The National Institute of Standards and Technology (``NIST''), U.S. Department of Commerce, is contemplating the grant of an exclusive license in the United States of America, its territories, possessions and commonwealths, to NIST's interest in the invention embodied in U.S. Patent Application No. 15/596,243, titled ``Linear Absorption Spectrometer to Optically Determine an Absolute Mole Fraction of Radiocarbon in a Sample'' (NIST Docket 17-011) to Planetary Emissions Management, Inc. The grant of the license would be for determination of carbon-14 isotope concentration in samples in all fields.

Executive Order 13800, ``Strengthening the Cybersecurity of Federal Networks and Critical Infrastructure'' (the ``Executive Order''), directs the Secretary of Commerce, in conjunction with the Secretary of Homeland Security, and in consultation with other Federal Departments and Agencies, to assess the scope and sufficiency of efforts to educate and train the American cybersecurity workforce of the future, including cybersecurity-related education curricula, training, and apprenticeship programs, from primary through higher education; and provide a report to the President with findings and recommendations regarding how to support the growth and sustainment of the Nation's cybersecurity workforce in both the public and private sectors. The National Institute of Standards and Technology (NIST) is seeking information on the scope and sufficiency of efforts to educate and train the Nation's cybersecurity workforce and recommendations for ways to support and improve that workforce in both the public and private sectors. Responses to this RFIwhich will be posted at https://nist.gov/ nice/cybersecurityworkforcewill inform the assessment and report of the Secretaries of Commerce and Homeland Security to the President.

The Judges Panel of the Malcolm Baldrige National Quality Award (Judges Panel) will meet in closed session on Wednesday, August 23, 2017, from 9:00 a.m. to 3:30 p.m. Eastern time. The purpose of this meeting is to review the results of examiners' scoring of written applications. Panel members will vote on which applicants merit site visits by examiners to verify the accuracy of quality improvements claimed by applicants. The meeting is closed to the public in order to protect the proprietary data to be examined and discussed.
