Prohibition of Interment or Memorialization of Persons Who Have Been Convicted of Federal or State Capital Crimes or Certain Sex Offenses
The Department of Veterans Affairs (VA) amends its national cemetery regulations prohibiting the interment or memorialization of certain persons who have been convicted of Federal or State capital crimes. This final rule incorporates the statutory prohibition against interment or memorialization in a VA national cemetery or VA-funded State or Tribal veterans' cemetery of a person who has been convicted of a Federal or State crime causing the person to be a tier III sex offender for purposes of the Sex Offender Registration and Notification Act; who, for such crime, is sentenced to a minimum of life imprisonment; and whose conviction is final (other than a person whose sentence was commuted by the President or Governor of a State). This prohibition was enacted as part of the Dignified Burial and Other Veterans' Benefits Improvement Act of 2012.

Veterans Community Care Program
The Department of Veterans Affairs (VA) proposes to amend its medical regulations to implement its authority for covered veterans to receive necessary hospital care, medical services, and extended care services from non-VA entities or providers in the community. Section 101 of the John S. McCain III, Daniel K. Akaka, and Samuel R. Johnson VA Maintaining Internal Systems and Strengthening Integrated Outside Network Act of 2018 directs VA to implement a program to furnish such care and services to covered veterans through eligible entities and providers. This proposed rule would establish the criteria for determining when covered veterans may elect to receive such care and services through community health care entities or providers, as well as other parameters of this program.

The Veterans Benefits Administration (VBA), Department of Veterans Affairs (VA), is announcing an opportunity for public comment on the proposed collection of certain information by the agency. VA Form 28-1900 is completed by Veterans with a combined service- connected disability rating of 10 percent or more and Servicemembers awaiting discharge for such disability to apply for vocational rehabilitation benefits. VA provides services and assistance to Veterans with service-connected disabilities, who are determined entitled to such benefits, to obtain and maintain suitable employment. Vocational rehabilitation also provides service to support veterans with service-connected disabilities to achieve maximum independence in their daily living activities if employment is not reasonably feasible. VA use the information collected to determine the claimant's eligibility for vocational rehabilitation benefits.
Veterans Community Integration Resources Military Life Cycle Module
The Department of Veterans Affairs (VA) is announcing to the public its intent to develop a ``Community Integration Resources'' (CIR) Military Life Cycle (MLC) module. MLC modules are learning opportunities that are available at designated touchpoints throughout servicemembers' careers and that help servicemembers plan for transition well before separation. This CIR module will help make servicemembers and veterans aware of the community resources and services available; it will also help them learn to use Federal tools like the National Resource Directory to identify and vet those resources and services and decide how and when to engage them for assistance. Organizations interested in supporting servicemembers and veterans as they integrate into their communities are encouraged to register with the National Resource Directory (NRD) by visiting https:// nrd.gov and selecting ``Submit a Resource.'' Registration in NRD ensures that your organization is included in the MLC module's resources and makes your organization visible and accessible to servicemembers and veterans across the Nation.

The Department of Veterans Affairs (VA) proposes to amend its regulations related to the provision of government-furnished headstones, markers, and medallions. These proposed revisions would clarify eligibility for headstones, markers, or medallions, would establish replacement criteria for such headstones, markers, and medallions consistent with VA policy, would define the term ``unmarked grave'' consistent with VA policy, and would generally reorganize and simplify current regulatory language for ease of understanding.
Schedule for Rating Disabilities: Infectious Diseases, Immune Disorders, and Nutritional Deficiencies
The Department of Veterans Affairs (VA) proposes to amend the section of the VA Schedule for Rating Disabilities (VASRD or Rating Schedule) that addresses infectious diseases and immune disorders. The purpose of these changes is to incorporate medical advances since the last revision, update medical terminology, and clarify evaluation criteria. The proposed rule considers comments from experts and the public during a forum held from January 31 to February 1, 2011, on revising this section of the VASRD.
Notice To Extend the Public Comment Period
On December 14, 2018, The U.S. Department of Veterans Affairs (VA) published a notice at 83 FR 64431 for the VA's Draft Programmatic Environmental Impact Statement, West Los Angeles Medical Center Campus Draft Master Plan (Draft PEIS). The public comment period ends January 29, 2019. This notice announces an extension of the public comment period until February 13, 2019.
VA Acquisition Regulation: Competition Requirements
The Department of Veterans Affairs (VA) is proposing to amend and update its VA Acquisition Regulation (VAAR) in phased increments to revise or remove any policy superseded by changes in Federal Acquisition Regulation (FAR), to remove procedural guidance that is internal to VA into the VA Acquisition Manual (VAAM), and to incorporate any new agency specific regulations or policies. These changes seek to streamline and align the VAAR with the FAR and remove outdated and duplicative requirements and reduce burden on contractors. The VAAM incorporates portions of the removed VAAR as well as other internal agency acquisition policy. VA will rewrite certain parts of the VAAR and VAAM, and as VAAR parts are rewritten, will publish them in the Federal Register. VA will combine related topics, as appropriate. In particular, this rulemaking revises the VAAR concerning Competition Requirements.
