Glycine From the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On April 8, 2009, the Department of Commerce (``Department'') published the preliminary results of the 2007-2008 administrative review of the antidumping duty order on glycine from the People's Republic of China (``PRC''). See Glycine from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review, 74 FR 15930 (April 8, 2009) (``Preliminary Results''). We gave interested parties an opportunity to comment on the Preliminary Results. Based upon our analysis of the comments and information received, we made changes to the margin calculation for the final results. We find that certain manufacturers/exporters sold subject merchandise at less than normal value during the period of review (``POR''), i.e., March 1, 2007, through February 29, 2008.
Certain Pasta From Italy: Notice of Final Results of Antidumping Duty Changed Circumstances Review and Revocation, in Part
On July 2, 2009, the Department of Commerce (``the Department'') published a notice of initiation and preliminary results of a changed circumstances review and intent to revoke, in part, the antidumping duty order of certain pasta from Italy.\1\ The Department gave interested parties an opportunity to comment on the preliminary results and notice of intent to revoke, but received no comments. Therefore, the final results do not differ from the preliminary results of review and we are revoking the order, in part, with respect to gluten-free pasta.
Certain Preserved Mushrooms From the People's Republic of China: Notice of Rescission of Antidumping Duty Administrative Review:
In response to a request from Fujian Yu Xing Fruit and Vegetable Foodstuff Development Co., Ltd. (Yu Xing), the U.S. Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China for the period February 1, 2008, through January 31, 2009. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part, 74 19042 (April 27, 2009) (Initiation Notice). No other interested party requested an administrative review for this period. On July 24, 2009, Yu Xing withdrew its request for an administrative review. The withdrawal request was filed in a timely manner. Therefore, as discussed below, the Department is rescinding this administrative review.
Pressure Sensitive Plastic Tape From Italy: Final Results of Expedited Sunset Review
On May 1, 2009, the Department of Commerce (the Department) initiated a sunset review of the antidumping duty finding on pressure sensitive plastic tape (PSP Tape) from Italy pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). The Department conducted an expedited (120-day) sunset review of this finding. As a result of this sunset review, the Department finds that revocation of the antidumping duty finding would be likely to lead to continuation or recurrence of dumping. The dumping margins are identified in the Final Results of Review section of this notice.
Affirmative Final Determination of Circumvention of the Antidumping Duty Order on Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China
On October 20, 2008, the Department of Commerce (the Department) published in the Federal Register the initiation of an antidumping circumvention inquiry to determine if certain products produced by Tianjin Iron and Steel Co., Ltd. (Tianjin) and/or imported by Toyota Tsusho America, Inc. (Toyota Tsusho) constitute circumvention of the antidumping duty order on certain cut-to-length carbon steel plate from the People's Republic of China. See Certain Cut-to-Length Carbon Steel Plate from the People's Republic of China: Initiation of Antidumping Circumvention Inquiry, 73 FR 62250 (October 20, 2008). On July 14, 2009, the Department published its notice of affirmative preliminary determination of circumvention. See Affirmative Preliminary Determination of Circumvention of the Antidumping Duty Order on Certain Cut-to-Length Carbon Steel Plate from the People's Republic of China, 74 FR 33991 (July 14, 2009) (Preliminary Determination). We gave interested parties an opportunity to comment on the Preliminary Determination, and received no comments. Therefore, we continue to determine that imports of inquiry merchandise (as defined below) are circumventing the order on cut-to-length carbon steel plate from the People's Republic of China.
Certain Orange Juice from Brazil: Final Results of Antidumping Duty Administrative Review
On April 6, 2009, the Department of Commerce published its preliminary results of the administrative review of the antidumping duty order on certain orange juice from Brazil. The period of review (POR) is March 1, 2007, through February 29, 2008.

Magnesium Metal From the Russian Federation: Final Results and Partial Rescission of Antidumping Duty Administrative Review
On April 6, 2009, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on magnesium metal from the Russian Federation. The review covers two manufacturers/exporters, PSC VSMPO-AVISMA Corporation (AVISMA) and Solikamsk Magnesium Works (SMW). The period of review (POR) is April 1, 2007, through March 31, 2008.
Carbon Steel Butt-Weld Pipe Fittings from Japan: Rescission of Antidumping Duty Administrative Review
On March 24, 2009, in response to a request from Benex Corporation (Benex), the Department of Commerce (the Department) published a notice of initiation of the administrative review of the antidumping duty order on certain carbon steel butt-weld pipe fittings from Japan for the period February 1, 2008, through January 31, 2009. Because the sole request for review has been withdrawn, we are rescinding this review.
Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is currently conducting the 2007/2008 administrative review of the antidumping duty order on Certain Cut-to-Length Carbon Steel Plate (``CTL Plate'') from the People's Republic of China (``PRC''). The period of review (``POR'') is November 1, 2007, through October 31, 2008. We have preliminarily determined that Hunan Valin Xiangtan Iron & Steel Co. Ltd. (``Valin Xiangtan'') did not make sales to the United States of the subject merchandise at prices below normal value. Furthermore, we are preliminarily rescinding the review with respect to Anshan Iron & Steel Group (AISCO/Anshan International/Sincerely Asia Ltd.) (``Anshan''), Baoshan (Bao/Baoshan International Trade Corp./Bao Steel Metals Trading Corp., Shanghai Baosteel Group Corporation and Baoshan Iron and Steel Co., Ltd., Shanghai Pudong Steel & Iron Co.) (``Baoshan''), and Baosteel Group. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise from the POR, for which the importer-specific assessment rates are above de minimis.
Stainless Steel Sheet and Strip in Coils From Mexico; Preliminary Results of Antidumping Duty Administrative Review and Intent Not To Revoke Order in Part
In response to requests from respondent, ThyssenKrupp Mexinox S.A. de C.V. (Mexinox S.A.) and Mexinox USA, Inc. (Mexinox USA) (collectively, Mexinox) and Petitioners,\1\ the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel sheet and strip in coils (S4 in coils) from Mexico. This administrative review covers imports of subject merchandise from Mexinox S.A. during the period July 1, 2007, to June 30, 2008.
Polyethylene Terephthalate Film, Sheet, and Strip from India: Preliminary Results of Countervailing Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the countervailing duty order on polyethylene terephthalate (PET) film, sheet and strip from India for the period January 1, 2007, through December 31, 2007. We preliminarily determine that subsidies are being provided on the production and export of PET film from India. See the ``Preliminary Results of Administrative Review'' section, below. If the final results remain the same as the preliminary results of this review, we will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties. Stainless Steel Sheet and Strip in Coils From Japan: Preliminary Results of Antidumping Duty Administrative Review
In response to timely requests by two manufacturers/exporters, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain stainless steel sheet and strip in coils (SSSSC) from Japan with respect to Hitachi Cable Ltd. (Hitachi Cable) and Nippon Kinzoku Co., Ltd. (NKKN). The review covers the period July 1, 2007, through June 30, 2008.
Certain Pasta from Italy: Notice of Preliminary Results of Twelfth Antidumping Duty Administrative Review
In response to requests by interested parties, the Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on certain pasta (``pasta'') from Italy for the period of review (``POR'') July 1, 2007, through June 30, 2008. This review covers four producers/exporters of subject merchandise. We preliminarily determine that during the POR, respondents sold subject merchandise at less than normal value (``NV''). If these preliminary results are adopted in the final results of this administrative review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review: Fresh and Chilled Atlantic Salmon from Norway
In response to a request from Nordic Group AS, an exporter of fresh and chilled Atlantic Salmon from Norway, and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216 and 351.221(c) (3), the Department is initiating a changed circumstances review of the antidumping order on fresh and chilled Atlantic Salmon from Norway. Based on the information received, we preliminarily determine that Nordic Group AS is the successor-in- interest to Nordic Group A/L for purposes of determining antidumping duty liability. Interested parties are invited to comment on these preliminary results.
Certain Hot-Rolled Carbon Steel Flat Products from Thailand: Preliminary Results of Antidumping Duty Administrative Review
In response to a request from United States Steel Corporation (U.S. Steel or Petitioner), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain hot-rolled carbon steel flat products (hot-rolled steel) from Thailand. This administrative review covers imports of subject merchandise produced and exported by respondent G Steel Public Company Limited (G Steel). The period of review is November 1, 2007 through October 31, 2008.
Certain Frozen Warmwater Shrimp From Thailand: Preliminary Results of Antidumping Duty Changed Circumstances Review and Notice of Intent to Revoke in Part
On March 24, 2009, the Department of Commerce (the Department) published a notice of initiation of a changed circumstances review of the antidumping duty order on frozen warmwater shrimp from Thailand to consider whether it is appropriate to revoke the order in part with respect to two companies, Phatthana Frozen Food Co., Ltd. (PFF) and Sea Wealth Frozen Food Co., Ltd. (Sea Wealth), pursuant to section 751(b)(1) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.216(b) and 351.222. See Certain Frozen Warmwater Shrimp from Thailand: Initiation of Antidumping Duty Changed Circumstances Review, 74 FR 12308 (Mar. 24, 2009) (Initiation Notice). Upon analyzing the information provided by the two companies, we preliminarily determine that PFF and Sea Wealth should be revoked from the antidumping duty order on certain frozen warmwater shrimp from Thailand.
