Citric Acid and Certain Citrate Salts from Canada: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on citric acid and certain citrate salts (citric acid) from Canada. The period of review (POR) is May 1, 2012, through April 30, 2013. The review covers one producer and exporter of the subject merchandise, Jungbunzlauer Canada Inc. (JBL Canada). We preliminarily determined that sales of subject merchandise have been made at prices below normal value (NV) by JBL Canada. We invite interested parties to comment on these preliminary results.
Polyethylene Terephthalate Film, Sheet and Strip From Brazil, the People's Republic of China, and the United Arab Emirates: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders
On October 1, 2013, the Department of Commerce (Department) initiated the sunset reviews of the review of the antidumping duty orders on Polyethylene Terephthalate Film, Sheet and Strip (PET film) from Brazil, the People's Republic of China (PRC), the United Arab Emirates (UAE), and Brazil. The Department determined that it was appropriate to conduct expedited reviews. The Department finds that revocation of these antidumping duty orders would be likely to lead to continuation or recurrence of dumping at the rates identified in the ``Final Results of Review'' section of this notice.
Stainless Steel Sheet and Strip in Coils From Japan: Final Results of Antidumping Duty Changed Circumstances Review
The Department of Commerce (the Department) finds that, in the context of the antidumping duty order on stainless steel sheet and strip in coils (SSSSC) from Japan, Hitachi Metals Ltd. (Hitachi Metals) is the successor-in-interest to the merger of Hitachi Metals and Hitachi Cable Ltd. (Hitachi Cable) for purposes of determining antidumping duty cash deposits and liabilities.
Countervailing Duty Investigation of Chlorinated Isocyanurates From the People's Republic of China: Preliminary Determination and Alignment of Final Determination With Final Antidumping Determination

Request for Nominations for the Industry Trade Advisory Committees (ITACs)
This month, the Secretary of Commerce (the Secretary) and the United States Trade Representative (the USTR) are renewing the charters of the 16 Industry Trade Advisory Committees (ITACs) and the Committee of Chairs of the ITACs for a four-year term to expire in February 2018. The ITACs provide detailed policy and technical advice, information, and recommendations to the Secretary and the USTR regarding trade barriers, negotiation of trade agreements, and implementation of existing trade agreements affecting industry sectors; and perform other advisory functions relevant to U.S. trade policy matters as may be requested by the Secretary and the USTR or their designees. There are currently opportunities for membership on each ITAC. Nominations will be accepted for current vacancies and those that occur throughout the remainder of the charter term, which expires in February 2018.

Certain New Pneumatic Off-the-Road Tires From the People's Republic of China: Final Results of Antidumping Duty Changed Circumstances Review
On December 27, 2013, the Department of Commerce (``the Department'') published its Preliminary Results of a changed circumstances review (``CCR'') of the antidumping duty order on certain new pneumatic off-the road (``OTR'') tires from the People's Republic of China (``PRC'').\1\ The Department preliminarily determined that Zhongce Rubber Group Company Limited (``Zhongce'') is the successor-in- interest to Hangzhou Zhongce Rubber Co., Ltd. (``Hangzhou'') and invited parties to comment on the Preliminary Results. As no parties submitted subsequent comment, the Department is making no changes to the Preliminary Results.

As a result of our analysis, the Department preliminarily finds that revocation of the AD order would likely lead to continuation or recurrence of dumping at the levels indicated in the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results.

This notice summarizes the proposed amendment and requests comments relevant to whether the amended Certificate should be issued.
Certain Hot-Rolled Carbon Steel Flat Products From India, Indonesia, the People's Republic of China, Taiwan, Thailand, and Ukraine: Continuation of Antidumping and Countervailing Duty Orders
The Department of Commerce (the Department) has determined that revocation of the antidumping duty orders on certain hot-rolled carbon steel flat products from India, Indonesia, the People's Republic of China (PRC), Taiwan, Thailand, and Ukraine would likely lead to continuation or recurrence of dumping, and that revocation of the countervailing duty orders on certain hot-rolled carbon steel flat products from India, Indonesia, and Thailand would likely lead to continuation or recurrence of a countervailable subsidy. The U.S. International Trade Commission (USITC) has also determined that revocation of these AD and CVD orders would likely lead to a continuation or recurrence of material injury to an industry in the United States. Therefore, the Department is publishing a notice of continuation of these antidumping and countervailing duty orders.
Low Enriched Uranium From France: Initiation of Changed Circumstances Review
Pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216 and 351.221(c)(3), the Department of Commerce (Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on low-enriched uranium (LEU) from France with respect to Global Nuclear Fuel-Americas, LLC (GNF-A).

