Pursuant to a delegation of authority from the Secretary of Transportation, the Maritime Administrator is authorized to issue Aquaculture Support Operations Waivers to U.S. documented vessels with registry endorsements or foreign flag vessels in operations that treat aquaculture fish or protect aquaculture fish from disease, parasitic infestation, or other threats to their health upon a finding that suitable vessels of the United States are not available that could perform those operations. MARAD has received an Aquaculture Support Operations waiver request and is publishing this notice to solicit comments that may assist MARAD in determining whether suitable vessels of the United States are available that could perform the proposed aquaculture support operations set forth in the request. The Maritime Administration (MARAD) announces a public meeting of the Peer Review Group (PRG) which will be held online and by phone only. The PRG was established pursuant to the requirements of the National Historic Preservation Act (NHPA) and its implementing regulations to plan for the decommissioning and disposition of the Nuclear Ship Savannah (NSS). PRG membership is comprised of officials from the U.S. Department of Transportation, MARAD, the U.S. Nuclear Regulatory Commission (NRC), the Advisory Council on Historic Preservation (ACHP), and the Maryland State Historic Preservation Officer (SHPO) and other consulting parties. The public meeting affords the public an opportunity to participate in PRG activities, including reviewing and providing comments on draft deliverables. On July 25, 2023, the Maritime Administration (MARAD) published a notice in the Federal Register providing how to apply to MARAD's Tanker Security Program (TSP). By this follow-on notice, MARAD is extending the application period for eligible candidates for one TSP Operating Agreement and is republishing the same information soliciting applications. The FY21 NDAA authorized the Secretary of Transportation to establish a fleet of active, commercially viable, militarily useful, privately owned product tank vessels of the United States. The fleet will meet national defense and other security requirements and maintain a United States presence in international commercial shipping. The FY22 NDAA made minor adjustments related to the participation of long-term charters in the TSP. This request for applications provides, among other things, application criteria and a deadline for submitting applications for the enrollment of one vessel in the TSP.

The FY22 NDAA made minor adjustments related to the participation of long-term charters in the TSP. This notice updates the Centers of Excellence for Domestic Maritime Workforce Training and Education (CoE) designation policy and invites eligible and qualified training entities to apply to the Maritime Administration (MARAD) for designation as a 2023 CoE. CoE designations serve to assist the maritime industry in obtaining and maintaining the highest quality workforce. On December 23, 2022, Congress passed the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (FY 2023 NDAA), which changed the eligibility criteria for CoE designations by amending the definition of ``covered training entity'' (see Key Terms). As a result, MARAD has terminated action on all 2022 applications which were based on eligibility criteria no longer valid under the new law.

This notice serves to inform the public that United States custody and control extends to any shipwreck of a vessel that at the time of its sinking was owned or under charter of MARAD or one of its predecessor agencies. United States custody and control also extends by right of subrogation to shipwreck cargoes, as the loss of which was covered and paid for by insurance programs administered by MARAD or by one of its predecessor agencies. MARAD's predecessor agencies include the United States Shipping Board, the Emergency Fleet Corporation, the Merchant Fleet Corporation, the Shipping Board of the U.S. Department of Commerce, the War Shipping Administration, and the United States Maritime Commission. MARAD is authorized to protect the property interests of the United States government and to protect the war graves associated with all such shipwrecks. Pursuant to its authority, on behalf of the United States, MARAD does not consent to the salvage of such shipwrecks and or their cargoes. Those engaging in unauthorized activities involving shipwrecks and cargoes in MARAD's custody or control whether located in the waters of the United States, a foreign nation, or in international waters are advised that no disturbance or recovery from these shipwrecks or their cargoes may legally take place without the express permission of MARAD.
