Proposed Agency Information Collection Activities; Comment Request
Under the Paperwork Reduction Act of 1995 (PRA), this notice announces that FRA is forwarding the currently approved Information Collection Requests (ICRs), abstracted below, to the Office of Management and Budget (OMB) for review and comment. The ICRs describe the information collections FRA is submitting for renewal and their expected burden.
Railroad Safety Advisory Committee; Notice of Meeting
FRA announces a meeting of the RSAC, a Federal Advisory Committee that develops recommendations on railroad safety regulations and other railroad safety issues through a consensus process. The RSAC System Safety Task Force and Passenger Safety Working Group will meet October 30, 2017, to discuss petitions for reconsideration, and comments received in response to the petitions for reconsideration on the System Safety Program (SSP) final rule issued August 12, 2016, requiring commuter and intercity passenger railroads to develop and implement an SSP to improve the safety of their operations.

Under the Paperwork Reduction Act of 1995 (PRA) and its implementing regulations, FRA seeks renewed approval of the proposed information collection activities listed below. Before submitting these information collection requests (ICRs) to the Office of Management and Budget (OMB) for approval, FRA is soliciting public comment on specific aspects of the activities, which are identified in this notice.
North County Transit District's Request for Positive Train Control Safety Plan Approval and System Certification
This document provides the public notice that North County Transit District (NCTD) submitted to FRA its Positive Train Control Safety Plan (PTCSP) Volume I-Main Body (Version 2.0) and Volume II- Appendices (Version 1.0), both dated September 1, 2017. NCTD asks FRA to approve its PTCSP and issue a Positive Train Control (PTC) System Certification for NCTD's Interoperable Electronic Train Management System (I-ETMS).

FRA is issuing this notice to advise the public it intends to grant the City of Raleigh (City) a waiver from FRA's Buy America requirement to use certain non-domestic components of a fire alarm system Code Electric, Inc. provided for the Raleigh Union Station project, in partnership with the North Carolina Department of Transportation (NCDOT). Code Electric, Inc. is an electrical contractor for the Raleigh Union Station project.
