The National Highway Traffic Safety Administration invites public comments about our intention to request approval from the Office of Management and Budget (OMB) to reinstate a previously approved information collection with modification. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including extensions and reinstatements of previously approved collections. This document describes a collection of information for which NHTSA intends to seek OMB approval on Vehicle Owner's Manual Requirements for Motor Vehicles and Motor Vehicle Equipment. NHTSA is requesting a modification of the information collection to include regulatory changes made by NHTSA's Adaptive Driving Beam Headlamps final rule. NHTSA is also requesting modification to include requirements for owner's manuals in NHTSA's existing regulations.

This document amends NHTSA's lighting standard to permit the certification of adaptive driving beam (ADB) headlamps. ADB headlamps utilize technology that actively modifies a vehicle's headlamp beams to provide more illumination while not glaring other vehicles. The requirements adopted today are intended to amend the lighting standard to permit this technology and establish performance requirements for these systems to ensure that they operate safely. ADB has the potential to reduce the risk of crashes by increasing visibility without increasing glare. The agency initiated this rulemaking in response to a petition for rulemaking from Toyota Motor North America, Inc.

This final rule amends the visual inspection labeling requirement in Federal Motor Vehicle Safety Standard (FMVSS) No. 304, ``Compressed natural gas fuel container integrity,'' by modifying the periodic inspection interval for compressed natural gas (CNG) fuel containers installed on vehicles with a gross vehicle weight rating (GVWR) greater than 4,536 kilograms (10,000 pounds). The inspection interval for these vehicles is modified from the currently-specified interval, ``at least every 36 months or 36,000 miles, whichever comes first,'' to ``at least every 12 months.'' For commercial operators of CNG heavy vehicles that often travel 100,000 miles per year or more, this change will eliminate the need to perform unnecessary multiple visual inspections of their vehicles' CNG fuel containers per year. NHTSA believes this final rule is equally protective of safety as the cadence of inspection required by the current rule. This rulemaking commenced in response to petitions for rulemaking from the American Trucking Associations and Natural Gas Vehicles for America.

This notice announces a meeting of the National Emergency Medical Services Advisory Council (NEMSAC).

Hankook Tire America Corp. (Hankook) has determined that certain Hankook Ventus S1 Noble2 passenger car tires do not fully comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 139, New Pneumatic Radial Tires for Light Vehicles, and part 574, Tire Identification and Recordkeeping. Hankook filed a noncompliance report dated April 23, 2020. Hankook subsequently petitioned NHTSA on May 19, 2020, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety. This notice announces the grant of Hankook's petition.

This notice announces that the National Highway Traffic Safety Administration (NHTSA) will be postponing the workshop originally scheduled for January 27, 2022. The workshop was intended to present three new compliance reporting templates for the Corporate Average Fuel Economy (CAFE) Program. The workshop will be rescheduled for later this year.
