The Office of Management and Budget (OMB) has revised Circular A-119, ``Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities,'' in light of changes that have taken place in the world of regulation, standards, and conformity assessment since the Circular was last revised in 1998. OMB is issuing its Final Sequestration Report to the President and Congress for FY 2016 to report on compliance of enacted 2016 discretionary appropriations legislation with the discretionary caps. The report finds that enacted appropriations are within the current law defense and non-defense discretionary limits for 2016; therefore, a sequestration of discretionary budget authority is not required.
