Ferrovanadium From the People's Republic of China and the Republic of South Africa: Final Results of the Expedited Second Sunset Reviews of the Antidumping Duty Orders
As a result of these sunset reviews, the Department of Commerce (``the Department'') finds that revocation of the antidumping duty (``AD'') orders on ferrovanadium from the People's Republic of China (``PRC'') and the Republic of South Africa (``South Africa'') would likely lead to continuation or recurrence of dumping. The magnitudes of the dumping margins likely to prevail are indicated in the ``Final Results of Sunset Reviews'' section of this notice.

Ferrosilicon From the Russian Federation: Preliminary Determination of Sales at Not Less Than Fair Value
The Department of Commerce (``the Department'') preliminarily determines that ferrosilicon from the Russian Federation (``Russia'') is not being, nor is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act''). The period of investigation is July 1, 2012, through June 30, 2013. The estimated weighted-average dumping margins of sales at LTFV are listed in the ``Preliminary Determination'' section of this notice. Interested Parties are invited to comment on this preliminary determination. The final determination will be issued not later than 75 days after publication of this preliminary determination in the Federal Register.
Ferrosilicon From Venezuela: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
The Department of Commerce (``the Department'') preliminarily determines that ferrosilicon from Venezuela is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act''). The period of investigation is July 1, 2012, through June 30, 2013. The estimated weighted-average dumping margins of sales at LTFV are listed in the ``Preliminary Determination'' section of this notice. Interested Parties are invited to comment on this preliminary determination. Pursuant to requests from interested parties, we are postponing for 60 days the final determination and extending provisional measures from a four-month period to not more than six months. Accordingly, we intend to make our final determination not later than 135 days after publication of this preliminary determination in the Federal Register.
Steel Wire Garment Hangers From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty order on steel wire garment hangers from the People's Republic of China (``PRC'') would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty order.
Monosodium Glutamate From the Republic of Indonesia: Preliminary Negative Countervailing Duty Determination; and Preliminary Negative Determination of Critical Circumstances
The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are not being provided to producers and exporters of monosodium glutamate (MSG) from the Republic of Indonesia (Indonesia). On November 1, 2013, the Department of Commerce (the Department) published the initiation of the first five-year (sunset) reviews of the antidumping duty orders on uncovered innerspring units from the People's Republic of China (PRC), South Africa, and Socialist Republic of Vietnam (Vietnam) pursuant to section 751(c) of the Tariff Act of 1930 (the Act), as amended.\1\ The Department finds that revocation of these antidumping duty orders would be likely to lead to the continuation or recurrence of dumping as indicated in the ``Final Results of Sunset Reviews'' section of this notice.

Aluminum Extrusions From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Affirmative Countervailing Duty Determination and Notice of Amended Final Affirmative Countervailing Duty Determination
On February 19, 2014, the United States Court of International Trade (CIT) sustained the Department of Commerce's (Department's) results of redetermination, which recalculated the countervailable subsidy rate for the Zhongya Companies \1\ in the countervailing duty (CVD) investigation of aluminum extrusions from the People's Republic of China (PRC) \2\ pursuant to the CIT's remand order in Zhaoqing.\3\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken,\4\ as clarified by Diamond Sawblades,\5\ the Department is notifying the public that the final CIT judgment in this case is not in harmony with the Department's Final Determination and is therefore amending its Final Determination.
Certain Frozen Warmwater Shrimp From the People's Republic of China: Notice of Court Decision Not in Harmony With the Final Determination and Amended Final Determination of the Antidumping Duty Investigation
On February 18, 2014, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department'') results of redetermination,\1\ pursuant to the CIT's Remand Opinion and Order.\2\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in Timken,\3\ as clarified by Diamond Sawblades,\4\ the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Determination,\5\ Amended Final 1 & Order,\6\ and Amended Final 2 \7\ and is amending those final and amended final determinations with respect to the 29 plaintiffs that were party to the litigation.\8\

Certain Pasta From Italy; Final Results of Countervailing Duty Administrative Review; 2011
The Department of Commerce (the ``Department'') is conducting an administrative review of the countervailing duty order on certain pasta from Italy. The period of review (POR) is January 1, 2011 through December 31, 2011. We find that Molino e Pastificio Tomasello S.p.A. (Tomasello) received countervailable subsidies during the POR, and find that Delverde Industrie Alimentari S.p.A. (Delverde) and Valdigrano di Flavio Pagani S.r.L. (Valdigrano) received de minimis countervailable subsidies during the POR.
Certain Preserved Mushrooms From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2012-2013
On November 21, 2013, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC) covering the period February 1, 2012 through January 31, 2013.\1\ This review covers the PRC- wide entity, which includes Blue Field (Sichuan) Food Industrial Co., Ltd. (Blue Field), among other companies. The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, these final results are unchanged from the Preliminary Results. The final dumping margin for this review is listed below in the ``Final Results of Review'' section of this notice.
Export Trade Certificate of Review
The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Aerospace Industries Association of America, Inc. (``AIA'') on February 18, 2014.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating five-year reviews (``Sunset Reviews'') of the antidumping and countervailing duty (``AD/CVD'') orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.

