The Advisory Council on Historic Preservation (ACHP) has approved an amendment to the Program Comment to Exempt Consideration of Effects to Rail Properties within Rail Rights-of-Way. The amendment extends the deadline for the Department of Transportation to prepare and publish the implementing guidance to allow implementation of the property-based approach.
