Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on October 26, 2016, under the Tariff Act of 1930, on behalf of Celanese International Corporation and Celanese Sales U.S. Ltd., both of Irving,Texas, and Celanese IP Hungary Bt, of Hungary.
Hardwood Plywood From China; Institution of Antidumping and Countervailing Duty Investigations and Scheduling of Preliminary Phase Investigations
The Commission hereby gives notice of the institution of investigations and commencement of preliminary phase antidumping and countervailing duty investigations Nos. 701-TA-565 and 731-TA-1341 (Preliminary) pursuant to the Tariff Act of 1930 (``the Act'') to determine whether there is a reasonable indication that an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of imports of hardwood plywood from China, provided for in heading 4412 of the Harmonized Tariff Schedule of the United States, that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Government of China. Unless the Department of Commerce extends the time for initiation, the Commission must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, or in this case by January 3, 2017. The Commission's views must be transmitted to Commerce within five business days thereafter, or by January 10, 2017.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on October 14, 2016, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Qualcomm Incorporated of San Diego, California. The complaint alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain mobile electronic devices by reason of infringement of certain claims of U.S. Patent No. 8,095,082 (``the '082 patent''); U.S. Patent No. 7,999,384 (``the '384 patent''); U.S. Patent No. 7,548,407 (``the '407 patent''); U.S. Patent No. 8,497,928 (``the '928 patent'') and U.S. Patent No. 7,949,367 (``the '367 patent''). The complaint further alleges that an industry in the United States exists as required by subsection (a)(2) of section 337. The complainant requests that the Commission institute an investigation and, after the investigation, issue a limited exclusion order and cease and desist orders.

Recent Trends in U.S. Services Trade, 2017 Annual Report
The Commission has prepared and published annual reports in this series under investigation No. 332-345, Recent Trends in U.S. Services Trade, since 1996. The 2017 report, which the Commission plans to publish in May 2017, will provide aggregate data on cross-border trade in services for the period ending in 2015, and transactions by affiliates based outside the country of their parent firm for the period ending in 2014. The report's analysis will focus on professional services (including accounting and auditing, architecture and engineering, legal services, and business management and consulting).The Commission is inviting interested members of the public to furnish information and views in connection with the 2017 report.

Notice is hereby given that a complaint was filed with the U.S. International Trade Commission on October 6, 2016, under section 337 of the Tariff Act of 1930, as amended, 19 U.S.C. 1337, on behalf of Nite Ize, Inc. of Boulder, Colorado. Supplements to the complaint were filed on October 21, 2016 and October 26, 2016. The complaint, as supplemented, alleges violations of section 337 based upon the importation into the United States, the sale for importation, and the sale within the United States after importation of certain mobile device holders and components thereof by reason of infringement of certain claims of U.S. Patent No. 8,602,376 (``the '376 patent''); U.S. Patent No. 8,870,146 (``the '146 patent''); U.S. Patent No. D734,746 (``the '746 patent''); and U.S. Patent No. D719,959 (``the '959 patent'').