Electrolytic Manganese Dioxide From Australia and the People's Republic of China: Final Results of the Expedited First Sunset Reviews of the Antidumping Duty Orders
On September 3, 2013, the Department of Commerce (``the Department'') initiated the first sunset reviews of the antidumping duty (``AD'') orders on electrolytic manganese dioxide (``EMD'') from Australia and the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). Based on the notice of intent to participate and adequate substantive response filed by the domestic interested party, and the lack of response from any respondent interested party, the Department conducted expedited (120-day) sunset reviews of these AD orders, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of these sunset reviews, the Department finds that revocation of the AD orders would likely lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Sunset Reviews'' section of this notice.
Notice of Scope Rulings
The Department of Commerce (``Department'') hereby publishes a list of scope rulings and anticircumvention determinations made between July 1, 2013, and September 30, 2013. We intend to publish future lists after the close of the next calendar quarter.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year reviews (``Sunset Reviews'') of the antidumping and countervailing duty (``AD/CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.

Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Final Results of Countervailing Duty Administrative Review; 2011
The Department of Commerce (``Department'') has completed its administrative review of the countervailing duty (``CVD'') order on corrosion-resistant carbon steel flat products from the Republic of Korea (``Korea'') for the period January 1, 2011, through December 31, 2011. On September 10, 2013, we published the Preliminary Results of this review.\1\ In these final results we continue to find that the respondents, Dongbu Steel Co., Ltd. (``Dongbu''), Hyundai HYSCO Ltd. (``HYSCO''), and Pohang Iron & Steel Co. Ltd. (``POSCO''), received subsidies that result in de minimis net subsidy rates.
Light-Walled Rectangular Pipe and Tube from Mexico: Final Results of Antidumping Duty Administrative Review; 2011-2012
On September 6, 2013, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty (AD) order on light-walled rectangular pipe and tube (LWR pipe and tube) from Mexico.\1\ The period of review (POR) is August 1, 2011, through July 31, 2012. This review covers two producers or exporters of subject merchandise: Regiomontana de Perfiles y Tubos S.A. de C.V. (Regiopytsa) and Maquilacero S.A. de C.V. (Maquilacero). For the final results, we continue to find that Regiopytsa sold subject merchandise at less than normal value during the POR and that Maquilacero did not. For the final weighted-average dumping margins, see the ``Final Results of Review'' section below.
Multilayered Wood Flooring from the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review of the antidumping duty order on multilayered wood flooring from the People's Republic of China (``PRC'') meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for the new shipper review is December 1, 2012, through November 30, 2013.
Chlorinated Isocyanurates from the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2011-2012
On July 10, 2013, the Department of Commerce (the Department) published its Preliminary Results of the 2011-2012 administrative review of the antidumping duty order on chlorinated isocyanurates (chloro isos) from the People's Republic of China (PRC).\1\ The period of review (POR) is June 1, 2011, through May 31, 2012. This review covers six producers/exporters of subject merchandise: (1) Arch Chemicals (China) Co. Ltd. (Arch China); (2) Hebei Jiheng Chemical Co., Ltd. and Hebei Jiheng Baikang Chemical Industry Co., Ltd. (collectively, Jiheng); (3) Heze Huayi Chemical Co. Ltd. (Heze); (4) Juancheng Kantgai Chemical Co., Ltd. (collectively, Kangtai); (5) Sinocarbon International Trading Co., Ltd. (Sinocarbon); and (6) Zhucheng Taisheng Chemical Co., Ltd. (Zhucheng). Jiheng and Kangtai are the mandatory respondents. We invited parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made certain changes to our margin calculations for Jiheng and Kangtai. The final dumping margins for this review are listed in the ``Final Results'' section below.
