Fresh Garlic from the People's Republic of China: Preliminary Results of the 12th New Shipper Reviews
The Department of Commerce (``Department'') is conducting new shipper reviews (``NSRs'') of the antidumping duty order on fresh garlic from the People's Republic of China (``PRC'') that cover the period of review (``POR'') of November 1, 2006 through April 30, 2007. See Antidumping Duty Order: Fresh Garlic From the People's Republic of China, 59 FR 59209 (November 16, 1994) (``Order''). On June 29, 2007, the Department initiated semi-annual new shipper reviews for Shandong Chenhe International Trading Co., Ltd. (``Chenhe''), Qingdao Tiantaixing Foods Co., Ltd. (``QTF''), Hebei Golden Bird Trading Co., Ltd. (``Golden Bird''), Jining Yongjia Trade Co., Ltd. (``Yongjia'') and Shenzhen Greening Trading Co., Ltd. (``Greening''). We preliminarily determine that Golden Bird, Greening, QTF and Yongjia have made sales in the United States at less than normal value (``NV''). We also preliminarily determine that Chenhe has not made sales in the United States at less than NV. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the POR for which the importer-specific assessment rates are above de minimis.
