Pursuant to the Privacy Act of 1974, notice is hereby given that the VA is modifying the system of records entitled ``Disaster Emergency Medical Personnel System (DEMPS)-VA'' (98VA104). This system is used to provide information on sufficient health care medical support personnel to respond to disasters, to provide information to the VHA Office of Emergency Management (OEM) primarily during national, regional, or local emergencies caused by catastrophic events, and to respond to internal emergencies occurring within the Veterans Integrated Service Networks (VISN) requiring support to VHA facilities or National Disaster Frameworks, Emergency Support Function 8 (ESF 8) assistance to Federal, State, local, Territorial, or Tribal (SLTT) partners.

The Department of Veterans Affairs (VA) is amending its medical regulations to add chiropractic services to the definitions of medical services and preventive care. VA will further revise the definition of medical services to include rehabilitative services consistent with its statutory definition and to reflect changes made in other VA medical regulations and in prior legislation not previously codified. The amendments will make the amended regulations consistent with current practices, prior changes in law and other VA medical regulations, and changes in law made by the Consolidated Appropriations Act, 2018. These amendments will not substantively change the current administration of medical benefits to veterans.

More specifically, this interim final rule will allow VA adjudicators to exclude certain disabilities that would be calculated using the bilateral factor to determine the combined evaluation if, by their exclusion, a higher combined evaluation can be achieved.

Pursuant to the Privacy Act of 1974, notice is hereby given that the VA is modifying the system of records entitled, ``National Patient Databases-VA'' (121VA10A7). VA provides health care services to many of America's Veterans through the VHA. However, the care of America's Veterans extends beyond VHA and into community providers. During the course of providing health care, VHA collects medical and health information about Veterans under their care. Similarly, outside of VHA, community providers also collect medical and health information about Veterans under their care. This SORN requires modification to ensure the appropriate sharing of Veterans' medical or health information for disease management and population-based activities for improving health outcomes.
