The SI and NCPC, as joint lead agencies with NCPC as the Responsible Federal Agency, are confirming the date of the public scoping meeting for the Environmental Impact Statement (EIS) for the proposed construction of the Smithsonian National Museum of African American History and Culture. Notice of the date of the public meeting was provided in the Washington Post on December 5, 2006. The Notice of Intent to Prepare an EIS initially published in the Federal Register/ Volume 71, No. 223/Monday, November 20, 2006 did not include the meeting information. In addition, the comment period, Web site URL, and contact information have changed.

The National Capital Planning Commission is publishing this notice under the ``Notification and Federal Employee Antidiscrimination and Retaliation Act of 2002,'' which is known as the No FEAR Act, to inform current employees, former employees, and applicants for NCPC employment of the rights and protections available to them under Federal antidiscrimination, whistleblower protection and retaliation laws.

Section 4314(c) of Title 5, U.S.C. (as amended by the Civil Service Reform Act of 1978) requires each agency to establish, in accordance with regulations prescribed by the Office of Personnel Management, one or more Performance Review Boards (PRB) to review, evaluate and make a final recommendation on performance appraisals assigned to individual members of the agency's Senior Executive Service. The PRB established for the National Capital Planning Commission also makes recommendations to the agency head regarding SES performance awards, rank awards and bonuses. Section 4314(c)(4) requires that notice of appointment of Performance Review Board members be published in the Federal Register. The following persons have been appointed to serve as members of the Performance Review Board for the National Capital Planning Commission: Kent E. Baum, Jill Crumpacker, Patricia E. Gallagher, John Lennon, Lawrence Roffee, and Charles H. Schneider from May 11, 2006 to May 11, 2008.
