The November 15 and 16, 2007, Steens Mountain Advisory Council meeting has been changed to December 6 and 7, 2007. The original Federal Register notice announcing the meeting was published January 18, 2007, page 2306. The meeting session will begin both days at 8 a.m., local time, and will conclude at 4:30 p.m. on day one and at approximately 2 p.m. on day two. The entire meeting is open to the public with public comment scheduled for 11 to 11:30 a.m. both days. The meeting will be held at the Bureau of Land Management, Burns District Office, 28910 Highway 20 West, Hines, Oregon 97738.

Notice is hereby given that, effective immediately, the Bureau of Land Management (BLM), Monticello Field Office, is restricting off- highway vehicle (OHV) travel to existing roads and trails on approximately 100,000 acres of public lands in the Indian Creek Canyon area near Monticello, UT. The public lands affected by this restriction are located in portions of T. 29 S., R. 19-21 E; T. 30 S., R. 19-22 E.; T. 31 S., R. 20-22 E; T. 32 S., R. 20-22 E. The Indian Creek Management boundary is depicted on the attached map. The purpose of this restriction is to protect riparian, soils, riparian, vegetation, visual and cultural resources that have been adversely impacted, or are at risk of being adversely impacted by cross-country OHV travel. The restriction will remain in effect until the Monticello Resource Management Plan Revision is completed.

Members of the public are hereby invited to participate with Dakota Westmoreland Corporation in a program for the exploration of coal deposits owned by the United States of America in lands located in Mercer County, North Dakota, encompassing 640.00 acres.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) plans to request the Office of Management and Budget (OMB) to extend an existing approval to collect information from operators and operating rights owners who apply for designation of National Petroleum Reserve-Alaska (NPRA) unit agreements. We collect nonform information to determine whether to grant approval to operate under a unit plan for NPRA Federal lands. We require operators to retain and provide information to determine whether proposed unit agreements meet the requirements for unitized exploration and development of oil and gas resources of the NPRA.

The Bureau of Land Management (BLM), Alaska State Office, is discontinuing preparation of the Integrated Activity Plan (IAP) for the South portion of the National Petroleum ReserveAlaska (NPR-A) and its accompanying Environmental Impact Statement (EIS).

In accordance with the National Environmental Policy Act of 1969 (NEPA, 42 U.S.C. 4321 et seq.) and the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), the Bureau of Land Management (BLM) has prepared the Price Field Office Supplemental Draft Resource Management Plan and Environmental Impact Statement (Supplemental DRMP/EIS) to augment the analysis of managing non- Wilderness Study Area (WSA) lands with wilderness characteristics. This Notice announces the availability of the document and the beginning of a 90-day comment period.

This order revokes a Public Land Order in its entirety insofar as it affects 1,205.42 acres of public lands in Carbon County, Wyoming, withdrawn on behalf of the Bureau of Reclamation for the Savery-Pot Hook Project. The Public Land Order has previously been revoked in part and the lands remaining are no longer needed for the purpose for which they were withdrawn.

In accordance with the Paperwork Reduction Act of 1995, the Bureau of Land Management (BLM) has submitted a request for a new information collection to the Office of Management and Budget (OMB) for approval.

In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), and the Bureau of Land Management (BLM) policies, the BLM announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Southern Diablo Mountain Range and Central Coast of California BLM public lands administered by the Hollister Field Office. The California State Director has signed the ROD, which constitutes the final decision of the BLM and makes the Approved RMP effective immediately.

In accordance with the National Environmental Policy Act (NEPA), the Federal Land Policy and Management Act (FLPMA), the Bureau of Land Management (BLM) management policies and Presidential Proclamation 7394 signed on January 17, 2001, the BLM announces the availability of the Record of Decision (ROD)/Approved Resource Management Plan (RMP) for the Kasha-Katuwe Tent Rocks National Monument located in Sandoval County, New Mexico. The New Mexico State Director will sign the ROD approving the RMP which becomes effective immediately. The RMP provides for recreational use and facility development. The public has been provided opportunities to observe, study and experience the geologic processes that shape natural landscapes, as well as other cultural and biological objects of interest. The BLM has considered American Indian Uses and Traditional Cultural Practices, siting access and transportation to minimize intrusion on American Indian Use. Ecological and biological resource protection and enhancement have been provided.

The Bureau of Land Management (BLM) Field Office, Hollister, California, intends to prepare a Resource Management Plan (RMP) with an associated Environmental Impact Statement (EIS) for the Clear Creek Management Area (CCMA); and by this notice announces public scoping meetings. The RMP will replace the existing planning decisions for the CCMA contained in the 1984 Hollister RMP and the associated CCMA RMP Amendments (1986, 1995, 2006).

