VA proposes to reconfigure health care services throughout the 100,000-square mile VA BHHCS service area, including the addition of purchased care for Veterans from community providers to improve geographic access to care. In accordance with the National Environmental Policy Act (NEPA), VA has prepared a Draft EIS that analyzes the potential impacts of six alternatives for changes to VA's facilities in Hot Springs and Rapid City, South Dakota, to support the proposed services reconfiguration. The Draft EIS uses the substitution approach for integrating compliance with Section 106 of the National Historic Preservation Act into the EIS process. The Draft EIS is available for review on the agency Web site and at public libraries in the service area.

VA published an interim final rule implementing the Veterans Choice Program on November 5, 2014, and published a subsequent interim final rule making further amendments on April 24, 2015. This final rule responds to public comments received from both interim final rules and amends the regulations to modify payment rates under the Program.

Data from the proposed match will be used to verify the earned income of nonservice-connected veterans, and those veterans who are zero percent service-connected (noncompensable), whose eligibility for VA medical care is based on their inability to defray the cost of medical care. These veterans supply household income information that includes their spouses and dependents at the time of application for VA health care benefits.

This Federal Register Notice announces an opportunity for public comment on the Preliminary Draft Final Master Plan for the West Los Angeles (WLA) Department of Veterans Affairs (VA) campus (hereinafter referred to as the ``Preliminary Draft Final Master Plan''). The WLA campus is approximately 387 acres in the heart of Los Angeles. There are 104 buildings across the campus of which 39 are designated as historic, 12 are considered to be exceptionally high risk for a seismic event, and a number are vacant or closed. The purpose of this Preliminary Draft Final Master Plan is to support VA's ongoing efforts to revitalize the campus into a more Veteran-focused environment, notably for severely disabled, aging, female, and homeless Veterans. This master planning effort is consistent with VA's goal to help end Veteran homelessness nationwide, particularly in the Greater Los Angeles region, one of the largest homeless Veteran populations in the country. This notice solicits public comments on the Preliminary Draft Final Master Plan. At the end of the public comment period, VA will review the comments received, post summary responses into the Federal Register via a second notice, ready the Preliminary Draft Final Master Plan for environmental and historic preservation due diligence, and prepare a Final Master Plan for the WLA campus.

Removing Net Worth Requirement From Health Care Enrollment

This rulemaking proposes to remove the regulatory provision regarding consideration by the Department of Veterans Affairs (VA) of the net worth of a veteran's assets as a factor in determining the veteran's eligibility for lower-cost VA health care. Prior to January 1, 2015, VA considered both the net worth of a veteran's assets and the veteran's annual income when determining a veteran's eligibility. Because of that, certain veterans who would have been eligible for VA health care based on their annual income alone were ineligible for care because the net value of their assets was too high, or they were placed in a less favorable eligibility category. Reporting asset information imposed a significant paperwork burden on veterans, and VA dedicated significant administrative resources to verifying reported information. VA changed its policy to improve access to health care to lower-income veterans and remove the reporting burden from veterans by discontinuing collection of asset information. This rulemaking would amend the regulation to remove the reference to VA's discretionary statutory authority to consider net worth.
