Steel Threaded Rod from the People's Republic of China: Initiation of Antidumping Duty Investigation
North American Free-Trade Agreement, Article 1904; NAFTA Panel Reviews; Request for Panel Review
On March 12, 2008, ThyssenKrupp Mexinox S.A. de C.V. and Mexinox USA, Inc. (collectively ``Mexinox'') filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the Final Results of the 2005/2006 Antidumping Duty Administrative Review made by the International Trade Administration, respecting Stainless Steel Sheet and Strip in Coils from Mexico. The determination was published in the Federal Register (73 Fed. Reg. 7710) on February 11, 2008. The NAFTA Secretariat has assigned Case Number USA-MEX-2008-1904-01 to this request.

Stainless Steel Bar from France: Preliminary Results of Antidumping Duty Administrative Review
In response to a timely request by Ascometal, S.A. (Ascometal), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel bar (SSB) from France with respect to Ascometal. The period of review (POR) is March 1, 2006, through February 28, 2007. We preliminarily determine that Ascometal did not sell SSB below normal value (NV) during the POR. Interested parties are invited to comment on the preliminary results. If the preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries.
Initiation of Antidumping and Countervailing Duty Administrative Reviews, Request for Revocation in Part, and Deferral of Administrative Review
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with February anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department received a request to revoke one antidumping duty order in part. The Department also received requests to defer the initiation of an administrative review for one antidumping duty order.

Environmental Technologies Trade Advisory Committee (ETTAC)
The Environmental Technologies Trade Advisory Committee (ETTAC) will hold a plenary meeting on April 18, 2008 at the U.S. Department of Commerce, 14th Street and Constitution Avenue, NW., Washington, DC 20230, in Room 4813. The ETTAC will discuss updated negotiations in the World Trade Organization's environmental goods and services trade liberalization, trade issues concerning China, drafting of a recommendation paper, among other administrative committee priority items. The meeting is open to the public and time will be permitted for public comment. Written comments concerning ETTAC affairs are welcome anytime before or after the meeting. Minutes will be available within 30 days of this meeting. The ETTAC is mandated by Public Law 103-392. It was created to advise the U.S. government on environmental trade policies and programs, and to help it to focus its resources on increasing the exports of the U.S. environmental industry. ETTAC operates as an advisory committee to the Secretary of Commerce and the Trade Promotion Coordinating Committee (TPCC). ETTAC was originally chartered in May of 1994. It was most recently re-chartered until September 2008. Import Administration, Withdrawal of Regulations Governing the Treatment of Subcontractors (“Tolling” Operations)
Import Administration issues this interim final rule for the purpose of withdrawing its regulation governing the treatment of tollers or subcontractors for purposes of determining export price, constructed export price, fair value, and normal value in antidumping duty proceedings.
Notice of Final Determination of Sales at Less Than Fair Value: Glycine from India
On November 7, 2007, the Department of Commerce published its preliminary determination and amended preliminary determination, respectively, of the investigation of sales at less than fair value in the antidumping duty investigation of glycine from India. The Department of Commerce has determined that glycine from India is being, or is likely to be, sold in the United States at less than fair value, as provided in section 735 of the Tariff Act of 1930, as amended (the Act). The estimated margins of sales at less than fair value are listed below in the section entitled ``Final Determination of Investigation.''
Notice of Preliminary Determination of Sales at Less Than Fair Value and Affirmative Preliminary Determination of Critical Circumstances: Electrolytic Manganese Dioxide from Australia
We preliminarily determine that imports of electrolytic manganese dioxide from Australia are being, or are likely to be, sold in the United States at less than fair value, as provided in section 733(b) of the Tariff Act of 1930, as amended (the Act). Interested parties are invited to comment on this preliminary determination. We will make our final determination within 75 days after the date of this preliminary determination.
Electrolytic Manganese Dioxide from the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value and Postponement of Final Determination
We preliminarily determine that electrolytic manganese dioxide (``EMD'') from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. Pursuant to a request from an interested party, we are postponing the final determination and extending the provisional measures from a four-month period to not more than six months. Accordingly, we will make our final determination not later than 135 days after publication of the preliminary determination.
Preliminary Determination of Sales at Less Than Fair Value: Steel Wire Garment Hangers from the People's Republic of China
We preliminarily determine that steel wire garment hangers (``hangers'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice.
Stainless Steel Bar from Germany: Notice of Rescission of Antidumping Duty New Shipper Review
The Department of Commerce (``the Department'') is rescinding the new shipper review of the antidumping duty order on stainless steel bar from Germany manufactured by Flanschenwerk Bebitz GmbH (``Flanschenwerk''). The period of review (``POR'') covers March 1, 2007, through August 31, 2007. This order was revoked as a result of a sunset proceeding and the effective date of revocation is prior to the U.S. entry made by Flanschenwerk subject to this new shipper review.
