Draft Environmental Impact Statement and Visitor Use Management Plan for Delaware Water Gap National Recreation Area, Pennsylvania and New Jersey
The National Park Service (NPS) is preparing an Environmental Impact Statement (EIS) for the Visitor Use Management Plan for Delaware Water Gap National Recreation Area (DEWA), in New Jersey and Pennsylvania. This effort will examine current and potential visitor opportunities and will develop long-term strategies for protecting resources while providing access, connecting visitors to key visitor experiences, and managing use. The planning process will also involve evaluating the zones in the 1987 General Management Plan (GMP), and may include updating the zoning scheme as needed through a GMP amendment. This notice initiates the public participation and scoping process for the EIS. The public is invited to comment on the purpose, need, objectives, preliminary management options, or any other issues associated with the proposal.
Notice of Termination of the Environmental Impact Statement for the General Management Plan for Martin Van Buren National Historic Site, New York
The National Park Service (NPS) is preparing a general management plan (GMP) for Martin Van Buren National Historic Site. A Notice of Intent to prepare an environmental impact statement (EIS) for the GMP was published in the Federal Register on December 11, 2007. The NPS has decided to terminate the EIS and instead, has prepared an environmental assessment (EA) for the GMP (GMP/EA).
Record of Decision for Wilderness Management Plan, Lake Mead National Recreation Area, Nevada and Arizona
The National Park Service has prepared and approved a Record of Decision for the Final Environmental Impact Statement (EIS) for the Wilderness Management Plan for Lake Mead National Recreation Area. Approval of the Wilderness Management Plan concludes an extensive conservation planning and environmental impact analysis effort that began during 2006. The requisite no-action ``wait period'' was initiated on February 27, 2015, with the Environmental Protection Agency's Federal Register announcement of the filing of the Final EIS.

Publication of EAC Decision Regarding State Requests To Include Additional Proof-of-Citizenship Instructions on the National Mail Voter Registration Form
The U.S. Election Assistance Commission (EAC) hereby causes to be published in the Federal Register this notice in reference to the Memorandum Of Decision Concerning State Requests To Include Additional Proof-Of-Citizenship Instructions On The National Mail Voter Registration Form (Docket No. Eac 2013 0004). The decision, issued January 17, 2014, is posted on the EAC Web site at www.eac.gov (shortened link: https://1.usa.gov/1mdWASw), and also on the Federal eRulemaking portal, www.regulations.gov, at the following link: https:// www.regulations.gov/#!documentDetail;D=EAC-2013-0004-0429. Arizona, Georgia, and Kansas had sought to modify the state-specific instructions on the National Mail Voter Registration Form (``Federal Form'') to require that, as a precondition to registering to vote in Federal elections in those states, applicants must provide additional proof of their United States citizenship beyond that currently required by the Federal Form. For the reasons set forth in the decision, the Commission denied the states' requests.

In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, EAC announces an information collection and seeks public comment on the provisions thereof. The EAC, pursuant to 5 CFR 1320.5(a)(iii), intends to submit this proposed information collection (2014 Election Administration and Voting Survey) to the Director of the Office of Management and Budget for approval. The 2014 Election Administration and Voting Survey (Survey) asks election officials questions concerning voting and election administration. These questions request information concerning ballots cast; voter registration; overseas and military voting; Election Day activities; voting technology; and other important issues. The EAC issues the survey to meet its obligations under the Help America Vote Act to serve as national clearinghouse and resource for the compilation of information with respect to the administration of Federal elections; to fulfill both the EAC's and the Department of Defense Federal Voting Assistance Programs' quantitative State data collection requirements under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA); and meet its National Voter Registration Act (NVRA) mandate to collect information from states concerning the impact of that statute on the administration of Federal Elections.
Notice and Request for Public Comment on State Requests To Include Additional Proof-of-Citizenship Instructions on the National Mail Voter Registration Form
The United States Election Assistance Commission (``EAC'') seeks public comment on whether to amend the State-specific instructions applicable to Arizona, Kansas, and Georgia on the National Mail Voter Registration Form (``Federal Form''). Those States have requested that the EAC modify their State-specific instructions on the Federal Form to include State law requirements that, as a precondition to registering to vote in Federal elections, voter registration applicants provide additional proof of their United States citizenship beyond that already required by the Federal Form. EAC is voluntarily soliciting public comment on these requests from Arizona, Kansas, and Georgia.

The original ninety (90) day public comment period provided for in the initial notice is amended in order to allow the election community additional time to comment after the November 2012 Presidential election. The Help America Vote Act of 2002 (HAVA) (Pub. L. 107-252; 42 U.S.C. 15301 et seq. (October 29, 2002)) established the U.S. Election Assistance Commission (EAC). Section 202 of HAVA directs the EAC to adopt voluntary voting system guidelines (VVSG) and to provide for the testing, certification, decertification, and recertification of voting system hardware and software. The VVSG provides specifications and standards against which voting systems can be tested to determine if they provide basic functionality, accessibility, and security capabilities. As required by Section 222 (d) of HAVA, the EAC is publishing a set of proposed requirements (Voluntary Voting System Guidelines, 1.1) for the testing of voting systems for a 90 day public comment period.

EAC will conduct the survey as a way to obtain data and information for a mandatory report to Congress as stipulated under HAVA 241 (B)(15), which requires EAC to study ``[m]atters particularly relevant to voting and administering election in rural and urban areas.'' Further, Section 202(3) of HAVA authorizes EAC to conduct studies and to carry out other duties and activities to promote the effective administration of Federal elections.
