The Treasury Department's Office of Foreign Assets Control (``OFAC'') is removing the names of one individual and twelve entities from the list of Specially Designated Nationals and Blocked Persons whose property and interests in property have been blocked pursuant to Executive Order 13224 of September 23, 2001, Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism. Notice: Publication of U.S./EU Exchange of Letters and Terrorist Finance Tracking Program Representations of the United States Department of the Treasury
The Treasury Department administers the Terrorist Finance Tracking Program (TFTP) as a targeted tool to help track terrorists and their networks. The TFTP utilizes certain financial transaction information provided by the Society for Worldwide Interbank Financial Telecommunication (SWIFT), a Belgium-based cooperative, under compulsion of administrative subpoenas. Discussions among U.S. and European authorities on the operation of the TFTP in the context of their respective counterterrorism efforts and data privacy laws culminated on June 28, 2007, in the ``Terrorist Finance Tracking Program Representations of the United States Department of the Treasury'' and a related exchange of letters between the Treasury Department and the EU. Each of these documents is included as an appendix to this notice.

Former Liberian Regime of Charles Taylor Sanctions Regulations
The Office of Foreign Assets Control of the U.S. Department of the Treasury is adding new part 593 to chapter V of 31 CFR to carry out the purposes of Executive Order 13348 of July 22, 2004, ``Blocking Property of Certain Persons and Prohibiting the Importation of Certain Goods from Liberia.'' These regulations implement targeted sanctions directed at the regime of former President Charles Taylor. The sanctions are not directed against the country of Liberia, the Government of Liberia, or the Central Bank of Liberia.

Foreign Assets Control Regulations
The Office of Foreign Assets Control of the U.S. Department of the Treasury is amending the Foreign Assets Control Regulations, 31 CFR part 500, by revising paragraph (b)(5) of Sec. 500.586 to prohibit U.S. persons from registering vessels in the Democratic People's Republic of Korea (``North Korea''), or from otherwise obtaining authorization for a vessel to fly the North Korean flag. This paragraph already prohibits U.S. persons from owning, leasing, operating, or insuring any North Korean-flagged vessel.
