Clean Air Act Operating Permit Program; Petition To Object to the Title V Permit for Northeast Maryland Waste Disposal Authority; Maryland
Pursuant to the Clean Air Act (CAA), the Administrator of the Environmental Protection Agency (EPA) signed an Order, dated December 11, 2020, granting a petition to object to a state operating permit issued by the Maryland Department of the Environment (MDE). The Order responds to a February 4, 2019 petition, relating to the Northeast Maryland Waste Disposal Authority's Montgomery County Resource Recovery Facility (MCRRF), a municipal solid waste resource recovery facility located in Montgomery County, Maryland. The petition was submitted by the Environmental Integrity Project and the Chesapeake Climate Action Network (the Petitioners). This Order constitutes final action on that petition requesting that the Administrator object to the issuance of the proposed CAA title V permit.
Clean Air Act Operating Permit Program; Petition To Object to Title V Permit for Scrubgrass Generating Company; Pennsylvania
Pursuant to the Clean Air Act (CAA), the Environmental Protection Agency (EPA) Administrator signed an Order, dated May 12, 2017, granting a petition to object to a state operating permit issued by the Pennsylvania Department of Environmental Protection (PADEP) to the Scrubgrass Generating Company for its facility in Kennerdell, Pennsylvania. The Order responds to a May 4, 2016 petition. The petition was submitted by the Sierra Club (Petitioner). This Order constitutes final action on that petition requesting that the Administrator object to the issuance of the proposed CAA title V permit.

Pursuant to the Clean Air Act (CAA), the EPA Administrator signed an Order, dated September 26, 2014, granting a petition to object to a state operating permit issued by the Maryland Department of the Environment (MDE). The Order responds to a February 5, 2013 petition. The petition was submitted by the Environmental Integrity Project (EIP), as well as Benjamin Feldman, and Brenda and Shayne Lambert (Petitioners). This Order constitutes final action on that petition requesting that the Administrator object to the issuance of the proposed CAA title V permit.
Clean Air Act Operating Permit Program; Petition to Object to Title V Permits for the Homer City and Bruce Mansfield Electric Generating Facilities; Pennsylvania
Pursuant to the Clean Air Act (CAA), the Environmental Protection Agency (EPA) Administrator signed an Order, dated July 30, 2014, partially granting and partially denying petitions to object to two state operating permits issued by the Pennsylvania Department of Environmental Protection (PaDEP). The Order responds to a September 12, 2012 petition, and a May 15, 2013 supplement to that petition, relating to EME Homer City Generation L.P.'s Homer City plant in Indiana County, as well as an October 22, 2012 petition, which relates to First Energy Generation Corporation's Bruce Mansfield plant in Beaver County. The petitions were submitted by the Sierra Club. In the Bruce Mansfield petition, Sierra Club was joined by the Little Blue Regional Action Group (LBRAG), Environmental Integrity Project (EIP), Group Against Smog and Pollution (GASP), and Clean Air Council (CAC). This Order constitutes final action on those petitions requesting that the Administrator object to the issuance of the proposed CAA title V permit.
Clean Air Act Operating Permit Program; Petition To Object to Title V Permit for Luke Paper Company, Luke, MD
Pursuant to section 505(b)(2) of the Clean Air Act (CAA), the EPA Administrator signed an order, dated October 18, 2010, partially granting and partially denying a petition to object to a state operating permit issued by the Maryland Department of the Environment (MDE) on January 22, 2009 to Luke Paper Company for its facility located in Luke, Maryland. This order constitutes final action on the petition filed by the Environmental Integrity Project, and Environment Maryland, dated February 27, 2009, requesting that the Administrator object to the issuance of the proposed title V permit. Pursuant to section 505(b)(2) of the CAA, the petitioner may seek judicial review of those portions of the petition which EPA denied in the United States Court of Appeals for the appropriate circuit. Any petition for review shall be filed within 60 days of this notice in accordance with the requirements of section 307 of the CAA.

Pursuant to section 505(b)(2) of the Clean Air Act (CAA), the EPA Administrator signed an order, dated April 14, 2010, partially granting and partially denying a petition to object to a state operating permit proposed to be issued by the Maryland Department of the Environment (MDE) to Wheelabrator Baltimore, L.P. for its facility located in Baltimore City, Maryland. This order constitutes final action on the petition filed by the Environmental Integrity Project, the Baltimore Harbor Waterkeeper, Inc., and Clean Water Action (Petitioners), dated May 21, 2009, requesting that the Administrator object to the issuance of the proposed title V permit.

EPA Region III is announcing that it will be using its Web site to provide public notice of its intent to terminate pesticide producing establishment registrations under section 7 of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) in cases where it is unable to provide notice of its intent to terminate directly.
Clean Air Act Operating Permit Program; Petition to Object to Title V Permit for Reliant Portland Generating Station, Upper Mount Bethel Township, Northampton County, PA
Pursuant to section 505(b)(2) of the Clean Air Act (CAA) and 40 CFR 70.8(d), the EPA Administrator signed an order dated June 20, 2007, denying a petition to object to a state operating permit proposed to be issued by the Pennsylvania Department of Environmental Protection (PADEP) to Reliant Energy Mid-Atlantic Power Holdings, LLC for its Portland Generating Station in Northampton County, Pennsylvania. This order constitutes final action on the petition filed by the New Jersey Department of Environmental Protection (NJDEP), dated July 21, 2006, requesting that the Administrator object to the issuance of the proposed title V permit. Pursuant to section 505(b)(2) of the CAA, any person may seek judicial review in the United States Court of Appeals for the appropriate circuit within 60 days of this notice under section 307 of the CAA.
