Request for Information on Implementation of the United States Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET); Extension of Comment Period
The National Institute of Standards and Technology (NIST) is extending the period for submitting comments to support the development of an implementation plan for the United States Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET) until December 22, 2023. In a Request for Information (RFI) that published in the Federal Register on September 7, 2023, NIST requested information on behalf of the U.S. Department of Commerce and the U.S. Government to support the development of an implementation plan for the United States Government National Standards Strategy for Critical and Emerging Technology (USG NSSCET). The USG NSSCET is intended to support and complement existing private sector-led activities and plans, including the American National Standards Institute (ANSI) United States Standards Strategy (USSS), with a focus on critical and emerging technology(ies) (CET). The USG NSSCET reinforces the U.S. Government's support of a private sector-led, open, consensus-based international standards system, corresponding to the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Committee decision that articulates and elaborates on principles that are fundamental to the development of an international standards: transparency; openness; impartiality and consensus; effectiveness and relevance; and coherence. To inform the USG NSSCET implementation, including how to best partner with relevant stakeholders, NIST is requesting information that will support the identification and prioritization of key activities that will optimize the USG NSSCET implementation and further enhance the U.S. Government's ability to support a private sector-led, open, consensus-based international standards system, to which the U.S. Government is an active stakeholder and participant.
Artificial Intelligence Safety Institute Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, in support of efforts to create safe and trustworthy artificial intelligence (AI), is establishing the Artificial Intelligence Safety Institute Consortium (``Consortium''). The Consortium will help equip and empower the collaborative establishment of a new measurement science that will enable the identification of proven, scalable, and interoperable techniques and metrics to promote development and responsible use of safe and trustworthy AI, particularly for the most advanced AI systems, such as the most capable foundation models. NIST invites organizations to provide letters of interest describing technical expertise and products, data, and/or models to enable the development and deployment of safe and trustworthy AI systems through the AI Risk Management Framework (AI RMF). This notice is the initial step for NIST in collaborating with non-profit organizations, universities, other government agencies, and technology companies to address challenges associated with the development and deployment of AI. Many of these challenges were identified under the Executive Order of October 30, 2023 (The Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence) and the NIST AI RMF Roadmap. Much of this research will center on evaluations of and approaches towards safer, more trustworthy AI systems. Participation in the consortium is open to all interested organizations that can contribute their expertise, products, data, and/or models to the activities of the consortium. Selected participants will be required to enter into a consortium Cooperative Research and Development Agreement (CRADA) with NIST. At NIST's discretion, entities which are not permitted to enter into CRADAs pursuant to law may be allowed to participate in the Consortium pursuant to separate non-CRADA agreement.

Preventing the Improper Use of CHIPS Act Funding
The CHIPS and Science Act of 2022, which amended Title XCIX of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (collectively, the CHIPS Act or Act) established an incentives program to reestablish and sustain U.S. leadership across the semiconductor supply chain. The Department of Commerce, through the National Institute of Standards and Technology, is issuing this final rule to implement conditions in the Act that seek to prevent funding provided through the program from being used to directly or indirectly benefit foreign countries of concern. The rule defines terms related to these conditions, describes the types of activities that are prohibited by those conditions, and sets forth procedures for notifying the Secretary of Commerce (Secretary) of non-compliance and the process by which the Secretary will enforce these provisions.

