OMB Request for Information (RFI)
The Office of Management and Budget (OMB) will be proposing revisions to title 2 of the Code of Federal Regulation (CFR), subtitle A, chapters I and II, in 2023. This RFI will support this effort by soliciting feedback from the general public on 2 CFR, which will be considered during the process of drafting updates. OMB anticipates publishing the final update to 2 CFR by December 2023. The first update was published on August 13, 2020.
Guidance for Grants and Agreements
The Office of Management and Budget (OMB) is proposing to revise OMB Guidance for Grants and Agreements. The proposed revisions are limited in scope to support implementation of the Build America, Buy America Act provisions of the Infrastructure Investment and Jobs Act; and to clarify existing requirements. These proposed revisions provide further guidance on implementing these statutory requirements, and improve Federal financial assistance management and transparency.
Freedom of Information Act and the Privacy Act
The Office of the Intellectual Property Enforcement Coordinator (IPEC) is issuing its implementing regulations for the Freedom of Information Act (FOIA) and the Privacy Act. The final rule describes how to make a FOIA request with IPEC and how IPEC processes requests for records. The final rule also states IPEC's Privacy Act Policies and Procedures. The final rule describes how individuals can find out if an IPEC system of records contains information about them and, if so, how to access or amend a record.
Notice; 2022 Statutory Pay-As-You-Go Act Annual Report
This report is being published as required by the Statutory Pay-As-You-Go (PAYGO) Act of 2010. The Act requires that OMB issue an annual report and a sequestration order, if necessary.
Initial Proposals For Updating OMB's Race and Ethnicity Statistical Standards
The Office of Management and Budget (OMB) requests comments on the initial proposals from the Federal Interagency Technical Working Group on Race and Ethnicity Standards (Working Group) for revising OMB's 1997 Statistical Policy Directive No. 15: Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity (SPD 15).\1\ Responses to this Notice will be shared with the Working Group and will help the Working Group develop their final recommendations to OMB and will also help OMB determine how to revise SPD 15 to improve the quality and usefulness of Federal race and ethnicity data.

National Environmental Policy Act Guidance on Consideration of Greenhouse Gas Emissions and Climate Change
The Council on Environmental Quality (CEQ) is issuing this interim guidance to assist agencies in analyzing greenhouse gas (GHG) and climate change effects of their proposed actions under the National Environmental Policy Act (NEPA). CEQ is issuing this guidance as interim guidance so that agencies may make use of it immediately while CEQ seeks public comment on the guidance. CEQ intends to either revise the guidance in response to public comments or finalize the interim guidance.

As required by the Utilizing Significant Emissions with Innovative Technologies (USE IT) Act, the Council on Environmental Quality (CEQ) is seeking additional member nominations from a diverse range of qualified candidates to serve on the ``Carbon Dioxide Capture, Utilization and Sequestration (CCUS) Non-Federal Lands Permitting Task Force'' (Non-Federal Task Force). Vacancies are anticipated to be filled by February 17, 2023.

Privacy Act of 1974; System of Records
Notice is hereby given that the Central Intelligence Agency (``CIA'' or ``the Agency'') is submitting to the Federal Register a total of forty two (42) System of Records Notices (SORNs), and nineteen (19) General Routine Uses. Of the total package, CIA has significantly modified seven (7) existing SORNs, rescinded five (5) SORNs, created two (2) new SORNs. With respect to CIA's routine uses, the Agency modified one (1) General Routine Use, and created five (5) new General Routine Uses. (CIA-33) is not reissued and remains in effect as published on July 22, 2005. The remaining SORNs and General Routine Uses contain updates with respect to organizational changes at CIA, as well as new requirements set by OMB.
