Requested Administrative Waiver of the Coastwise Trade Laws
As authorized by Public Law 105-383 and Public Law 107-295, the Secretary of Transportation, as represented by the Maritime Administration (MARAD), is authorized to grant waivers of the U.S.- build requirement of the coastwise laws under certain circumstances. A request for such a waiver has been received by MARAD. The vessel, and a brief description of the proposed service, is listed below. Interested parties may comment on the effect this action may have on U.S. vessel builders or businesses in the U.S. that use U.S.-flag vessels. Availability of a Draft Environmental Assessment
The purpose of this Notice is to make available for public review and comment the Port of Anchorage Intermodal Expansion, North End Runway Material Extraction and Transport draft Environmental Assessment (EA). The draft EA analyzes the potential impacts on the human and natural environment associated with the proposed material extraction activities at the North End Borrow Site and potential transportation corridors located on Elmendorf Air Force Base (EAFB). This environmental documentation supports the proposed expansion of the Port of Anchorage (POA), which includes a variety of activities to enhance the transportation of goods and people within the State of Alaska.
Freeport McMoRan Energy L.L.C. Main Pass Energy Hub Liquefied Natural Gas Deepwater Port License Application; Final Application Public Hearings and Final Environmental Impact Statement
The Maritime Administration (MARAD) announces the availability of the final environmental impact statement (FEIS) on the Main Pass Energy Hub (MPEH) Deepwater Port License Application. Also, public hearings will be held on matters relevant to the approval or denial of the license application. The application describes a project that would be located in the Gulf of Mexico in Main Pass Lease Block 299 (MP 299), approximately 16 miles southeast of Venice, Louisiana.

Marine Transportation System National Advisory Council
The Maritime Administration announces that the Marine Transportation System National Advisory Council (MTSNAC) will hold a meeting to discuss MTS needs, regional MTS outreach and education initiatives, and other issues. A public comment period is scheduled for 8:30 a.m. to 9 a.m. on Friday, March 24, 2006. To provide time for as many people to speak as possible, speaking time for each individual will be limited to three minutes. Members of the public who would like to speak are asked to contact Richard J. Lolich by March 16, 2006. Commenters will be placed on the agenda in the order in which notifications are received. If time allows, additional comments will be permitted. Copies of oral comments must be submitted in writing at the meeting. Additional written comments are welcome and must be filed by March 31, 2006.
Beacon Port Liquefied Natural Gas Deepwater Port License Application; Draft Environmental Impact Statement
The Coast Guard and the Maritime Administration (MARAD) announce the availability of the draft environmental impact statement (DEIS) for this license application. The application describes a project that would be located in the Gulf of Mexico, in lease block High Island Area 27, on the outer Continental Shelf (OCS). The Main Terminal would be located approximately 45 miles South of High Island and 50 miles East-Southeast of Galveston, Texas, with a riser platform in lease block West Cameron 167, approximately 27 miles South of Holly Beach and 29 miles South-Southeast of Johnson's Bayou, Louisiana. The Coast Guard and MARAD request public comments on the DEIS.
Relocation and Decommissioning of NS Savannah
The Maritime Administration (MARAD) is considering transferring the Nuclear Ship NS Savannah from its present location in the James River Reserve Fleet in Virginia to either Charleston, South Carolina; Wilmington, North Carolina; Hampton Roads, Virginia; or Baltimore, Maryland, to complete decommissioning of the ship's nuclear reactor. Prior to making this decision, MARAD requests public comments and may hold several informational public meetings and/or teleconferences on the proposal.
