Pipeline Safety: Request for Special Permit; Fairbanks Natural Gas, L.L.C.
PHMSA is publishing this notice to solicit public comments on a request from Fairbanks Natural Gas, L.L.C. (FNG) to renew a previously issued special permit. The special permit renewal request is seeking continued relief from compliance with certain requirements in the Federal pipeline safety regulations. At the conclusion of the 30- day comment period, PHMSA will review the comments received from this notice as part of its evaluation to grant or deny the special permit renewal.

This notice announces public teleconference meeting of the Technical Pipeline Safety Standards Committee, also known as the Gas Pipeline Advisory Committee (GPAC), and the Technical Hazardous Liquid Pipeline Safety Standards Committee, also known as the Liquid Pipeline Advisory Committee (LPAC), to discuss the Valve Installation and Minimum Rupture Detection Standards notice of proposed rulemaking (NPRM).
Hazardous Materials: Information Collection Activities
As part of a Federal Government-wide effort to streamline the process to seek feedback from the public on service delivery, PHMSA seeks comment on the development of a Generic Information Collection Request for the collection of qualitative feedback on agency service delivery for approval under the Paperwork Reduction Act. This notice announces PHMSA's intent to submit this collection to the Office of Management and Budget for approval and allows for an additional 30 days of public comment.
Hazardous Materials: Request for Information on Safety Devices
PHMSA is developing a national policy regarding safety devices (UN0503 and UN3268). PHMSA has continued to see advancements in technologies for articles containing hazardous materials that have been submitted to PHMSA requesting an approval or special permit to transport as safety devices (UN0503 and UN3268). PHMSA is requesting information or data from stakeholders regarding the classification, testing, and conditions for transportation of these devices requesting an approval to be classified as safety devices.
Pipeline Safety: Gas Pipeline Regulatory Reform
PHMSA is seeking comments on proposed amendments to the Federal Pipeline Safety Regulations that are intended to ease regulatory burdens on the construction, maintenance and operation of gas transmission, distribution, and gathering pipeline systems. The amendments in this proposal are based on PHMSA's considered review of public comments, petitions for rulemaking, and an agency initiative to identify appropriate areas where regulations might be repealed, replaced, or modified.
