The proposed collection OMB 2133-0526 (Information to Determine Seamen's Reemployment RightsNational Emergency) will be used to determine if U.S. civilian mariners are eligible for reemployment rights under the Maritime Security Act of 1996, which established provisions to allow for and procedures to obtain the necessary MARAD certification for re-employment rights and other benefits. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995. The Paperwork Reduction Act of 1995 requires that we publish this notice in the Federal Register to obtain comments from the public and affected agencies. The proposed collection OMB 2133-0505 (Voluntary Tanker Agreement) is used to gather information from tanker operators who agree to contribute, either by direct charter to the Department of Defense or to other participants, tanker capacity as requested by the Maritime Administrator to meet the essential needs for the transportation of petroleum and petroleum products in bulk by sea. The public burden is being updated to include mailing costs for respondents to submit responses for this collection. We are required to publish this notice in the Federal Register to obtain comments from the public and affected agencies. CoE designations serve to assist the maritime industry in obtaining and maintaining the highest quality workforce. On December 23, 2022, Congress passed the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (FY 2023 NDAA), which changed the eligibility criteria for CoE designations by amending the definition of ``covered training entity'' (see Key Terms). As a result, MARAD has terminated action on all 2022 applications which were based on eligibility criteria no longer valid under the new law.

This notice serves to inform the public that United States custody and control extends to any shipwreck of a vessel that at the time of its sinking was owned or under charter of MARAD or one of its predecessor agencies. United States custody and control also extends by right of subrogation to shipwreck cargoes, as the loss of which was covered and paid for by insurance programs administered by MARAD or by one of its predecessor agencies. MARAD's predecessor agencies include the United States Shipping Board, the Emergency Fleet Corporation, the Merchant Fleet Corporation, the Shipping Board of the U.S. Department of Commerce, the War Shipping Administration, and the United States Maritime Commission. MARAD is authorized to protect the property interests of the United States government and to protect the war graves associated with all such shipwrecks. Pursuant to its authority, on behalf of the United States, MARAD does not consent to the salvage of such shipwrecks and or their cargoes. Those engaging in unauthorized activities involving shipwrecks and cargoes in MARAD's custody or control whether located in the waters of the United States, a foreign nation, or in international waters are advised that no disturbance or recovery from these shipwrecks or their cargoes may legally take place without the express permission of MARAD.

The Maritime Administration (MARAD) announces the first public meeting of the Peer Review Group (PRG). The PRG was established pursuant to the requirements of the National Historic Preservation Act (NHPA) and its implementing regulations to plan for the decommissioning and disposition of the Nuclear Ship Savannah (NSS). PRG membership is comprised of officials from the U.S. Department of Transportation, MARAD, the U.S. Nuclear Regulatory Commission (NRC), the Advisory Council on Historic Preservation (ACHP), the Maryland State Historic Preservation Officer (SHPO), and other consulting parties. The public meeting affords the public an opportunity to participate in PRG activities, including reviewing and providing comments on draft deliverables. In accordance with the National Historic Preservation Act (NHPA) and its implementing regulations, the Maritime Administration (MARAD) has developed and executed a Programmatic Agreement (PA) among the U.S. Department of Transportation, MARAD, the U.S. Nuclear Regulatory Commission (NRC), the Advisory Council on Historic Preservation (ACHP), and the Maryland State Historic Preservation Officer (SHPO) for the Decommissioning and Disposition of the Nuclear Ship Savannah (NSS). The PA executed on March 17, 2023, outlines the process for the decommissioning and disposition of the NSS. The PA is available for review on the MARAD docket located at www.regulations.gov under docket id ``MARAD-2020-0133.'' Stipulation II of the PA establishes a Peer Review Group (PRG) and affords the public an opportunity to participate in PRG activities, including attending meetings and reviewing draft deliverables developed as part of the PA. MARAD encourages public participation and is providing the preliminary PRG meeting schedule for 2023 and 2024 in the DATES section below.

The U.S. Coast Guard (USCG), in coordination with the Maritime Administration (MARAD), will prepare an environmental impact statement (EIS) as part of the environmental review of the Grand Isle LNG Operating Company, LLC (Applicant) deepwater port license application. The application proposes the ownership, construction, operation, and eventual decommissioning of an offshore natural gas export deepwater port, known as the Grand Isle LNG Export Deepwater Port Development Project, that would be located in Federal waters approximately 11.3 nautical miles (13 statute miles, or 20.9 kilometers) offshore Plaquemines Parish, Louisiana in a water depth of approximately 68 to 72 feet (20.7 to 21.9 meters). The deepwater port would allow for the loading of liquefied natural gas (LNG) trading carriers. This Notice of Intent (NOI) requests public participation in the scoping process, provides information on how to participate and announces an informational open house and public meeting. Pursuant to the criteria provided in the Deepwater Port Act of 1974, as amended, Louisiana is the designated Adjacent Coastal State (ACS) for this application.
