Privacy Act of 1974; System of Records
Pursuant to the Privacy Act of 1974, notice is hereby given that the VA is modifying the system of records entitled ``Disaster Emergency Medical Personnel System (DEMPS)-VA'' (98VA104). This system is used to provide information on sufficient health care medical support personnel to respond to disasters, to provide information to the VHA Office of Emergency Management (OEM) primarily during national, regional, or local emergencies caused by catastrophic events, and to respond to internal emergencies occurring within the Veterans Integrated Service Networks (VISN) requiring support to VHA facilities or National Disaster Frameworks, Emergency Support Function 8 (ESF 8) assistance to Federal, State, local, Territorial, or Tribal (SLTT) partners.
Medical Benefits Package; Chiropractic Services
The Department of Veterans Affairs (VA) is amending its medical regulations to add chiropractic services to the definitions of medical services and preventive care. VA will further revise the definition of medical services to include rehabilitative services consistent with its statutory definition and to reflect changes made in other VA medical regulations and in prior legislation not previously codified. The amendments will make the amended regulations consistent with current practices, prior changes in law and other VA medical regulations, and changes in law made by the Consolidated Appropriations Act, 2018. These amendments will not substantively change the current administration of medical benefits to veterans.
Increase in Maximum Tuition and Fee Amounts Payable Under the Post-9/11 GI Bill
The purpose of this notice is to inform the public of the increase in the Post-9/11 GI Bill maximum tuition and fee amounts payable and the increase in the amount used to determine an individual's entitlement charge for reimbursement of a licensing, certification, or national test for the 2023-2024 academic year (AY), effective August 1, 2023 through July 31, 2024.

Exceptions to Applying the Bilateral Factor in VA Disability Calculations
The Department of Veterans Affairs (VA) is issuing this interim final rule to amend the regulation governing the bilateral factor for diseases and injuries of both arms, both legs, or paired skeletal muscles. More specifically, this interim final rule will allow VA adjudicators to exclude certain disabilities that would be calculated using the bilateral factor to determine the combined evaluation if, by their exclusion, a higher combined evaluation can be achieved.

Pursuant to the Privacy Act of 1974, notice is hereby given that the VA is modifying the system of records entitled, ``National Patient Databases-VA'' (121VA10A7). VA provides health care services to many of America's Veterans through the VHA. However, the care of America's Veterans extends beyond VHA and into community providers. During the course of providing health care, VHA collects medical and health information about Veterans under their care. Similarly, outside of VHA, community providers also collect medical and health information about Veterans under their care. This SORN requires modification to ensure the appropriate sharing of Veterans' medical or health information for disease management and population-based activities for improving health outcomes.

Copayment Exemption for Indian Veterans
On April 4, 2023, the Department of Veterans Affairs (VA) published in the Federal Register a final rule to amend its medical regulations to implement a statute exempting Indian and urban Indian veterans from copayment requirements for the receipt of hospital care or medical services. This correction addresses a technical error in the published final rule and correcting amendments to four sections involved.

This notice was published in error; therefore, this document corrects that error by withdrawing this FR notice, document number 2023-05356.

The Department of Veterans Affairs (VA) adopts as final, with changes, a proposed rule to amend its medical regulations to implement a statute exempting Indian and urban Indian veterans from copayment requirements for the receipt of hospital care or medical services. This final rule also exempts such veterans from copayments for all urgent care visits.
Reporting to the National Practitioner Data Bank
The Department of Veterans Affairs (VA) proposes to remove its regulations governing the National Practitioner Data Bank (NPDB). Instead, VA will rely on Department of Health and Human Services (HHS) regulations that govern the NPDB, a Memorandum of Understanding (MOU) between VA and HHS, and VA policy. This change will allow VA to more easily and effectively comply with HHS rules governing the NPDB.