Additive Construction by Extrusion (ACE) Consortium
The National Institute of Standards and Technology (NIST), an agency of the United States Department of Commerce, in support of efforts to establish the measurement science required for development of the standards and industry for Additive Construction by Extrusion (ACE), is establishing the Additive Construction by Extrusion (ACE) Consortium (``Consortium''). The Consortium will bring together stakeholders to identify and address gaps in current standards related to materials, methods, structural performance, and engineering design. The Consortium efforts are intended to study the measurement science needs for the successful adoption of ACE by the construction industry, and to identify and propose new standards to address industry needs not met by existing standards. Participation fees will be at least $10,000 annually or in-kind contributions of equivalent value. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA). At NIST's discretion, entities which are not permitted to enter into CRADAs pursuant to law or other governmental constraint may be allowed to participate in the Consortium pursuant to a separate non-CRADA agreement.
CHIPS R&D Standards Summit
The National Institute of Standards and Technology (NIST) announces that the CHIPS Research and Development Office (CHIPS R&D Office) will hold a Standards Summit on Tuesday, September 26, 2023 and Wednesday, September 27, 2023, from 8:30 a.m. to 5:30 p.m. Eastern Time each day. The CHIPS R&D Standards Summit will be held as an in-person and virtual event. This event will bring together CHIPS R&D leaders, standards setting organizations, and industry alliances, domestic and abroad, in the semiconductor domain to identify community priorities for semiconductor and microelectronics standards activities. The summit will be a place to foster collaboration, coordination, and innovation within the semiconductor industry's standards community. This event will facilitate discussions on standards needs, opportunities for standards innovation, and enabling a diverse standards-capable workforce. Request for Information Regarding File Specification for Findable, Accessible, Interoperable, and Reusable (FAIR) Containerized Computational Software (FAIR-CCS)
The National Institute of Standards and Technology (NIST) is evaluating and improving the specification for achieving interoperability of containerized computational software. Adherence to a specification for Findable, Accessible, Interoperable, and Reusable (FAIR) Containerized Computational Software (FAIR-CCS) enables better reuse of containerized tools in complex data analyses by chaining tools into computational workflows. NIST requests information from the community on approaches to achieving interoperability of containerized software, designing a container manifest file that meets the community needs, and lowering the barrier for constructing such a manifest file. Responses to this RFI will also inform a possible revision of the current approach to achieving FAIR-CCS via a manifest file, the entries in the current manifest file specification of FAIR-CCS, and the current tools that aim at automating adherence to the FAIR-CCS manifest specification. NIST will host a workshop on FAIR-CCS at the times and location indicated below and will discuss the responses to this RFI at the workshop.

Proposed Voluntary Product Standard PS 1-22, Structural Plywood
The National Institute of Standards and Technology (NIST) is distributing for public comment a proposed revision of Voluntary Product Standard PS 1-22, Structural Plywood. The revisions to the standard were prepared by the Standard Review Committee and approved by the PS 1 Standing Committee. PS 1-22 Structural Plywood establishes requirements for the principal types and grades of structural plywood and provides a basis for common understanding among producers, distributors, and users of the product. Interested parties are invited to review the proposed standard and submit comments to NIST.

A Preliminary Update From the Internet of Things Federal Working Group
The National Institute of Standards and Technology (NIST) seeks comments on the document A Preliminary Update from the Internet of Things Federal Working Group (Preliminary Update). The Preliminary Update was developed from input from the Federal Working Group and public information presented at the NIST IoT Advisory Board. It is intended to document the current state of the IoT Federal Working Group's approach to addressing the reporting requirements in the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Pub. L. 116-283).
Request for Comments on Draft FIPS-203, Draft FIPS-204, and Draft FIPS-205
The National Institute of Standards and Technology (NIST) requests comments on three draft Federal Information Processing Standards (FIPS): FIPS 203, Module-Lattice-Based Key-Encapsulation Mechanism Standard, FIPS 204, Module-Lattice-Based Digital Signature Standard, and FIPS 205, Stateless Hash-based Digital Signature Standard. These proposed standards specify key establishment and digital signature schemes that are designed to resist future attacks by quantum computers, which threaten the security of current standards. The three algorithms specified in these standards are each derived from different submissions in the NIST post-quantum cryptography standardization project (see: https://csrc.nist.gov/Projects/post- quantum-cryptography/post-quantum-cryptography-standardizatio n).
National Semiconductor Technology Center Selection Committee
On April 26, 2023, the National Institute of Standards and Technology published a notice in the Federal Register soliciting nominations for a Selection Committee that will play an important role in the success of the National Semiconductor Technology Center (``NSTC''). The notice indicated that the Selection Committee shall automatically terminate no later than August 31, 2023. Draft Plan for Providing Public Access to the Results of Federally Funded Research
The National Institute of Standards and Technology seeks comments on the Draft NIST Plan for Providing Public Access to the Results of Federally Funded Research. NIST is taking steps to make its scientific data and publications more readily available and accessible by the public, as directed in an August 2022 memorandum from the Office of Science and Technology Policy. The NIST Public Access Plan applies to the results of research funded wholly or in part by NIST, presented in peer-reviewed scholarly publications and as research data. This document outlines NIST's plan for implementing new requirements to manage the public access of scientific data and publications. Public comments received on the NIST Public Access Plan will inform NIST as it revises its existing directives to implement the updated Plan.
