The Veterans Benefits Administration (VBA), Department of Veterans Affairs (VA), is announcing an opportunity for public comment on the proposed collection of certain information by the agency. Under the Paperwork Reduction Act (PRA) of 1995, Federal agencies are required to publish notice in the Federal Register concerning each proposed collection of information, including each proposed reinstatement of a currently approved collection, and allow 60 days for public comment in response to the notice.

On March 13, 2020, the President declared a national emergency recognizing the threat that the ongoing outbreak of COVID-19, the disease caused by the novel (new) coronavirus known as SARS-CoV-2 (``the virus''), poses to the Nation's healthcare systems. On April 10, 2020, the President of the United States issued a Memorandum for the Secretary of Veterans Affairs, ``Authorizing the Exercise of Authority under Public Law 85-804.'' The Memorandum authorizes the Secretary to exercise authority with respect to contracts performed in support of efforts by the Department of Veterans Affairs to combat COVID-19. The President authorized and directed the Secretary of Veterans Affairs to publish this memorandum in the Federal Register. The text of the memorandum is set out below.
