Pursuant to applicable provisions of the Federal Lands Recreation Enhancement Act, the Bureau of Land Management (BLM) Central Montana District, Upper Missouri River Breaks National Monument (UMRBNM), Lewistown Field Office is proposing to begin collecting fees for overnight camping at Coal Banks Landing Recreation Area, Judith Landing Recreation Area and for day and overnight trips (floats) on the Upper Missouri River from Coal Banks Landing Recreation Area (River Mile 41.5) to James Kipp Recreation Area (River Mile 149). The Upper Missouri River from Fort Benton, Montana (River Mile 0) to the James Kipp Recreation Area (River Mile 149) was designated as a National Wild and Scenic River on October 12, 1976, and subsequently included within the Upper Missouri River Breaks National Monument (UMRBNM) designation on January 17, 2001. The UMRBNM Record of Decision and Approved Resource Management Plan designated the Upper Missouri National Wild and Scenic River (UMNWSR) as a Special Area in December 2008.

The effect of this final rule is to facilitate the selection of hunting seasons by the States and Territories to further the annual establishment of the early-season migratory bird hunting regulations.

We, the U.S. Fish and Wildlife Service (Service), designate critical habitat for Brickellia mosieri (Florida brickell-bush) and Linum carteri var. carteri (Carter's small-flowered flax) under the Endangered Species Act of 1973, as amended (Act). We designate as critical habitat approximately 1,062 hectares (ha) (2,624 acres (ac)) for B. mosieri and approximately 1,072 ha (2,649 ac) for L. c. var. carteri. The critical habitat areas for these plants, located entirely in Miami-Dade County, Florida, largely overlap, for a combined total of approximately 1,095 ha (2,706 ac). Critical habitat for both plants includes both occupied and unoccupied habitat. The Service determined that the unoccupied units are essential for the conservation of the plants, to provide for the necessary expansion of current Brickellia mosieri and Linum carteri var. carteri populations, and for reestablishment of populations into areas where these plants previously occurred. The effect of this regulation is to extend the Act's protections to these plants' critical habitats.

The purpose of a meeting via web conferencing, in lieu of physical travel, on August 18, 2015 is to convene the full Advisory Committee to discuss the work of its Subcommittee on Early Detection and Rapid Response (EDRR) in providing advice on a National EDRR Framework and Emergency Funding Plan; present an overview of the status of the report; discuss changes that have been made since the May 20-22, 2015 ISAC meeting in Silver Spring, Maryland; and to invite comments prior to submission of the final report to the White House Council on Climate Preparedness and Resilience in September 2015 (comments are due August 25, 2015.)