Ball Bearings and Parts Thereof from Japan: Amended Final Results of Antidumping Duty Administrative Review Pursuant to Final Court Decision
On August 30, 2002, the Department of Commerce (the Department) published Ball Bearings and Parts Thereof from France, Germany, Italy, Japan, and the United Kingdom; Final Results of Antidumping Duty Administrative Reviews, 67 FR 55780 (August 30, 2002), as amended on October 15, 2002, by Ball Bearings and Parts Thereof From Japan; Amended Final Results of Antidumping Duty Administrative Review, 67 FR 63608 (October 15, 2002). The review covered the period May 1, 2000, through April 30, 2001. NTN Corporation (and its affiliates) and other parties appealed the results pertaining to subject merchandise from Japan. Because there is now a final and conclusive decision, the Department is issuing these amended final results of review. We will instruct U.S. Customs and Border Protection (CBP) to liquidate entries subject to these amended final results of review.

Certain Cut-to-Length Carbon-Quality Steel Plate Products From the Republic of Korea: Final Results of Antidumping Duty Administrative Review and Rescission of Administrative Review in Part
On November 23, 2007, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain cut-to-length carbon- quality steel plate products (steel plate) from the Republic of Korea. The period of review is February 1, 2006, through January 31, 2007. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received and an examination of our calculations, we have made changes for the final results. The final weighted-average dumping margins are listed below in the ``Final Results of the Review'' section of this notice.
Amended Final Results of Countervailing Duty Administrative Review: Polyethylene Terephthalate (PET) Film, Sheet, and Strip from India
On February 11, 2008, the Department of Commerce (the Department) published the final results of the administrative review of the countervailing duty order on polyethylene terephthalate (PET) film from India for the period January 1, 2005 through December 31, 2005. See Polyethylene Terephthalate (PET) Film, Sheet, and Strip from India: Final Results of Countervailing Duty Administrative Review, 73 FR 7708 (February 11, 2008). On February 12, 2008, in accordance with 19 CFR 351.224(c)(2), we received timely filed ministerial error allegations from respondent MTZ Polyfilms, Ltd. (MTZ). No other party to the proceeding filed a ministerial error allegation or rebuttal comments. Based on our analysis of the comments, the Department has revised the countervailing duty rate for MTZ. Accordingly, we are amending our final results.
Notice of Initiation of Antidumping Duty Changed Circumstances Review: Certain Forged Stainless Steel Flanges from India
In response to a request by Isibars, Ltd. (Isibars), and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the Act) and 19 CFR 351.216 and 351.221(c)(3), the Department is initiating a changed circumstances review of the antidumping duty order on forged stainless steel flanges from India. This review will determine whether India Steel Works, Ltd. (India Steel) is the successor-in-interest to Isibars.
Freshwater Crawfish Tail Meat from the People's Republic of China: Notice of Court Decision Not in Harmony with Final Results of Administrative Review
On March 5, 2008 the United States Court of International Trade (``CIT'') sustained the remand redetermination issued by the Department of Commerce (``the Department''), pursuant to the CIT's remand order, regarding the final results of the administrative review of the antidumping duty order on fresh water crawfish tail meat from the People's Republic of China. See Crawfish Processors Alliance v. United States, Slip Op. 08-27 (March 5, 2008) (``Crawfish II''). This case arises out of the Department's final results in the administrative review covering the period September 1, 1999 - August 31, 2000. See Freshwater Crawfish Tail Meat from the People's Republic of China; Notice of Final Results of Antidumping Duty Administrative Review, and Final Partial Rescission of Antidumping Duty Administrative Review, 67 FR 19546 (April 22, 2002) (``Final Results''). Consistent with the decision of the United States Court of Appeals for the Federal Circuit (``CAFC'') in The Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), the Department is notifying the public that Crawfish II is not in harmony with the Department's Final Results.
Notice of Antidumping Duty Order: Sodium Hexametaphosphate From the People's Republic of China
Based on affirmative final determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on sodium hexametaphosphate (``SHMP'') from the People's Republic of China (``PRC''). On March 12, 2008, the ITC notified the Department of its affirmative determination of material injury to a U.S. industry. See Sodium Hexametaphosphate from China (Investigation No. 731-TA-1110 (Final), USITC Publication 3984, March 2008).
