Adoption of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
The U.S. Election Assistance Commission (EAC) is publishing this final rule to formally adopt the Office of Management & Budget's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards regulations for EAC grants management, which is already included in the EAC's agreements with its grant recipients.

In compliance with the Paperwork Reduction Act of 1995, the EAC announces an information collection and seeks public comment on the provisions thereof. The EAC intends to submit this proposed information collection (National Mail Voter Registration Form) to the Director of the Office of Management and Budget for approval. Section 9(a) of the National Voter Registration Act of 1993 ("NVRA") and Section 802 of the Help America Vote Act of 2002 ("HAVA") requires the responsible agency to maintain a national mail voter registration form for U.S. citizens that want to register to vote, to update registration information due to a change of name, make a change of address or to register with a political party by returning the form to their state election office.

Testing and Certification Program Manuals
The U.S. Election Assistance Commission (EAC) is publishing two documents for public comment. Version 3.1 of the Testing and Certification Program Manual and version 3.1 of the Voting System Testing Laboratory (VSTL) Program Manual. The EAC is seeking public comments on these manuals. The public comment period will last 60 days. These versions replace version 3.0 of both documents.

Request for Comment: Accessible Digital Form Filler Tool for the National Mail Voter Registration Form
The U.S. Election Assistance Commission (EAC), in consultation with the Technology Transformation Services Office of Solutions (TTS) of the U.S. General Services Administration (GSA) is publishing the Accessible Digital Form Filler Tool for the National Mail Voter Registration Form for public comment. The intent of this tool is to improve the screen reader experience and allow for a customizable display, improving the accessibility and usability of the National Mail Voter Registration Form.

As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the U.S. Election Assistance Commission (EAC) gives notice that it is requesting from the Office of Management and Budget (OMB) approval for the information collection of one Election Supporting Technology Evaluation form. The information collected is to be used to improve the quality of election-supporting technology used in federal elections, and to collect necessary key information on election-supporting technology anomalies. Participation in this program is voluntary.
Technical Guidelines Development Committee (TGDC) Notice of Vacancy
Pursuant to the Help America Vote Act (HAVA) and the Charter of the EAC Technical Guidelines Development Committee (TGDC), the EAC is posting this notice of vacancy for an individual with technical and scientific expertise relating to voting systems and voting equipment. The vacancy shall be filled jointly by the EAC and the Director of the National Institute of Standards and Technology (NIST).

The information collected is to be used to improve the quality of election-supporting technology used in federal elections, and to collect necessary key information on election-supporting technology anomalies. Participation in this program is voluntary.
Agency Information Collection Activities: 2024 Election Administration and Voting Survey
In compliance with the Paperwork Reduction Act of 1995, the EAC announces an information collection and seeks public comment on the provisions thereof. The EAC intends to submit this proposed information collection (2024 Election Administration and Voting Survey, or EAVS) to the Director of the Office of Management and Budget for approval. The 2024 EAVS asks election officials questions concerning voting and election administration, including the following topics: Voter registration; overseas and military voting; voting by mail; early in- person voting; polling operations; provisional voting; voter participation; election technology; election policy; and other related issues.