The United States Department of Commerce, International Trade Administration, Industry and Analysis previously published a document in the Federal Register on November 25, 2013, 78 FR 70278, regarding the Automotive Trade Mission to New Delhi, Pune and Chennai, India scheduled for April 2430, 2014. Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Countervailing Duty Administrative Review; 2011
On August 7, 2013, the Department published the preliminary results of the administrative review of the countervailing duty order on polyethylene terephthalate film, sheet, and strip (PET film) from India.\1\ The period of review (POR) is January 1, 2011, through December 31, 2011. Based on the analysis of the comment received, the Department has made a change to the subsidy rate determined for SRF Limited (SRF). The final subsidy rate is listed in the ``Final Results of Review'' section below.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (the Department) published its preliminary results on August 7, 2013.\1\ The period of review is July 1, 2011, through June 30, 2012. This review covers two mandatory respondents, Jindal Poly Films Limited (Jindal) and SRF Limited (SRF), and one non-selected respondent, Polyplex Corporation Ltd. (Polyplex). For the final results we continue to find that Polyplex and SRF sold subject merchandise at less than normal value.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results of Changed Circumstances Review
On January 10, 2014, the Department of Commerce (``Department'') published its notice of initiation and preliminary results of a changed circumstances review (``CCR'') of the antidumping duty order on Certain Frozen Warmwater Shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'').\1\ The Department preliminarily determined that Gallant Dachan Seafood Co., Ltd. (``Dachan'') is the successor-in-interest to Gallant Ocean (Quang Ngai), Co. Ltd. (``Quang Ngai''). We invited parties to comment. No parties submitted comments, and for these final results we continue to find that Dachan is the successor-in-interest to Quang Ngai.
Certain Pasta From Italy: Notice of Final Results of 16th Antidumping Duty Administrative Review; 2011-2012
On August 7, 2013, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review of certain pasta (pasta) from Italy and gave interested parties an opportunity to comment on the Preliminary Results.\1\ The review covers two mandatory respondents, Pastificio Gallo Natale & F.lli S.r.L. (Gallo), and Rummo,\2\ and six non-selected companies.\3\ The period of review (POR) is July 1, 2011, through June 30, 2012. As a result of our analysis of the comments and information received, these final results differ from the Preliminary Results. Polyethylene Terephthalate Film, Sheet, and Strip From Taiwan: Final Results of Antidumping Duty Administrative Review; 2011-2012
The Department of Commerce (``the Department'') published its preliminary results of the administrative review of the antidumping duty order on polyethylene terephthalate (PET) film, sheet, and strip from Taiwan.\1\ The period of review (``POR'') is July 1, 2011, through June 30, 2012. Based upon our analysis of the comments received, we have made changes to the margin calculations for these final results and continue to determine that Shinkong Synthetic Fibers Corporation and its subsidiary Shinkong Material Technology Corporation (collectively ``Shinkong'') made sales below normal value. The final dumping margin is listed below in the ``Final Results of Review'' section of this notice.

Wooden Bedroom Furniture From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and New Shipper Reviews; 2012
The Department of Commerce (``the Department'') is conducting the eighth administrative review (``AR'') and a new shipper review (``NSR'') of the antidumping duty order on wooden bedroom furniture (``WBF'') from the People's Republic of China (``PRC''). The AR covers 60 exporters of subject merchandise, of which the Department selected three companies for individual examination. The NSR covers one exporter and producer of subject merchandise. The period of review (``POR'') for the AR and NSR is January 1, 2012, through December 31, 2012. The Department preliminarily determines that one of the mandatory respondents in the AR and the respondent in the NSR have made sales of subject merchandise at less than normal value. Additionally, the Department preliminarily determines that it will treat the other two mandatory respondents in the AR as part of the PRC-wide entity. Interested parties are invited to comment on these preliminary results.
Welded Stainless Pressure Pipe From Thailand: Amended Preliminary Determination of Sales at Less Than Fair Value
On January 7, 2014, the Department of Commerce (``the Department'') published in the Federal Register its preliminary determination that welded stainless pressure pipe (``WSPP'') from Thailand is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b) of the Tariff Act of 1930, as amended (``the Act'').\1\ On January 3, 2014, Ametai Co., Ltd. and Thareus Co., Ltd. (``Ametai/Thareus'') notified the Department that it was withdrawing its participation from the LTFV investigation. Based on the circumstances described below, the Department is amending the Preliminary Determination. This amended preliminary determination results in revised antidumping duty margins and cash deposit rates.
Steel Concrete Reinforcing Bar From the Republic of Turkey: Preliminary Negative Countervailing Duty Determination, Preliminary Negative Critical Circumstances Determination, and Alignment of Final Determination With Final Antidumping Determination

The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on pure magnesium from the People's Republic of China (``PRC''). The period of review (``POR'') is May 1, 2012, through April 30, 2013. This review covers one PRC company, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal Co., Ltd. (``TMM'') (collectively ``TMI/ TMM'').\1\ The Department preliminarily finds that TMI/TMM did not have reviewable entries during the POR. We invite interested parties to comment on these preliminary results.
