VASRD Improvement Forum-Updating Disability Criteria for the Genitourinary System, Digestive System, Dental Conditions, and Infectious Diseases, Immune Disorders and Nutritional Deficiencies
The Veterans Benefits Administration (VBA) and Veterans Health Administration (VHA) will co-host the Department of Veterans Affairs (VA) Schedule for Rating Disabilities (VASRD) Improvement Forum Updating Disability Criteria for the Genitourinary System, Digestive System, Dental Conditions, and Infectious Diseases, Immune Disorders and Nutritional Deficiencies. The purpose of the VASRD Improvement Forum is to capture public comment and current medical science information from presentations made by subject matter experts. VA plans to use this information to update the sections of the VASRD that pertain to the following four body systems: (1) Infectious Diseases, Immune Disorders and Nutritional Deficiencies (38 CFR 4.88-4.89), (2) the Digestive System (38 CFR 4.110-4.114), (3) the Genitourinary System (38 CFR 4.115-4.115b) and (4) Dental and Oral Conditions (38 CFR 4.150). Specifically, diagnostic code descriptors and evaluation criteria will be discussed. Contingent upon available capacity and time, individuals wishing to make oral statements will be accommodated on a first-come, first-served basis.
Reasonable Charges for Medical Care or Services; 2011 Calendar Year Update
This Department of Veterans Affairs (VA) notice informs the public of updated data for calculating the ``reasonable charges'' collected or recovered by VA for medical care or services provided or furnished by VA to a veteran for: (1) A non service-connected disability for which the veteran is entitled to care or the payment of expenses for care under a health plan contract; (2) a non service-connected disability incurred incident to the veteran's employment and covered under a worker's compensation law or plan that provides reimbursement or indemnification for such care and services; or (3) a non service-connected disability incurred as a result of a motor vehicle accident in a state that requires automobile accident reparations insurance. The charge tables and supplemental tables that are applicable to this notice can be viewed on the Veterans Health Administration Chief Business Office's Intranet and Internet Web sites. These changes are effective January 1, 2011.
Health Outcomes Not Associated With Exposure to Certain Herbicide Agents; Veterans and Agent Orange: Update 2008
As required by law, the Department of Veterans Affairs (VA) hereby gives notice that the Secretary of Veterans Affairs, under the authority of the Agent Orange Act of 1991, Public Law 102-4 (codified in relevant part at 38 U.S.C. 1116), has determined that a presumption of service connection is not warranted based on exposure to herbicides used in the Republic of Vietnam during the Vietnam Era for any of the diseases, illnesses, or health effects identified in the July 24, 2009, National Academy of Sciences (NAS) report entitled ``Veterans and Agent Orange: Update 2008'' (Update 2008), except for hairy cell leukemia (HCL) and other chronic b-cell leukemias, Parkinson's disease, and ischemic heart disease. In this regard, the Secretary of Veterans Affairs determined, based upon the NAS report, that there is a positive association between exposure to herbicides and the subsequent development of HCL and other chronic b-cell leukemias, Parkinson's disease, and ischemic heart disease. The Secretary recently published a notice of proposed rulemaking to implement this decision. See 75 FR 14391 (Mar. 25, 2010). The determination to not establish a presumption of service connection, based on exposure to herbicides used in the Republic of Vietnam during the Vietnam era for any other of the diseases, illnesses, or health effects identified in the July 24, 2009, NAS report, does not in any way preclude VA from granting service connection for these diseases, including those specifically discussed in this notice, nor does it change any existing rights or procedures. The Secretary's determinations regarding individual diseases are based on all available evidence in the 2008 report of the NAS and prior NAS reports. This notice generally states specific information only with respect to significant additional studies that were first reviewed by NAS in its 2008 report. Information regarding additional relevant studies is stated in VA's prior notices following earlier NAS reports, and generally will not be repeated here.
VA Veteran-Owned Small Business Verification Guidelines; Correction
VA published two documents in the Federal Register, an interim final rule on May 19, 2008 (73 FR 29024) and a final rule on February 8, 2010 (75 FR 6098), which implement portions of the Veterans Benefits, Health Care, and Information Technology Act of 2006. Both documents contain a typographical error in a cross reference citation. This document corrects that error.

Health Care for Homeless Veterans Program
This proposed rule would establish regulations for contracting with community-based treatment facilities in the Health Care for Homeless Veterans (HCHV) program of the Department of Veterans Affairs (VA). It would formalize VA's policies and procedures in connection with this program, which is designed to assist certain homeless veterans in obtaining treatment from non-VA community-based providers. The Secretary of VA intends to enter into an EUL on a 1-acre parcel of land at the George E. Wahlen VAMC in Salt Lake City, Utah. The selected lessee will finance, design, develop, construct, manage, maintain and operate the EUL development. As consideration for the lease, the lessee will be required to build, operate, and maintain a transitional housing facility; provide preference and priority placement for homeless Veterans and Veterans at risk of homelessness; and provide a supportive services program that guides resident Veterans toward attaining long-term self-sufficiency.

Notice is hereby given that the Department of Veterans Affairs (VA), Office of Human Resources Management, is amending a current system of records entitled ``Individuals Serving on a Fee Basis or Without Compensation (Consultants, Attendings, and Others) Personnel Records-VA'' (14VA135). The information in this system will be used to evaluate the qualifications of physicians, dentists, nurses, and approximately 30,000 health occupation trainees, research personnel and other scientific and technical personnel appointed under 38 U.S.C. 7406, whose stipends and fringe benefits are not centrally administered under the provisions of 38 U.S.C. 7406(c). The documents maintained in this system include copies of applications, appointment letters, and other documents and papers kept in connection with these appointments. These records are maintained for a period of one year from the expiration of appointment and then destroyed.
