the Cape Hatteras National Seashore (Seashore) Off-Road Vehicle Management Plan (Plan/EIS). The Plan/EIS evaluates the impacts of several alternatives for regulations and procedures that would manage off-road vehicle (ORV) use/access in the Seashore to protect and preserve natural and cultural resources and natural processes, to provide a variety of visitor use experiences while minimizing conflicts among various users, and to promote the safety of all visitors. Executive Order 11644 of 1972, amended by Executive Order 11989 of 1977, requires certain Federal agencies permitting ORV use on agency lands to publish regulations designating specific trails and areas for this use. Title 36, section 4.10 of the Code of Federal Regulations implements the executive orders by providing that routes and areas designated for off-road vehicle use shall be promulgated as special regulations.

Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended), and the Council on Environmental Quality Regulations (40 CFR part 1500-1508), the Department of the Interior, National Park Service, has prepared a Final Environmental Impact Statement (Final EIS) identifying and evaluating three alternatives for redeveloping the Yosemite Institute Environmental Education Campus in Yosemite National Park, California. Yosemite Institute (YI) is a non-profit park partner which has provided environmental education in Yosemite since 1971, and since 1973 has been based at the former Civilian Conservation Corps (CCC) camp at Crane Flat. The Final EIS for the proposed new campus identifies and analyzes two ``action'' alternatives and a ``no-action'' alternative. The full spectrums of foreseeable environmental consequences are assessed and suitable mitigation strategies are considered; an ``environmentally preferred'' course of action is also identified. Concurrently, completion of the EIS process will fulfill public review requirements of Sec. 106 of the National Historic Preservation Act.

Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(C)), the National Park Service (NPS) announces the availability of the Record of Decision (ROD) for the final Environmental Impact Statement (EIS) for the disposition of the Bureau of Mines property, Twin Cities Research Center Main Campus (Center), Hennepin County, Minnesota. On January 15, 2010, the Midwest Regional Director approved the ROD for the project. As soon as practicable, the NPS will begin to implement the preferred alternative contained in the final EIS.

The National Park Service (NPS) published the final rule governing viewing of the Inaugural Parade by the Presidential Inaugural Committee in the Federal Register on November 17, 2008. That document inadvertently left out text that was intended to be retained from the previous regulation. That document also retained a paragraph that should have been removed. This document makes correcting amendments restoring the missing text to the appropriate paragraph, and removing the unnecessary paragraph.

The National Park Service is proposing to adopt a Director's Order setting forth the policies and procedures under which the NPS will recover expenses for providing utilities to non-NPS entities. These expenses include, but are not limited to, annual operating costs, cyclical repair and rehabilitation costs, and capital investment cost. 16 U.S.C. lb(4) provides authority for the NPS to furnish ``on a reimbursement of appropriation basis, all types of utility services to concessioners, contractors, permittees, or other users of such services, within the National Park System''. The Director's Order provides policies and procedures for consistent application of this guidance throughout the National Park Service.

L. 90-542), the National Park Service reopened public scoping for planning and environmental impact analysis for a new Merced Wild and Scenic River Comprehensive Management Plan and Environmental Impact Statement in Yosemite National Park. The original notice of intent to prepare the Draft EIS was published in the Federal Register on June 30, 2009; the original public scoping period was extended through December 4, 2009 (as noted in the Federal Register on August 25, 2009). In deference to continued public interest, the scoping period has been further extended for two months.
