In accordance with the Federal Advisory Committee Act, this notice announces that the Advisory Committee on Training in Primary Care Medicine and Dentistry (ACTPCMD or Committee) will hold one additional public meeting in the 2024 calendar year. HRSA is announcing a change in user fees charged to individuals requesting a supplemental mailed paper copy of their National Practitioner Data Bank (NPDB) self-query results. The supplemental fee will increase from $3.00 to $13.00 per mailed paper copy as these copies will be provided using U.S. Postal Service certified mail. The user fees for one-time query, continuous, and digitally certified self-query results will remain unchanged.

Per Congressional Report language accompanying the Further Consolidated Appropriations Act, 2024, HRSA is awarding supplemental funds in FY 2024 to two Regional Pediatric Pandemic Network (RPPN) Program recipients to increase activities to coordinate among the Nation's pediatric hospitals and their communities to prepare for and coordinate research-informed responses to future pandemics. The current RPPN program period of performance ends on August 31, 2026.

HRSA is providing supplemental award funds in federal fiscal year (FY) 2024 to the current recipient of the Early Childhood Developmental Health Systems Program (ECDHS) cooperative agreement (HRSA-22-091), to support existing activities relating to early childhood developmental health services.

HRSA will provide a performance period extension with supplemental funds to one Health Center Program award recipient with a period of performance ending in fiscal year 2025. The supplemental funding will extend their current period of performance by 12 months to prevent interruptions in access to critical primary health care services in the community.

This notice informs the public of the availability of the complete lists of all geographic areas, population groups, and facilities designated as primary medical care, dental health, and mental health professional shortage areas (HPSAs) in a designated status as of April 15, 2024. The lists are available on the shortage area topic page on HRSA's data.hrsa.gov website. All currently designated HPSAs remain designated until final lists are published later this fall. HPSA designations that are currently proposed for withdrawal will remain in this status until the publication of the HPSA Federal Register notice on or before November 1, 2024. HPSAs proposed for withdraw will be re-evaluated before final publication if additional information is made available to HPSA by states. If these HPSAs do not meet the requirements for designation at the time of the publication of the HPSA Federal Register on or before November 1, 2024, they will be withdrawn.

The Health Resources and Services Administration published a document in the Federal Register of May 28, 2024, concerning an Information Collection Request titled "Implement Maternal, Infant, and Early Childhood Home Visiting Program 2022 Legislative Changes: Assessment of Administrative Burden." The document contained an incorrect "Total Estimated Annualized Burden Hours." The published Federal Register Notice had an estimated average burden per response of 27 hours for the "State and Jurisdiction [Maternal, Infant, and Early Childhood Home Visiting (MIECHV)] Funding Recipient Survey," with the total burden hours for the form being 1,512 hours. The published total estimated burden for the collection was 1,628 hours. This document corrects the estimate so that the average burden per response for the State and Jurisdiction MIECHV Funding Recipient Survey is 14 hours per response, 784 hours for the total estimated burden hours, and 900 hours for the collection.

HRSA published a document in the Federal Register on February 26, 2024, setting forth the meeting schedule for the 2024 Advisory Commission on Childhood Vaccines (ACCV). The ACCV held two of its 2024 meetings on March 7, 2024, and March 8, 2024. The remaining two 2024 ACCV meetings originally scheduled for September 5, 2024, and September 6, 2024, are rescheduled for July 11, 2024, 12:30 p.m. ET4:30 p.m. ET, and July 12, 2024, 12:00 p.m. ET4:15 p.m. ET.

HRSA's Federal Office of Rural Health Policy (FORHP) utilizes clear, consistent, and data-driven methods of defining rural areas in the United States for the purposes of determining eligibility for its rural health grant programs. FORHP monitors ongoing national research and, as appropriate, considers updates to its definition. Because access to needed health care is likely to be reduced when roads are most difficult to traverse, with this notice, FORHP proposes to modify the definition of rural areas by integrating the new Road Ruggedness Scale (RRS) released in 2023 by the Economic Research Service (ERS) of the U.S. Department of Agriculture, which characterizes topographic variability, or ruggedness, of roads. This proposal does not impact rural areas included in the current FORHP definition. This notice seeks public comment on FORHP's proposal. This notice also includes a technical clarification explaining how FORHP will use Census data to identify outlying Metropolitan Statistical Area counties that qualify as rural in future updates given the U.S. Census Bureau's 2020 Census terminology changes that removed the categories of Urban Clusters and Urbanized Areas.
