Developed guidelines will be technology and vendor agnostic and will address the current needs of industry to have independent guidelines based on user requirements and measurement science research. The TLP COI wants to advance research and development initiatives to advance TLP smart manufacturing and other industrial applications. The TLP COI is seeking members from government, industry, and academia to create a better synergy between end users, the research community, and solution providers to reduce complexity, cost, and delay of adoption of TLP solutions.

This Standard defines common credentials and authentication mechanisms offering varying degrees of security for both logical and physical access applications. The draft revision proposes changes to FIPS 201-2, Standard for Personal Identity Verification of Federal Employees and Contractors to include: Expanding specification on the use of additional PIV credentials known as derived PIV credentials, procedures for supervised remote identity proofing, the use of federation as a means for a relying system to interoperate with PIV credentials issued by other agencies, alignment with the current practice/policy of the Federal Government and specific changes requested by Federal agencies and implementers. Before recommending these proposed changes to the Secretary of Commerce for review and approval, NIST invites comments from all interested parties.

The Consortium will bring together stakeholders to identify and address measurement and standards needs related to flow cytometry used in the characterization and testing of cell and gene therapies. The Consortium efforts are intended to develop measurement solutions and standards to improve measurement confidence, establish measurement traceability, and enable comparability in flow cytometry measurements. Participation fees will be at least $25,000 annually or in-kind contributions of equivalent value. Participants will be required to sign a Cooperative Research and Development Agreement (CRADA).

The National Institute of Standards and Technology (NIST) and the National Geodetic Survey (NGS), National Ocean Service (NOS), National Oceanic and Atmospheric Administration (NOAA), have taken collaborative action to provide national uniformity in the measurement of length. This notice announces the final decision to deprecate use of the ``U.S. survey foot'' on December 31, 2022. Beginning on January 1, 2023, the U.S. survey foot should not be used and will be superseded by the ``international foot'' definition (i.e., 1 foot = 0.3048 meter exactly) in all applications. The international foot is currently used throughout the U.S. for a large majority of applications and is typically referred to as simply the ``foot.'' Over time this terminology will become more prevalent in land surveying and mapping communities. Either the term ``foot'' or ``international foot'' may be used, as required for clarity in technical applications. This notice describes public comments received, along with the plan, resources, training, and other activities provided by NIST and NOAA to assist those affected by this transition.

The National Institute of Standards and Technology (NIST) is seeking information about public and private sector use of positioning, navigation, and timing (PNT) services, and standards, practices, and technologies used to manage cybersecurity risks, to systems, networks, and assets dependent on PNT services. Executive Order 13905, Strengthening National Resilience Through Responsible Use of Positioning, Navigation, and Timing Services, was issued on February 12, 2020 and seeks to protect the national and economic security of the United States from disruptions to PNT services that are vital to the functioning of technology and infrastructure, including the electrical power grid, communications infrastructure and mobile devices, all modes of transportation, precision agriculture, weather forecasting, and emergency response. Under Executive Order 13905, the Secretary of Commerce, in coordination with the heads of the Sector Specific Agencies and in consultation, as appropriate, with the private sector, is directed to develop and make available, to at least the appropriate agencies and private sector users, PNT profiles. Responses to this Request for Information (RFI) will inform NIST's development of a PNT profile, using the NIST Framework for Improving Critical Infrastructure Cybersecurity (NIST Cybersecurity Framework), that will enable the public and private sectors to identify systems, networks, and assets dependent on PNT services; identify appropriate PNT services; detect the disruption and manipulation of PNT services; and manage the associated cybersecurity risks to the systems, networks, and assets dependent on PNT services.

The Manufacturing USA reauthorization prescribes three pathways for creating centers for manufacturing innovation or institutes in the Manufacturing USA network. Through this Request for Information (RFI), NIST is seeking comment from the public on the pathway where manufacturing centers outside of Manufacturing USA are recognized by the Secretary of Commerce as centers for manufacturing innovation in response to a formal request by the centers for such recognition. The law provides that a manufacturing center substantially similar to Manufacturing USA institutes, but which do not have federal sponsorship, may be recognized for participation in the network, but does not specify criteria for similarity. These could be existing agency-sponsored institutes which are no longer under a federal financial aid agreement or existing entities not in the network with relevant characteristics that are new to the network. Through this RFI, NIST also is seeking broad input and participation from stakeholders to assist in identifying and prioritizing issues and proposed solutions on the information provided regarding the proposed ``alliance'' path to designate a Manufacturing USA Institute, including what should be the minimum characteristics and requirements for such entities.
