On August 7, 2013, the Department published the preliminary results of the administrative review of the countervailing duty order on polyethylene terephthalate film, sheet, and strip (PET film) from India.\1\ The period of review (POR) is January 1, 2011, through December 31, 2011. Based on the analysis of the comment received, the Department has made a change to the subsidy rate determined for SRF Limited (SRF). The final subsidy rate is listed in the ``Final Results of Review'' section below.

No parties submitted comments, and for these final results we continue to find that Dachan is the successor-in-interest to Quang Ngai.

Based upon our analysis of the comments received, we have made changes to the margin calculations for these final results and continue to determine that Shinkong Synthetic Fibers Corporation and its subsidiary Shinkong Material Technology Corporation (collectively ``Shinkong'') made sales below normal value. This month, the Secretary of Commerce (the Secretary) and the United States Trade Representative (the USTR) are renewing the charters of the 16 Industry Trade Advisory Committees (ITACs) and the Committee of Chairs of the ITACs for a four-year term to expire in February 2018. The ITACs provide detailed policy and technical advice, information, and recommendations to the Secretary and the USTR regarding trade barriers, negotiation of trade agreements, and implementation of existing trade agreements affecting industry sectors; and perform other advisory functions relevant to U.S. trade policy matters as may be requested by the Secretary and the USTR or their designees. There are currently opportunities for membership on each ITAC. Nominations will be accepted for current vacancies and those that occur throughout the remainder of the charter term, which expires in February 2018.

On December 27, 2013, the Department of Commerce (``the Department'') published its Preliminary Results of a changed circumstances review (``CCR'') of the antidumping duty order on certain new pneumatic off-the road (``OTR'') tires from the People's Republic of China (``PRC'').\1\ The Department preliminarily determined that Zhongce Rubber Group Company Limited (``Zhongce'') is the successor-in- interest to Hangzhou Zhongce Rubber Co., Ltd. (``Hangzhou'') and invited parties to comment on the Preliminary Results. As no parties submitted subsequent comment, the Department is making no changes to the Preliminary Results.

On October 1, 2013, the Department of Commerce (the Department) initiated the first five-year (sunset) review of the antidumping duty (AD) order on lightweight thermal paper from Germany pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act).\1\ On the basis of adequate substantive responses submitted by domestic and respondent interested parties, the Department is conducting a full sunset review of this AD order pursuant to section 751(c) of the Act and 19 CFR 351.218(e)(2). As a result of our analysis, the Department preliminarily finds that revocation of the AD order would likely lead to continuation or recurrence of dumping at the levels indicated in the ``Preliminary Results of Review'' section of this notice. Interested parties are invited to comment on these preliminary results.
