Agency Information Collection Activities: EAC Progress Report
As part of its continuing effort to reduce paperwork burdens, and as required by the Paperwork Reduction Act of 1995 (PRA), the U.S. Election Assistance Commission (EAC) gives notice that it is requesting from the Office of Management and Budget (OMB) a modification of the previously approved information collection OMB Control Number 3265-0021 EAC Progress Report (EAC-PR). The EAC Office of Grants Management (EAC/OGM) is responsible for distributing, monitoring and providing technical assistance to states and grantees on the use of federal funds. EAC/OGM also reports on how the funds are spent, negotiates indirect cost rates with grantees, and resolves audit findings on the use of HAVA funds. The EAC-PR has been developed for both interim and final progress reports for grants issued under HAVA authority. This revised format builds upon that report for the various grant awards given by EAC and provides terminology clarification. A ``For Comment'' version of the draft format for use in submission of interim and final Progress Reports is posted on the EAC website at: https://www.eac.gov/payments- and-grants/reporting. The PR will directly benefit award recipients by making it easier for them to administer federal grant and cooperative agreement programs through standardization of the types of information required in progress reportsthereby reducing their administrative effort and costs. After obtaining and considering public comment, the EAC will prepare the format for final clearance. Comments are invited on (a) ways to enhance the quality, utility, and clarity of the information collected from respondents, including the use of automated collection techniques or other forms of information technology; and (b) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

In compliance with the Paperwork Reduction Act of 1995, the EAC announces an information collection and seeks public comment on the provisions thereof. The EAC intends to submit this proposed information collection (National Mail Voter Registration Form) to the Director of the Office of Management and Budget for approval. Section 9(a) of the National Voter Registration Act of 1993 (``NVRA'') and Section 802 of the Help America Vote Act of 2002 (``HAVA'') requires the responsible agency to maintain a national mail voter registration form for U.S. citizens that want to register to vote, to update registration information due to a change of name, make a change of address or to register with a political party by returning the form to their state election office.

In compliance with the Paperwork Reduction Act of 1995, the EAC announces an information collection and seeks public comment on the provisions thereof. The EAC intends to submit this proposed information collection (2022 Election Administration and Voting Survey, or EAVS) to the Director of the Office of Management and Budget for approval. The 2022 EAVS asks election officials questions concerning voting and election administration, including the following topics: Voter registration; overseas and military voting; voting by mail; early in- person voting; polling operations; provisional voting; voter participation; election technology; election policy; and other related issues.

Notice and Request for Public Comment on VVSG Lifecycle Policy
The U.S. Election Assistance Commission (EAC) is publishing the Voluntary Voting System Guidelines (VVSG) Lifecycle Policy 1.0 for public comment. The intent of the VVSG Lifecycle Policy is to help facilitate migration to the new VVSG 2.0 standard by providing guidance on the types of version changes, Voting System Test Laboratory (VSTL) accreditation, deprecation of obsolete major standards, and establishing a periodic review and update timeline for new standards going forward. The policy defines changes that may be made to systems certified to deprecated standards and describes the process for updating the standards.

Establishment of Local Leadership Council
Pursuant to the Federal Advisory Committee Act, as amended (), the EAC announces the establishment of the Local Leadership Council (``Advisory Committee''). The Advisory Committee will advise the EAC on how best to fulfill the EAC's statutory duties as well as such other matters as the EAC determines. Duration of this advisory board is for two years unless renewed by the EAC.
Notice of Federal Advisory Committee Charter Renewals
In accordance with the Federal Advisory Committee Act, the purpose of this notice is to announce that the Election Assistance Commission (EAC) has renewed the charters for the Board of Advisors, the Standards Board, and the Technical Guidelines Development Committee for a two-year period through April 13, 2023. The Board of Advisors, the Standards Board, and the Technical Guidelines Development Committee are federal advisory committees under the Federal Advisory Committee Act and created by the Help America Vote Act of 2002.
