Update of Statistical Policy Directive No. 3: Compilation, Release, and Evaluation of Principal Federal Economic Indicators-Changing Timing of Public Comments by Employees of the Executive Branch
The Office of Management and Budget (OMB) announces the adoption of a revised Statistical Policy Directive No. 3: Compilation, Release, and Evaluation of Principal Federal Economic Indicators (Directive No. 3). The procedures in Directive No. 3, published in 1985, were designed to ensure equitable, policy-neutral, and timely release and dissemination of Principal Federal Economic Indicators. The goals of Directive No. 3 remain sound; this Notice announces the adoption of procedures consistent with these goals to reflect advances in communication technologies and methods. OMB has solely modified the provision, ``employees of the Executive Branch shall not comment publicly on the data until at least one hour after the official release time,'' by replacing ``one hour'' with ``thirty minutes.'' This change reduces the delay after official release time before commentary from employees of the Executive Branch, while retaining a necessary time delay between policy-neutral release of the official statistics and subsequent Executive Branch interpretations of this statistical data.
Request for Information: Privacy Impact Assessments
Pursuant to the Executive order on Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, the Office of Management and Budget (OMB) is requesting public input on how privacy impact assessments (PIAs) may be more effective at mitigating privacy risks, including those that are further exacerbated by artificial intelligence (AI) and other advances in technology and data capabilities.
Notice; 2023 Statutory Pay-As-You-Go Act Annual Report
This report is being published as required by the Statutory Pay-As-You-Go (PAYGO) Act of 2010. The Act requires that OMB issue an annual report and a sequestration order, if necessary.
Agency Information Collection Activities; Request for Comments; Information on Meetings With Outside Parties
The Office of Information and Regulatory Affairs (OIRA) within the Office of Management and Budget (OMB) is proposing to revise the information collection 0348-0065 that it uses for members of the public who request a meeting with OIRA on rules under review. The information collected would be subject to the Paperwork Reduction Act (PRA) and this notice announces and requests comment on OIRA's proposal for such a collection.
Environmental Justice Scorecard
On November 20, 2023, the Council on Environmental Quality (CEQ) published a request for information (RFI) to solicit feedback on Phase One of the Environmental Justice Scorecard, which will inform future versions of the Environmental Justice Scorecard. This notice extends the deadline for receiving responses to this RFI by an additional 30 days, until February 22, 2024.
Privacy Act of 1974; System of Records
Pursuant to the Privacy Act of 1974, the Office of National Drug Control Policy (ONDCP), proposes to establish a new system of records entitled ``Correspondence Management systems (CMS) for the Office of National Drug Control Policy (ONDCP)'', ONDCP/001. The system will include correspondence referred to, received by or sent by the ONDCP along with other materials such as log sheets and tracking datasets associated with the ONDCP correspondence processes.
National Nanotechnology Initiative Meetings
The National Nanotechnology Coordination Office (NNCO), on behalf of the Nanoscale Science, Engineering, and Technology (NSET) Subcommittee of the Committee on Technology, National Science and Technology Council (NSTC), will facilitate stakeholder discussions of targeted nanotechnology topics through workshops and webinars, as well as community of research and network meetings, between the publication date of this Notice and December 31, 2024.