Stainless Steel Sheet and Strip in Coils From Taiwan: Preliminary Results and Rescission in Part of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel sheet and strip in coils (SSSSC) from Taiwan with respect to three companies. Only one respondent, Chia Far Industrial Factory Co., Ltd. (Chia Far), is participating in this review; the remaining two companies reported that they had no shipments of subject merchandise during the period of review (POR). The POR is July 1, 2007, through June 30, 2008.
Dynamic Random Access Memory Semiconductors from the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review
The Department of Commerce is conducting an administrative review of the countervailing duty order on dynamic random access memory semiconductors from the Republic of Korea for the period January 1, 2007, through December 31, 2007. We preliminarily find that Hynix Semiconductor, Inc. received countervailable subsidies during the period of review, which result in a de minimis subsidy rate. If these preliminary results are adopted in our final results of this review, we will instruct U.S. Customs and Border Protection not to assess countervailing duties as detailed in the ``Preliminary Results of Review'' section of this notice. Chlorinated Isocyanurates from the People's Republic of China: Preliminary Results of June 2008 through November 2008 Semi-Annual New Shipper Review
On January 30, 2009, the Department of Commerce (``Department'') initiated a new shipper review (``NSR'') of the antidumping duty order on chlorinated isocyanurates (``chlorinated isos'') from the People's Republic of China (``PRC''). The period of review (``POR'') for this NSR is June 1, 2008, through November 30, 2008. This NSR covers one producer/exporter of the subject merchandise, Juancheng Kangtai Chemical Company, Ltd. (``Kangtai''). We preliminarily determine that Kangtai did not make sales in the United States at prices below normal value (``NV''). If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to liquidate entries of merchandise exported by Kangtai, during the POR without regard to antidumping duties. We invite interested parties to comment on these preliminary results.
Certain Kitchen Shelving and Racks from the People's Republic of China: Final Affirmative Countervailing Duty Determination
The Department of Commerce (the ``Department'') has determined that countervailable subsidies are being provided to producers and exporters of kitchen shelving and racks from the People's Republic of China (``PRC''). Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Final Determination of Sales at Less Than Fair Value
On March 5, 2009, the Department of Commerce (``Department'') published its preliminary determination of sales at less than fair value (``LTFV'') in the antidumping duty investigation of certain kitchen appliance shelving and racks (``kitchen racks'') from the People's Republic of China (``PRC''). We invited interested parties to comment on our preliminary determination of sales at LTFV. Based on our analysis of the comments we received, we have made changes from the Certain Kitchen Appliance Shelving and Racks from the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination, 74 FR 9591 (March 5, 2009) (``Preliminary Determination''). The final dumping margins for this investigation are listed in the ``Final Determination Margins'' section below.
Certain Lined Paper Products From the People's Republic of China: Notice of Preliminary Results of the Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is conducting the second administrative review of the antidumping duty order on certain lined paper products (``CLPP'') from the People's Republic of China (``PRC'') with respect to two companies: the Watanabe Group, which consists of Watanabe Paper Products (``Shanghai'') Co., Ltd., Watanabe Paper Products (``Lingqing'') Co., Ltd., and Hotrock Stationery (``Shenzhen'') Co., Ltd. (collectively, ``the Watanabe Group'') and Shanghai Lian Li Paper Products Co., Ltd. (``Lian Li''). The period of review (``POR'') is September 1, 2007, through August 31, 2008. On June 4, 2009, the Department published its intent to rescind this administrative review in part with respect to Lian Li. Saccharin from the People's Republic of China: Notice of Initiation of Changed Circumstances Review
The Department of Commerce (``Department'') has received information sufficient to warrant initiation of a changed circumstances review of the antidumping duty order on saccharin from the People's Republic of China (``PRC''). Based upon a request filed by PMC Specialties Group, Inc. (``PMCSG''), the Department is initiating a changed circumstances review to determine whether the domestic industry is in fact no longer interested in this order and to potentially revoke the antidumping duty order in this proceeding.