In accordance with the National Environmental Policy Act (NEPA, 42 U.S.C. 4321, et seq.), the Bureau of Land Management (BLM), Elko Field Office has prepared a Draft Supplemental Environmental Impact Statement (SEIS) for Newmont Mining Corporation's Leeville gold mine in Eureka and Elko counties, Nevada, and by this notice is announcing the opening of the comment period.

This final rule amends the Bureau of Land Management (BLM) mineral resources regulations to update some fees that cover the BLM's cost of processing certain documents relating to its mineral programs and some filing fees for mineral-related documents. These updates include fees for actions such as lease applications, name changes, corporate mergers, lease consolidations, and lease reinstatements. The fee changes are the BLM's continued response to recommendations made by the Department of the Interior's Office of Inspector General in a 1988 report. This report was part of a 1980s Presidential initiative, which called for all Federal agencies to charge appropriate user fees for agency services, consistent with the law. This final rule also makes some editorial corrections to the rule.

In accordance with the Federal Land Policy and Management Act (FLPMA) and The Federal Advisory Committee Act of 1972 (FACA), the U.S. Department of the Interior, Bureau of Land Management's (BLM) Grand Staircase-Escalante National Monument Advisory Committee (GSENMAC) will meet as indicated below.

Under the provisions of the National Environmental Policy Act (NEPA), the Bureau of Land Management (BLM) announces the availability of the Eagle Butte West Coal Lease Application FEIS. The tract is being considered for sale as a result of a coal lease application received from the operator of the adjacent Eagle Butte Mine in Campbell County, Wyoming.

This notice announces the intent to hold a Resource Advisory Council (RAC) meeting in the Twin Falls District of Idaho on Wednesday, September 12, 2007. The meeting will be held at the Red Lion Canyon Springs Hotel, 1357 Blue Lakes Boulevard North, Twin Falls, Idaho.

A single 6.54-acre parcel of Federal public land near Ward, in Boulder County, Colorado, has been examined and found suitable for sale using the competitive sale procedures of Title 43 Code of Federal Regulations, Sub Part 2711. The authority for the sale is Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) (43 U.S.C. 1701 and 1713).

Notice is hereby given that the Bureau of Land Management (BLM) proposes to amend the 1988 Pocatello Resource Management Plan (RMP) pursuant to the regulations at 43 CFR Part 1600, with respect to management of 400 acres of Federal land in Bannock County, Idaho. Upon publication of this notice in the Federal Register, the lands will be segregated from all other forms of appropriation under the public land laws, including the general mining laws, except for conveyance under the Recreation and Public Purposes Act and leasing under the mineral leasing laws. Interested parties may submit written comments and recommendations regarding the land use plan amendment. Before including your address, phone number, e-mail address, or other personal identifying information in your comment, you should be aware that your entire commentincluding your personal identifying informationmay be made publicly available at any time. While you can ask us in your comment to withhold your personal identifying information from public review, we cannot guarantee that we will be able to do so. Comments: Interested parties may submit comments as to whether the land is physically suited for landfill purposes, whether the use will maximize the future use or uses of the land, whether the land use is consistent with local planning and zoning, or if the use is consistent with State and Federal programs.

The Bureau of Land Management (BLM), Carson City Field Office, announces the temporary closure of selected public lands under its administration in Lyon, Storey, Churchill, Carson, Douglas, Mineral, Washoe, and Nye Counties. This action is taken to provide for public and participant safety and to protect adjacent natural and cultural resources during the conduct of permitted special recreation events.

The Bureau of Land Management published a Notice of Proposed Legislative Withdrawal in the Federal Register on August 7, 2007. The document contained an incorrect legal description.

The Bureau of Land Management (BLM) has filed the plats of survey of the lands described below in the BLM Wyoming State Office, Cheyenne, Wyoming, on the dates indicated.

In accordance with the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.), and the Federal Land Policy and Management Act of 1976 (FLPMA, 43 U.S.C. 1701 et seq.), the Bureau of Land Management (BLM) hereby gives notice that the Moab Draft Resource Management Plan and Draft Environmental Impact Statement (DRMP/DEIS) is available for a 90-day public review and comment period. This notice also meets requirements in 43 CFR 1610.7-2(b) concerning potential Areas of Critical Environmental Concern (ACECs).

The Bureau of Land Management (BLM) has examined and found suitable for classification for lease or subsequent conveyance under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, approximately 160 acres of public land in Clark County, Nevada. The City of Henderson proposes to use the land for recreational, civic, and municipal facilities.

The State of Alaska (State) has filed applications for Recordable Disclaimers of Interest from the United States in those lands underlying Little Scottie Creek and Scottie Creek, located in the Tanana River region in Interior, Alaska. The State asserts that Scottie Creek and Little Scottie Creek were navigable and unreserved at the time of statehood; therefore, title to the submerged lands passed to the State at the time of statehood (1959). A portion of these lands are within the Tetlin National Wildlife Refuge, administered by the United States Fish and Wildlife Service.