Certain Cut-to-Length Carbon-Quality Steel Plate from the Republic of Korea: Notice of Final Results and Partial Rescission of Countervailing Duty Administrative Review
On November 20, 2007, the Department of Commerce (``the Department'') published in the Federal Register its preliminary results of administrative review of the countervailing duty (``CVD'') order on certain cut-to-length carbon-quality steel plate the Republic of Korea (``Korea'') for the period January 1, 2006, through December 31, 2006. See Certain Cut-to-Length Carbon-Quality Steel Plate from the Republic of Korea: Notice of Preliminary Results and Preliminary Partial Rescission of Countervailing Duty Administrative Review, 72 FR 65299 (November 20, 2007) (``Preliminary Results''). The Department preliminarily rescinded the administrative review with respect to DSEC Co., Ltd. (``DSEC'') and found that the other company subject to review, Dongkuk Steel Mill Co., Ltd. (``DSM''), had a de minimis net subsidy rate during the period of review. We did not receive any comments on our preliminary results and have made no revisions to those results.
Oil Country Tubular Goods, Other Than Drill Pipe, from Korea: Final Results of Antidumping Duty Administrative Review AGENCY: Import Administration, International Trade Administration, U.S. Department of Commerce
On September 11, 2007, the Department of Commerce (``the Department'') published the preliminary results of the administrative review of the antidumping duty order on oil country tubular goods, other than drill pipe (``OCTG''), from Korea for the period (``POR'') August 1, 2005 through July 25, 2006. See Oil Country Tubular Goods, Other Than Drill Pipe, from Korea: Preliminary Results of Antidumping Duty Administrative Review, 72 FR 51793 (September 11, 2007) (Preliminary Results). This review covers the following manufacturers/ exporters: Husteel Co., Ltd. (``Husteel''), SeAH Steel Corporation (``SeAH''), and Nexteel Co. Ltd. (Nexteel). Based on our analysis of the comments received, we have made changes to the Preliminary Results. For the final dumping margins see the ``Final Results of Review'' section below.
Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
On September 11, 2007, the U.S. Department of Commerce (``the Department'') published the preliminary results of the second administrative review of the antidumping duty order on ironing tables from the People's Republic of China (``PRC''). See Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review, 72 FR 51781 (September 11, 2007) (``AR2 Preliminary Results''). This review covers exports from Since Hardware (Guangzhou) Co., Ltd. (``Since Hardware''). The period of review (``POR'') is August 1, 2005, through July 31, 2006. For these final results, the Department revised and continued to apply the Since Hardware supplier price benchmark analysis. Furthermore, the Department revised its calculation of the surrogate financial ratios. Therefore, the final results differ from the preliminary results. See ``Final Results of Review'' section below.
Dynamic Random Access Memory Semiconductors from the Republic of Korea: Final Results of Countervailing Duty Administrative Review
On September 10, 2007, the Department of Commerce published in the Federal Register its preliminary results of administrative review of the countervailing duty order on dynamic random access memory semiconductors from the Republic of Korea for the period January 1, 2005, through December 31, 2005. Following the preliminary results, we conducted verification and provided interested parties with an opportunity to comment on the preliminary results and our verification findings. Based on information received since the preliminary results and our analysis of the comments received, the Department has revised the net subsidy rate for Hynix. The final net subsidy rate for Hynix is listed below in the section entitled ``Final Results of Review.''
Polyethylene Retail Carrier Bags from the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Partial Rescission of Review
The Department of Commerce (the ``Department'') is conducting an administrative review of the antidumping duty order on polyethylene retail carrier bags (``PRCB'') from the People's Republic of China (``PRC'') covering the period August 1, 2005, through July 30, 2006. On September 10, 2007, we published our preliminary results. See Polyethylene Retail Carrier Bags from the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Partial Rescission of Review, 72 FR 51588 (``Preliminary Results''). We invited interested parties to comment on these preliminary results. Based on our analysis of the comments received, we have made changes to our margin calculations. Therefore, the final results differ from the preliminary results.
Stainless Steel Sheet and Strip in Coils from Mexico: Amended Final Results of Antidumping Duty Administrative Review
On February 11, 2008, the Department of Commerce (the Department) published in the Federal Register the final results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Mexico covering the period July 1, 2005 to June 30, 2006. See Stainless Steel Sheet and Strip in Coils from Mexico; Final Results of Antidumping Duty Administrative Review, 73 FR 7710 (February 11, 2008) (Final Results). We are amending the Final Results to correct a ministerial error in the calculation of the assessment rate applicable to entries of the respondent in this proceeding, ThyssenKrupp Mexinox S.A. de C.V. and Mexinox USA, Inc. (collectively, Mexinox), pursuant to section 751(h) of the Tariff Act of 1930, as amended (the Tariff Act) and 19 CFR 351.224(e).
Certain Corrosion-Resistant Carbon Steel Flat Products from the Republic of Korea: Notice of Final Results of the Thirteenth Administrative Review
On September 10, 2007, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review for certain corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea (Korea). Lightweight Thermal Paper from the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination and Alignment of Final Countervailing Duty Determination with Final Antidumping Duty Determination
The Department of Commerce preliminarily determines that countervailable subsidies are being provided to producers and exporters of lightweight thermal paper from the People's Republic of China.
